RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager
Jeff Mihelich, Assistant City Manager Kelly DiMartino, City Attorney Carrie Daggett, and City Clerk
Wanda Winkelmann met on Monday, March 7, and the following summarizes the discussions that began
at 7:28 a.m. This 30-minute meeting was held via phone conference due to several members’
attendance at the NLC conference in DC.
March 10 Work Session
Staff was commended for the quality work reflected in the agenda materials for the Climate Action Plan
(CAP) Update. In the presentation, staff is asked to address the funding options for the Plan. Significant
stakeholder input has been received on the CAP.
The Old Town Planning Projects is an update of the Downtown Plan, Old Town Neighborhoods Plan, and
the Old Town Neighborhood Design guidelines. The LPT was impressed with the community outreach
conducted for this item.
Four different options are being presented for the West Elizabeth Travel Corridor Plan. In the
presentation, staff will describe the options and ask for Council feedback. Staff was commended for the
work on this item.
March 15 Regular Meeting
The LPT reviewed the draft agenda for the March 15 Regular Meeting. Deputy City Manager Mihelich
reported that staff is postponing the amended camping ordinance so that an emphasis can be put on a
broader approach regarding shelter space based on what was learned from the recent Nashville visit. A
press release will be forthcoming outlining this change.
Staff is asked to ensure that questions raised during first reading regarding Construction Defects are
addressed in the agenda materials.
Council will consider an ordinance authorizing eminent domain for lands in connection with the
Prospect Road and College Avenue intersection improvements. This action will be placed on the
Discussion Agenda.

Six Month Planning Calendar
The New Downtown Hotel Parking Structure Financing item has been moved to the Unscheduled Items
list as the construction project timeline has been moved back six months.
The Abandoned Property item is being delayed to give the Board of Homeless Gear time to discuss their
role in managing and storing abandoned personal property.
Other Discussion Items:
For those agenda items where a Council Committee (such as Finance Committee or Legislative Review
Committee) has made a recommendation, staff is asked to include the Committee’s recommendation in
the Executive Summary.
