HomeMy WebLinkAboutMinutes - Read Before Packet - 2/9/2016 - Memorandum From Wanda Winkelmann Re: Leadership Planning Team Meeting - February 8, 2016City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: February 8, 2016 TO: Mayor and Councilmembers FROM: Wanda Winkelmann, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, Assistant City Manager Kelly DiMartino, City Attorney Carrie Daggett, and City Clerk Wanda Winkelmann met on Monday, February 8, and the following summarizes the discussions that began at 7:35 a.m. February 9 Work Session/Regular (Adjourned) Meeting The Work Session will begin at 4:00 p.m. To ensure a discussion is held at Work Session for those items that are scheduled for future Council action, the order of items has changed to: 1. Construction Defects (to be scheduled); 2. Dust Prevention and Control (scheduled for April 5); 3. Rental Licensing. If the Regular Meeting doesn’t go too late, any remaining Work Session items noted above may be discussed after the Regular Meeting is adjourned. In the presentation regarding Dust Prevention and Control, staff is asked to state which one of the options best reduces dust (rather than focusing on which option has higher financial costs to developers and/or the City). For the item regarding Rental Licensing, staff is asked to address various ways of achieving the goals of ensuring rentals are healthy and safe. Where are we now in terms of health and safety, and what do we hope to achieve through either voluntary or regulatory compliance? On the Consent Agenda is an item related to the Maverik First Annexation. Because the February 2 Regular Meeting was canceled due to inclement weather, the public hearing for this annexation could not be held, and public notice must be issued again with amended dates. Therefore, Consent Agenda Item 5A was added to begin the process. February 16 Regular Meeting The LPT reviewed the draft agenda for the February 16 Regular Meeting. It was requested that the purpose statement and agenda materials reference the Environmental Impact Statement (EIS) associated with the I-25 traffic solution efforts. Leadership Planning Team Meeting February 8, 2016 Page 2 of 3 Regarding the staff report on the Water Supply Collaboration, staff is asked to clarify if direction is being sought (as indicated in the purpose statement), or if it is truly an update. If direction is being sought, staff is asked to schedule this discussion for a Work Session, or Council may also wish to address under Other Business. On the Discussion Agenda, Council will consider an appeal of the Capstone Cottages PDP. Additionally, City Attorney Daggett is recommending an Executive Session be held at the end of the Discussion Agenda. Six Month Planning Calendar Staff will provide a written update regarding Regulation of Special Events. If Council requests additional information, this item will be moved from Unscheduled to a Work Session. Other Discussion Items: Deputy City Manager Mihelich reported: 1. Council received a memo about the plans for the prairie dogs located on the future site of the Community Recycling Center (CRC). 2. A neighborhood meeting is being held tonight to discuss the proposed amphitheater at the Gardens on Spring Creek. City Manager Atteberry noted: 1. Councilmember Overbeck is attending the Alliance of National Heritage Areas annual meeting in DC as part of his representation on the Poudre Heritage Alliance board. 2. Last week he attended a City Manager’s meeting in Florida and gave a presentation on the future of municipalities. 3. Transfort buses will be equipped with recycling containers this month. 4. Councilmembers are asked to contact him directly if they have feedback regarding the Foothills Residential Reimbursement Agreement included in the January 28 Thursday packet. 5. The Futures Committee will be discussing Diversity and Inclusivity and planning for the NLC Conference at its meeting this afternoon. 6. Staff will provide a future report on the efforts to end veteran’s homelessness. 7. Regarding the memo and timeline for the Broadband election, Council is asked to contact Mr. Atteberry with their comments. Mayor Troxell and Mayor Pro Tem Horak stated they preferred April 2017 for this election. 8. He observed the post-Super Bowl activities in Old Town and stated the street closures worked well. Mayor Pro Tem Horak commented on the following items from the Thursday packet: 1. Lose-A-Watt Competition. It was suggested that staff could ask Xcel to include materials with their utility bills about usage to all customers (not just those living in Fort Collins) to ensure equity for the communities participating in the competition. 2. Community Recycling Ordinance. Are other programs being reviewed, such as those that offer incentives or are voluntary? 3. Corridor Activity Center. Tonight the Windsor Town Council will be discussing the possible land uses and design standards for the I-25/392 interchange. Leadership Planning Team Meeting February 8, 2016 Page 3 of 3 Mayor Pro Tem Horak encouraged staff in all topics coming forward to City Council to provide alternatives to best accomplish the desired outcome rather than getting too focused on one particular policy or solution. Mayor Pro Tem Horak requested information about possible funding sources for the Poudre River/I-25 bridge. Partnering with Larimer County and Timnath to apply for a GOCO grant appears to be a viable option. Mayor Pro Tem Horak stated the MPO has requested a presentation on the airport. Mayor Troxell noted: 1. He gave kudos for the snow removal efforts and the plowing that occurred in residential streets. 2. He requested information about legislation regarding GHG that recently passed the House but not the Senate. Is this legislation being reviewed by the LRC? 3. He issued a proclamation at CSU honoring February as Black History Month. 4. The Poudre Fire Authority hosted their annual awards on Friday and it was a nice event. 5. He visited with Ron Sladek, Chair of the Landmark Preservation Commission (LPC) to discuss the LPC’s role to provide historical perspectives to proposed projects. 6. City Manager Atteberry and Mayor Troxell visited Forney Industries, who have recently moved their operations to Timberline. The meeting adjourned at 9:07 a.m.
