RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager
Jeff Mihelich, Assistant City Manager Kelly DiMartino, City Attorney Carrie Daggett, and City Clerk
Wanda Winkelmann met on Monday, January 25, and the following summarizes the discussions that
began at 7:36 a.m.
January 26 Adjourned Meeting/Work Session
Regarding the Horsetooth Land Bank Parcel (the first item on the agenda), City Attorney Daggett
reported staff is working with the Fort Collins Housing Authority (FCHA) on a purchase agreement that is
acceptable to CHFA. Depending on the outcome of those discussions, this item may be postponed,
which would still work with timing of the grant deadline which staff recently learned is in April.
For the Work Session, the Community Recycling Ordinance discussion will be held first. Deputy City
Manager Mihelich stated that the agenda materials contain information regarding options for collection
of organics because they heard citizen feedback about organics. It was suggested it would be helpful for
staff to have an understanding of the business models used by haulers so that their perspectives are
included when options are explored.
February 2 Regular Meeting
The LPT reviewed a draft agenda for the February 2 Regular Meeting. City Attorney Daggett noted the
Maverik First Annexation and Zoning is a quasi-judicial proceeding and each element of the process will
be delineated separately (findings of fact, annexing the property, amending the zoning map) in case this
item is pulled from the Consent Agenda.
The ordinance regarding repairs to the Michigan Ditch Tunnel Project will be on the Consent Agenda.
Council will consider a resolution appointing two Councilmembers to serve on the North Front Range
Wasteshed Policy Group. City Manager Atteberry has received an outline of items for the group to work
on from Larimer County.
Per City Manager Atteberry’s email to citizen Eric Sutherland regarding precinct and district boundaries,
he will request that the ordinance be rescinded (to ensure there is no confusion about the
recommended option) and a new ordinance brought forward (after the notice requirements have been
met).

Six Month Planning Calendar
The LPT discussed the email from citizen Cheryl Distaso, requesting that the March 15 discussion on
Amendments to the Camping Ordinance be held between 7 p.m. and 9:30 p.m. so that members who
are sleeping at Catholic Charities can participate in the discussion. The LPT will do its best to
accommodate this request on March 15, but acknowledged that no firm commitments can be made
regarding the timing of specific items.
Instream Flow Augmentation Agreement, Phase I was added to the March 1 Regular Meeting. Staff is
asked to ensure that 1) agenda materials related to this item be ready several weeks in advance of the
meeting, and 2) those materials are sent to interested stakeholders, such as ELCO, FCLWD, etc.
Other Discussion Items:
City Clerk Winkelmann reported:
1. Several vacancies exist on the Community Development Block Grant Commission. Staff is asked
to advertise these openings ASAP.
2. She is working with City Attorney Daggett and a staff team on proposed amendments to the
appeal process, including ex parte communication, public notices, etc. City Attorney Daggett
stated a future Work Session may be scheduled.
City Manager Atteberry noted:
1. An email was received from citizen Dale Adamy, requesting that Board and Commission Annual
Reports include a summary of comments made by citizens to each board or commission. The
LPT stated that comments are already included in the minutes, so there is no need to summarize
them in Annual Reports. City Clerk Winkelmann will follow-up with Mr. Adamy to review our
current approach.
2. He forwarded an email to Council from Chief Hutto regarding Police Services’ response to a
Denver Post article on hiring practices.
3. Council has been emailed materials for the joint meeting with Windsor on February 1. He is
working with Town Manager Kelly Arnold on the format for the meeting.
4. Project and Policy Manager Dan Weinheimer and City Traffic Engineer Joe Olson attend the FRA
working group meeting. The FRA is scheduled to visit Fort Collins on February 23 to review the
downtown rail core. Staff is asked to ensure our Federal representatives are included in these
meetings/discussions.
Mayor Pro Tem Horak commented on the following items from the Thursday packet:
1. Martin Marietta Visit. Staff was commended for the memo on the site visit to Martin Marietta.
It was reported in the memo that CDOT trucks do not have tarps to cover asphalt loads. Staff is
asked to contact CDOT to see if they would be willing to cover their loads.
2. Lose-A-Watt. It was reported Fort Collins is ranked 13th among 58 communities competing for
the $5 million prize. What efforts are in place to get to the goal of being in the top 10 by the
end of 2016?
3. Police Services Overtime. Staff was commended for this memo. City Manager Atteberry stated
he has a policy in place that caps annual overtime at $20,000 per individual, unless he agrees to
an exception for unusual business-related circumstances.

Mayor Troxell noted:
1. A topic for the next Futures Committee is Diversity and Inclusion.
2. He has discussed regional transportation needs (such as improvements to I-25) with CML
Executive Director Sam Mamet. It was requested that Sam and Deputy Director Kevin Bommer
be invited to Fort Collins to explore this further.
3. A WaterNow Alliance Inaugural Summit is being held in March in Tempe, AZ. Mayor Pro Tem
Horak and Water Resources/Treatment Operations Manager Carol Webb are attending. If
Council is interested in attending the Summit, please contact Sarah Kane for registration and
travel arrangements.
4. Along with City Manager Atteberry, he attended a Northern Colorado Airport Commission
meeting. A development project has been presented to the Commission. Developing a process
to review projects is underway.
5. He and City Manager Atteberry will be providing an overview of the City’s 2015
accomplishments to the advisory group of The Coloradoan’s editorial board.
