HomeMy WebLinkAboutMinutes - Read Before Packet - 4/5/2016 - Memorandum From Wanda Winkelmann Re: Leadership Planning Team Meeting - April 4, 2016City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: April 4, 2016 TO: Mayor and Councilmembers FROM: Wanda Winkelmann, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, Deputy City Manager Jeff Mihelich, City Attorney Carrie Daggett, and City Clerk Wanda Winkelmann met on Monday, April 4, and the following summarizes the discussions that began at 7:34 a.m. April 5 Regular Meeting Consent Agenda #12 concerns the annual appropriation of lodging tax for cultural development and programming activities, tourism programming, and the Fort Collins Convention and Visitors Bureau. For future renewals, staff is asked to review the clause that requires additional revenue collected (above the anticipated amount) to be disbursed…what additional services are provided for the additional revenue? Only commercial properties are included in the eminent domain authorization for the Prospect Road/College Avenue project (Consent Agenda #14). It was suggested a Work Session may be helpful on April 12 in order for staff to present intersection design options that include the residential properties impacted by the project. Six Month Planning Calendar Due to the employee appreciation breakfast being held on May 2, the LPT meeting will be moved to a time later in the day. Staff will work out a time that works with the LPT’s schedules. As noted above, a Work Session topic may be added to April 12 regarding the Prospect Road/College Avenue intersection project. If this topic is added, the Light and Power Reliability Update will be moved to May 10. For the May 17 Regular Meeting item Utilities Biannual City Code Updates, staff is asked to clarify that this is the beginning of a process for staff to present code amendments (related to Utilities) every two years. The Midtown Business Improvement District (BID) ordinance will be added to the July 19 Regular Meeting. Leadership Planning Team Meeting April 4, 2016 Page 2 of 2 Other Discussion Items: Deputy City Manager Mihelich discussed: 1. I-25/392 Corridor Activity Center (CAC). The Town of Windsor is holding a Work Session this evening to discuss proposed development in this area. It was noted that Windsor is requesting a change to the revenue allocation formula, flexibility in the design standards, and the addition of single family residences to the plan. Staff will attend the meeting. 2. Request for Proclamation. Jerry Gavaldon has requested a proclamation that would honor the history of the Museo. City Clerk staff has been asked to follow-up with Mr. Gavaldon on the details. 3. Carnegie Liquor License. The City will be applying for an Arts Liquor License for the Carnegie Site. 4. Tiger Grant for Vine/Lemay. The LPT was supportive of an application for a Tiger Grant for the Vine and Lemay intersection and, after discussion, did not believe this application would compete with the grant application for I-25. 5. Beavers on the Poudre. Mr. Mihelich requested information from Mayor Pro Tem Horak regarding the meeting with citizen Ward Luthi to discuss beaver damage to trees along the Poudre River. Staff is asked to consider the visual and recreational impacts of trees in natural areas (such as the shade provided by trees). Can a standard be created to protect all trees (regardless of species) of a certain size in natural areas? City Attorney Daggett noted: 1. She will be in Washington D.C. in several weeks for a conference. 2. The redistricting ordinance is will be considered by Council on April 19. The draft ordinance, along with four map options, is available on the City’s website. Protests of the ordinance are due on by noon on Monday, April 18. Mayor Pro Tem Horak: 1. Commented on the Council Retreat held on Saturday and noted the luncheon session with the City Manager, City Attorney, and Municipal Judge was especially productive. 2. Attended the WaterNow conference and saw a demonstration of Refocus, which is a platform that allows information (such as RFP’s) to be exchanged quicker. Mayor Troxell: 1. Noted an article in Sunday’s Coloradoan about the Climate Action Plan (CAP). Mayor Pro Tem Horak suggested a marketing plan for the CAP that would focus on messaging the future cost savings that will be achieved through CAP’s implementation. 2. Appreciated Council and staff work at the retreat on Saturday. The retreat is a good kick-off to the upcoming BFO process. 3. Will be attending a discussion at the University of Kentucky to discuss University Cities. 4. The Bloomberg Philanthropies is hosting (and paying for travel to) a summit on climate resilient communities in Beijing this summer. Mayor Troxell has been invited to participate. 5. Commended staff for the new look of the website. The meeting adjourned at 8:36 a.m.
