HomeMy WebLinkAboutMinutes - Read Before Packet - 3/1/2016 - Memorandum From Wanda Winkelmann Re: Leadership Planning Team Meeting - February 29, 2016City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: February 29, 2016 TO: Mayor and Councilmembers FROM: Wanda Winkelmann, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, Assistant City Manager Kelly DiMartino, City Attorney Carrie Daggett, and City Clerk Wanda Winkelmann met on Monday, February 29, and the following summarizes the discussions that began at 7:38 a.m. March 1 Regular Meeting Consent Agenda #8 concerns the release of restrictive covenants for property at 520 Cherry Street. Staff was asked why the repayment of CDBG funds does not include interest. City Attorney Daggett responded that the funds are awarded in the form of a grant and not a loan, therefore interest does not accrue. On the Conceptual Review Application, there is a line for contact name and role; it was suggested that it would be more helpful to require the listing of the property owner’s name. In a Read-before memo, staff is asked to explain the rationale behind the exception to the use of a competitive process for Consent Agenda Item #11 Anderson Consulting. Why was an extension not included in the original contract for services? In the memo, staff is asked to state how many times this exception is used on an annual basis. For Consent Agenda Item #12 regarding appointments to the Library Board, staff is asked to provide the applications to Council in the Read-before packet. The first Discussion Item is Construction Defects. The LPT noted the Work Session was very helpful in providing clarity to this issue. Discussion occurred about the agreement for an Instream Flow Augmentation Plan (Discussion Item #14). Water utility staff will be on hand in case there are questions about stream flows, and an additional “Whereas” clause may be suggested that would address the agreement and NISP. Staff was commended for the Updated Water Efficiency Plan (Discussion Item #15). In a Read-before memo, staff is asked to explain the justification behind the water efficiency goal of 130 gallons per capita per day by the end of 2030 – how does this compare with goals set by other jurisdictions? Staff is asked specifically to address the comments and recommendation in an email from Gary Wockner proposing a lower goal. Leadership Planning Team Meeting February 29, 2016 Page 2 of 3 Regarding amendments to the Election Code (Discussion Item #16), Mayor Pro Tem Horak asked about the data that supports the possible consideration of a Charter amendment to address Council compensation. City Clerk Winkelmann stated staff has no data and reported that Clerk staff is asked every election if a Councilmember can accept a reduced salary (or no salary at all). Six Month Planning Calendar The LPT meeting on March 7 will occur via telephone as the Mayor, Mayor Pro Tem and City Manager will be in DC attending the NLC Conference. The time for this meeting is to be determined. The order of items for the Thursday, March 10 Work Session will be: 1. Climate Action Plan Implementation 2. Old Town Planning Projects 3. West Elizabeth Enhanced Travel Corridor Plan An appeal was received last week regarding the proposed cell tower at LifePointe Church. This item will be scheduled for April 19 Regular Council meeting. Assistant City Manager DiMartino stated staff will be scheduling a Work Session on Dark Skies this summer. Other Discussion Items: City Clerk Winkelmann stated that a “Protecting our Housing Future” Committee Registration form was filed by Clint Skutchan. Ms. DiMartino received a phone call asking her to participate in a phone survey regarding U+2. In addition to polling opinions about the current regulations, the survey tested effectiveness of messages related to a Me + 3 campaign. Deputy City Manager Mihelich stated: 1. A public input session is being held this week on the camping ordinance. Community stakeholders have been invited to attend the session, and it is starting at 7:00 p.m. to allow clients of the homeless shelters the opportunity to attend. 2. On online survey will be launched to obtain feedback on mobile vendors (how long should a food truck be allowed to stay in one area? Should there be a distance requirement to restaurants or other mobile food trucks?). 3. Staff is reviewing the appeals process. It was suggested that a survey could be provided to Council to obtain their feedback. 4. The helpfulness of Sustainability Assessment Tools will be explored in Council 1:1’s with the City Manager. City Manager Atteberry noted: 1. Staff compiled a list of potential topics to highlight at NLC. After reviewing options, applications will be submitted for the Climate Action Plan and the alignment of the Strategic Plan and BFO (and using the Community Dashboard to report on the progress towards meeting the objectives). Leadership Planning Team Meeting February 29, 2016 Page 3 of 3 2. A SAR will be forthcoming regarding Councilmember Overbeck’s request from a citizen that an audit be performed on the Museo. Staff is working on a summary memo to follow-up. 3. He received a request from Stan Myers, consultant to Boxelder Stormwater District, about the possibility of not replacing staff board members with elected officials due to staff’s knowledge about existing projects. In LPT discussion it was noted that that staff would still be involved and provide the expertise needed to the board even if no longer a formal member. 4. In 1:1’s with Councilmembers, he will be discussing the possibility of a Campus West police substation and will be reviewing Lincoln Corridor plans. Mayor Pro Tem Horak commented on the following items from the Thursday packet: 1. LRC Update. Staff is asked to provide a schedule of the meetings that Councilmembers are attending while at the NLC Conference. 2. Halligan. Where did the City’s $4.5M reimbursement go? City Attorney Daggett stated it was deposited into the Water Fund. 3. CSU Students Transitioning Off Campus. It was reported that 827 students have participated in learning opportunities about living off campus since 2014. Since approximately 5,000 students move off campus each year, what is CSU’s response to reach thousands of students? City Manager Atteberry will explore this further with Dr. Frank. Mayor Pro Tem Horak attended: 1. Last week’s presentation on Affordable Housing. 2. Pioneer Association’s event on the Hattie McDaniel’s house. Mayor Troxell noted: 1. He too attended the Affordable Housing presentation and the event honoring Hattie McDaniel. What can be done on a regional level regarding housing affordability? What is the role of the Museum of Discovery or other entities in connecting with Historic Preservation, Poudre Landmark Foundation, Pioneer Association, etc.? 2. He attended the Annual Chamber of Commerce dinner. 3. He attended last week’s meeting at PRPA. The meeting adjourned at 9:16 a.m.
