HomeMy WebLinkAboutMinutes - Mail Packet - 4/5/2016 - Memorandum From Wanda Winkelmann Re: Leadership Planning Team Meeting - March 28, 2016City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: March 28, 2016 TO: Mayor and Councilmembers FROM: Wanda Winkelmann, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, City Attorney Carrie Daggett, and City Clerk Wanda Winkelmann met on Monday, March 28, and the following summarizes the discussions that began at 7:32 a.m. April 5 Regular Meeting The draft agenda for the April 5 meeting was reviewed. As noted last week, an ordinance will be considered that authorizes eminent domain for certain lands in connection with the Prospect Road/College Avenue intersection improvements project. Deputy City Manager Mihelich stated a meeting is being held tomorrow to discuss issues raised by an affected property owner and there is still the possibility this item may be delayed or come forward with one or more properties removed from this eminent domain action (and return at a later time). A Staff Report will be given on lead/copper sampling and corrosion control programs. Staff is asked to ensure this report will encompass results for all services providers (ELCO, FCLWD) and, if not, delay the report until a comprehensive report can be delivered. During the presentation, staff is asked to include a map detailing the service areas. For the item on Dust Prevention and Control, staff is asked to include (in the agenda materials) the recently adopted Administrative Policy that outlines how City projects and activities will subscribe to best practices to ensure dust is mitigated. Staff is asked to reach out to ASCSU to ensure they are aware of the upcoming Council discussion on Social Host regulations. Six Month Planning Calendar City Clerk Winkelmann reviewed the following changes to the Calendar: 1. Appeal of LifePointe Church Cell Tower. Due to the possibility this appeal may not go forward, this appeal has been moved to May 3 until a final decision is made. 2. Coy-Hoffman Silo Appeal. Scheduled for April 19 Regular Meeting. 3. Income Qualified Rate (formerly Utilities Low Income Assistance Program). This item has been scheduled for June 14 Work Session. Leadership Planning Team Meeting March 28, 2016 Page 2 of 4 4. Homeless Programs Update. This item, scheduled for July 12, will provide Council with an update regarding the various initiatives (Outreach Fort Collins, Congregation Model for Sheltering, and continued work with the Special Agency Session with Municipal Court) to address homelessness. It was noted that the Parking Advisory Board’s recommendation regarding the Downtown Parking Community Dialogue (June 14 Work Session) will be included with the agenda materials. Staff has been asked to provide an update regarding panhandling including the results of any public input and if staff is recommending any changes to City Code. Other Discussion Items: An article in the CML Newsletter (Train Horn Rule Review Planned) notes that citizens are encouraged to offer feedback on train horn noise regulations. Staff is asked provide information on the City’s website that instructs citizens how to offer feedback during the review period (which starts on March 7 and remains open for 120 days). Staff is also asked to encourage organizations to provide this feedback as well. Deputy City Manager Mihelich noted: 1. Impacts of Last Week’s Snow Storm. a. Staff will provide an “After Action Report” to describe efforts taken to assist individuals who are homeless with shelter last week. It was noted that the efforts taken (motel rooms, transportation) are considered an exception to the standard operating procedure. b. Stoppage of Transfort Service. Staff will implement a new procedure whereby, in the event Transfort Service has been stopped, weather/road conditions are periodically evaluated to determine when/if service can be resumed. 2. IGA with Windsor Regarding CAC. Windsor is requesting a higher revenue share for car dealerships at the I-25/392 interchange. The LPT would like more information on the reasons behind this request, and noted the importance of adhering to design standards in this corridor. City Manager Atteberry reviewed the following: 1. Citizen Tom Clark’s Concerns. Mr. Clark has emailed City Council to express his concern over Police Service’s handling of a complaint. Deputy Chief Trombley and Assistant City Manager Wendy Williams will meet with Mr. Clark to discuss his concerns. 