HomeMy WebLinkAboutMinutes - Read Before Packet - 3/15/2016 - Memorandum From Wanda Winkelmann Re: Leadership Planning Team Meeting - March 14, 2016City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: March 14, 2016 TO: Mayor and Councilmembers FROM: Wanda Winkelmann, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, Deputy City Manager Jeff Mihelich, Assistant City Manager Kelly DiMartino, City Attorney Carrie Daggett, and City Clerk Wanda Winkelmann met on Monday, March 14, and the following summarizes the discussions that began at 7:36 a.m. March 15 Regular Meeting In order to correct an error in the legal notices, Consent Agenda Item #5 regarding the authorization of eminent domain associated with the northeast College Avenue/Lemay Avenue/Suniga Road projects is being withdrawn from the agenda (and will be return at the April 5 Regular Meeting). Staff was commended for the agenda materials in Consent Agenda Item #6 regarding the underpass at Foothills Parkway (specifically Table 2 Construction Costs and Attachment 2 Foothills Mall Underpass Timeline). Consent Agenda Item #7 concerns settlements of disputed sales, use, and lodging tax claims. It was suggested that, for those claims over $2,500 that require a written settlement agreement, a report be provided to Council that summarizes the claims. A resume was requested for the temporary judge assigned in Consent Agenda Item #15 (IGA with the Town of Windsor for Exchange of Judicial Services). A Read-before memo for Consent Agenda Item #16 Amendments to Board and Commission Manual is requested to clarify the language on page 21 regarding minutes and including member names along with their specific comments. It was suggested this information is helpful to include in the minutes. Staff will prepare revised language for Council’s consideration. Discussion ensued about members’ ability to abstain from voting; similar to Councilmembers not being permitted to abstain, a code amendment may be appropriate to outline a similar requirement for board and commission members. City Manager Atteberry is withdrawing Discussion Agenda Item #19 that authorizes eminent domain for certain lands associated with the Prospect Road and College Avenue intersection project. Additional time is need for discussion with the property owners. At the meeting, staff is asked to outline the issues, state why eminent domain is requested prior to final design and consider whether process adjustments should be made to address these timing issues Leadership Planning Team Meeting March 14, 2016 Page 2 of 3 A memo was included in the March 10 Thursday packet about a Clean Power Plan Amicus Brief. Fort Collins has been asked to join a coalition of local governments in support of the federal Clean Power Plan. The LPT requested that staff prepare a resolution to add this item to the March 15 agenda. Councilmember Campana is attending the ELCO meeting 5:30 p.m. and may be a few minutes late to the Council meeting. Six Month Planning Calendar The City Council appointment to the Boxelder Basin Regional Stormwater Authority (BBRSA) will occur at the April 5 Regular Meeting. A waste stream analysis will be part of the discussion during the April 12 Work Session on Waste Optimization and Materials Management. A Water Collaboration Workshop has been added to the May 31 Work Session. Prior to the Work Session on Council Appeal Process Amendments (June 14), City Attorney Daggett noted the staff team would like to meet individually with Councilmembers to discuss their feedback on the current process. The LPT noted it would be important to state the current problem and have data available on the number of appeals filed, the outcome of the appeals, etc. Included on the Unscheduled Items list is Utilities Low Income Assistance Program. When will this discussion be held with Council at Work Session? Other Discussion Items: Assistant City Manager DiMartino reported: 1. Staff is working on the next Community Issues Forum, where the topics of inclusivity and sense of belonging will be explored. 2. Staff has received an inquiry about a possible code amendment to remove the requirement that marijuana businesses be located more than 1000 feet from a college or university. Deputy City Manager Mihelich noted: 1. Staff has met with CSU representatives to discuss the pedestrian crossing at Elizabeth and Shields. Due to the costs involved, both staffs recommend an underpass. 2. Construction has begun at the recycling center on Timberline. 3. The HRC hosted a Belonging and Diversity Workshop at the Harmony Library and approximately fifty people attended. Mayor Pro Tem Horak commented on the following items included in the March 10 Thursday packet: 1. Southeast Community Park Name. Based on discussions with other Councilmembers, he and Mayor Troxell requested that staff find a different name than “Twin Silo Community Park.” 2. Curfew Tickets. What is the time frame when the 529 tickets were issued? Leadership Planning Team Meeting March 14, 2016 Page 3 of 3 Mayor Pro Tem Horak: 1. Provided an example of effective public messaging that was included in APPA’s Public Power magazine. This particular message outlined the myths and facts about smart meters. 2. Registration is available for the November NLC Conference in Pittsburgh. 3. Noted an inquiry came up at his listening session about the next Council discussion on short term rentals. Ms. DiMartino reported staff is tentatively looking at July for the next Work Session. 4. Mentioned that several funding sources may become available for funding I-25 improvements. It is anticipated that Phase I improvements to I-25 (from Highway 402 to Highway 14) may be approved in the fall. Mayor Troxell: 1. Reported a number of productive meetings were held with other agencies during the NLC conference in DC last week. 2. Noted a program started by Albuquerque’s Mayor “There’s a Better Way” to address panhandling. Individuals who are homeless are offered work and are paid at the end of the day. A video describing the program can be found here. 3. Met with Reneca and Duan Ruff about their request to host a wellness fest at Hughes Stadium. Staff has been asked to contact the Ruff’s to learn more. 4. Stated youth delegates from Loveland attended the NLC Conference. Staff is asked to explore how our Youth Advisory Board introduces members to civic leadership. 5. Attended a Kiwanis District Meeting on Saturday and was asked about possible signage in Fort Collins that lists service organizations. Staff will address this in a memo for a future Thursday packet. The meeting adjourned at 8:59 a.m.
