Collins, CO December 2015 2015 page 1 I. Development Summary The substantial completion of Phase I and the Holiday celebration/tree lighting ceremony were achieved November 13, 2015. Work will continue on Blocks 1E&F, 9A, 9B and 11, all of which were delayed by weather. The Phase 2 south mall concourse expansion remains on schedule for completion spring/summer 2016, as well as Block 17 Longhorn Steak house. The parking garage is completed and a TCO has been issued. The FAC was also impacted by the weather, and a revised completion date of February 15 has been accepted by the City. Cinemark, Ross, Nordstrom Rack, Bath and Body, Victoria Secret, Bar Louie, Vans, Finish Line, Gymboree, Zales, Rocky mountain Chocolate, Verizon, Smashburger and H&M have all opened. Grimaldis, CB Potts & Matador all plan on opening in March, with The Melt following in April. The mall concourse work is complete. The Larimer County Irrigation Canal No. 2 has been relocated and water is flowing. The landscaping is complete. Discussions continue with CDOT, the City and Century Link regarding the final underpass design and cost. Demolition and Deconstruction All deconstruction is complete with the exception of the Commons office buildings, which will remain in place until December 1, 2015. Waste Diversion Program From January 2014 through September 2015, 66,889 tons of demolition waste has been diverted from the landfill. The overall waste diversion rate for the project in September was 72%. According to a 2012 EPA study, Americans generated approximately 4.38 pounds of trash per person per day. Therefore, the amount of demo waste diverted to date is equivalent to what 30,542,922 people would throw away on a daily basis. Critical Issue List  Finalization of the underpass design, cost, schedule Costs The Total Cost to Date for the project is $223,815,846.03. Draw 17 in the amount of $3,094,337 was submitted 11/23/15 and was funded on 12/23/2015, bringing the Total Metro District Reimbursed Cost to Date to $48,457,577 (See Exhibit 5, included herein). Observations A representative from Institute for the Built Environment visited the site once and walked with Beck’s Project Engineer in December 2015. Below are observations noted during this site walk. • The demolition was a bit behind schedule. Since the last site visit on 09/09/15 the only demolition remaining on the site is the 344 E. Foothills Parkway building that houses the Beck Group offices and storage along with the Christy Sports (C) building. The Commons at Foothills (CM) was originally slated for demolition in November, but is now slated for demolition late December 2015 or January 2016. The Christy Sports building is slated for demolition in May 2016 and would complete the demolition on the site. • The Cinemark movie theater is complete and has been open since November 2015. The parking garage is complete and has received its temporary certificate occupancy and is in partial use. • The mall interior is nearly complete. The floor has been prepped for tile/stone, the ceiling finish is complete with the skylights, wood paneling, paint, etc. Most of the tenant spaces are finished. All clerestories have been placed, framed and finished. All tile flooring has been installed. • There is just one entrance (South) to the mall that is still under construction near the Sports Authority tenant space. The concrete has been poured, the space is dried in, and the framing has begun. • Construction on the FAC is well underway. All the pouring/framing is complete and the finish work has begun. The wood flooring is going to be installed in early January 2016, with anticipated completion in March 2016. • One loading dock is still under construction. • The Macy’s marble that was removed from the entrance has been placed on pallets behind the Commons at Foothills (CM) was diverted destination unknown. • There are a few scattered Gallegos dumpsters left on the site. The main location for the dumpsters is near the FAC so that they can sort all the C&D waste to meet the LEED requirements for that building. At the main location near the FAC, they were sorting wood, metal, cardboard, trash, and concrete/gypsum board. The concrete/gypsum board were in the same dumpster as it is being used for daily cover or beneficial secondary use for the landfill. • As there are only a few buildings on the site yet to be demolished (Christy Sports ‐ C, Commons at Foothills ‐ CM), there are not a lot of opportunities for innovative diversion strategies at present. The CM building is wood construction with lead paint and cannot be recycled. There may be additional opportunities when the C building is demolished in May of 2016.