2. Salvation Army in Denver. Councilmember Ray Martinez, City Manager Atteberry, DDA Executive Director Matt Robenalt, and Programs Coordinator – DDA Derek Getto toured the Salvation Army’s Homeless Shelter and learned about other programs in place to assist individuals who are homeless. A staff report will be forthcoming at a future Council meeting to provide additional information. 3. Funding for I-25. Area City Managers are having conversations about local contributions to fund improvements to I-25. 4. Residential Parking Permits. Staff believes this program has been successful due to a drop of parking occupancy in permitted residential areas from 79% occupancy to 30%. A public meeting will be held to provide information to those neighborhoods considering a similar program. Leadership Planning Team Meeting March 28, 2016 Page 3 of 4 5. Irish Elementary Garden. Executive Director Michelle Provaznik has informed Irish Elementary about the availability of a $1,000 grant to assist with their garden. 6. Regional Leadership Conversation. Mayors, Mayors Pro Tem, and City Managers from Fort Collins, Loveland, Greeley, and Windsor will meet on May 11 to discuss issues of regional impact. 7. Tri Cities Annual Water Board Meeting. Mayor Troxell will attend the upcoming meeting on May 19. 8. Air Bnb Statistics. During 2015, 7,000 guests were housed in Fort Collins by over 200 Air Bnb hosts (with an average length of stay 3.3 nights). Residents of Fort Collins used Air Bnb 13,000 for lodging outside of Fort Collins. Hosts earn an average of $4,000 annually and provide 54 nights of lodging. Mayor Pro Tem Horak commented on the following items included in the March 24 Thursday packet: 1. I-25 Update. Staff is asked to request written support from the leadership of Cheyenne for funding efforts for I-25. 2. Outreach Fort Collins. Staff is asked to send the PPT slide in PDF format to Council so that they can pass it along to interested constituents. 3. Museum Operating Plan. Staff is encouraged to continue to seek funding for the anticipated $200,000 budget shortage. 4. Cluster Funding. Staff is asked to consider options for including citizen involvement in the review and award process. 5. Water Efficiency Rebates. Why are water rebates taxable, but energy rebates are not? Staff is asked to add this as a future agenda item for LRC discussion. 6. Social Host. Staff was commended for this update. Mayor Pro Tem held a Listening Session last week and provided the following comment: 1. Policy for neighborhood lighting standards/dark skies. Some neighborhoods are asking for more lighting, some for less. What is the goal of our current policy and how have changes in technology impacted it? 2. Sidewalks. When will a Work Session be held to discuss standards and priorities for sidewalks? 3. Next Door. Staff is asked to include Listening Sessions on Next Door. 4. Campus West Substation. Is this included in the West Central Neighborhood Plan? 5. Way Finding Signage. In the City’s north-south connections, way finding signage for bicycles is lacking. 6. Avery Park. It was reported that staff is developing options for this neighborhood, and then staff will survey the neighborhood for feedback. It was suggested this order should be reversed so that options will be developed based on neighborhood feedback. 7. Neighborhood Involvement. How are neighborhoods encouraged to stay involved through all aspects of projects (not just at the beginning)? 8. Parking in Springfield. It was requested that parking be allowed only on the perimeter of the neighborhood to facilitate bike traffic within. 9. Irrigation Ditches. Reflectors are needed to denote upcoming irrigation ditches (to ease the transition for bike riders). Also, ditches should be marked with signage reporting the name and historical information about the ditch. Leadership Planning Team Meeting March 28, 2016 Page 4 of 4 10. Climate Action Plan. A concern was raised over the cost of implementing the CAP. When providing messaging around the CAP, staff is encouraged to lead with the future savings that will be realized. Mayor Troxell: 1. Will be attending the PRPA Board meeting this week. 2. Attended the opening of the Youth Activity Center (YAC). 3. Attended KRFC’s 13th Annual Birthday Bash. 4. Participated in the Bike Friendly Celebration. 5. Visited the bio digester. A Work Session on Waste Optimization will be held on April 12. 6. Requested information on the City’s participation in the Amicus Brief. City Attorney Daggett is reviewing the document and will provide an update. 7. Served as a panelist for the Digital Northwest discussion on broadband. The meeting adjourned at 9:10 a.m.
