RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager
Jeff Mihelich, Assistant City Manager Kelly DiMartino, Graduate Management Assistant Tyler Marr, City
Attorney Carrie Daggett, and City Clerk Wanda Winkelmann met on Monday, February 1, and the
following summarizes the discussions that began at 7:47 a.m.
February 1 Joint Meeting with Windsor
Tonight’s meeting will be held at 6:00 p.m. at the Windsor Recreation Center to discuss the proposed
design standards related to the CAC.
February 2 Regular Meeting
As she noted last week, City Attorney Daggett stated the Zoning Map amendment regarding the Maverik
First Annexation has been separated out from the Findings of Fact and Property Annexation. This is
done to maintain consistency with Council’s Rules of Procedure.
A staff report will be given on the Light and Power Reliability Update.
Due to the magnitude and importance of the project, the appropriation for repairs to the Michigan Ditch
Tunnel Project is on the Discussion Agenda (Item #10). Discussion ensued about whether Art in Public
Places (APP) funds have to be designated for projects that are underground. In a Read-Before memo,
staff is asked to describe the APP cap in place for utilities projects and the anticipated expenditure plan
for the cap in 2016. In future agenda materials that include APP appropriations, staff is asked to include
the amount going towards the cap for utility projects, as well as how those projects fit into the overall
plan for utility-related APP expenditures.
City Manager Atteberry noted Councilmember Cunniff’s email suggesting that Construction Defects
Claims (Discussion Agenda Item #11) be moved to a Work Session so that additional options can be
explored. The LPT has withdrawn this item from the February 2 meeting and it will be discussed at the
February 9 Work Session.
City Clerk Winkelmann reported staff would like to amend Ordinance No. 021, 2016 regarding Election
Code Amendments (Discussion Agenda Item #13) to change the deadline to file a protest of a
redistricting ordinance from seven days prior to Council’s consideration to the Monday immediately
preceding the meeting (same deadline as suggested in Section 7-156 regarding ballot title protest).

Agenda Item #14 appoints two Councilmembers to the North Front Range Wasteshed Policy Group. In
the interest of fairness to the other participating entities, staff is asked to include an explanation (in a
Read Before memo) from Larimer County regarding the reason Fort Collins is permitted two
representatives on the group, whereas the other entities (Larimer County, Loveland, and Estes Park) will
only have one representative.
Six Month Planning Calendar
The order of items for the February 9 Work Session will be:
1. Neighborhood Livability: Rental Licensing Program;
2. Construction Defect Claims;
3. Dust Prevention and Control;
4. Regulation of Special Events.
Based on the discussion held last week regarding the Community Recycling Ordinance, this item has
been removed from the February 16 Regular Meeting. Staff will be meeting with the haulers to review
the conversation held with Council at the January 25 Work Session.
It was requested that a Work Session be held to give an update on the Foothills Mall.
Other Discussion Items:
City Manager Atteberry noted:
1. He will be sending out a new memo to Council regarding prairie dogs being on site of the future
Community Recycling Center. Previous reports indicated no prairie dogs remained on the site;
the vendor has since spotted five-ten prairie dogs. The recommendation is to continue the
fumigation plan.
2. He is requesting that Council contact him with their interests regarding visits as part of their trip
to DC to attend the NLC conference. It was suggested that staff contact the Metro DC Council of
Governments for suggestions.
3. The City of Loveland has asked to participate in meetings that Fort Collins will hold with the FRA
(train horn noise waiver) and FAA (virtual air tower).
4. He and Mayor Troxell will meet with their counterparts in Windsor prior to tonight’s joint
meeting to discuss the agenda.
Deputy City Manager Mihelich stated it will cost approximately $150K annually to mitigate the dust on
the road to Soapstone. City Manager Atteberry will discuss this with Larimer County Manager Linda
Hoffman to determine if the expense can be shared.
Assistant City Manager DiMartino reminded that a demonstration of NextDoor will be scheduled for
Councilmembers; Sarah Kane will assist in scheduling a session at 4:30 p.m. prior to a Council meeting.
City Attorney Daggett reported that staff attended Active Shooter training in January and inquired into
LPT’s interest to hold a similar training for Council. City Manager Atteberry will work to provide this
training to Council.

Graduate Management Assistant Marr noted:
1. He is working on recruitment efforts for the next Graduate Management Assistant.
2. He is working with staff in Economic Health on cluster funding.
Mayor Pro Tem Horak commented on the following items from the Thursday packet:
1. Visit Fort Collins Highlights. Staff was commended for the memo and it was requested that
updates be provided on a quarterly or semi-annual basis.
2. CDOT Asphalt Truck Load Requirements. This memo conveyed CDOT’s policy that truck loads
out of asphalts plants must be covered with a tarp.
3. Instream Flow Agreement. Staff was commended for informing and meeting with other partners
of the proposed agreement.
Mayor Pro Tem Horak reported he met with Larimer County Commissioner Tom Donnelly about funding
for the Poudre River/I-25 bridge.
Mayor Troxell noted:
1. He attended the Chinese New Year Spring Festival Reception on Sunday.
2. Last Wednesday he participated in a community discussion at the Lincoln Center on innovation.
3. He participated in a One Health Initiative retreat at CSU.
