RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager
Jeff Mihelich, Assistant City Manager Kelly DiMartino, City Attorney Carrie Daggett, and City Clerk
Wanda Winkelmann met on Monday, January 4, and the following summarizes the discussions that
began at 7:31 a.m.
January 5, 2016 Regular Meeting
The Staff Report on the Fort Collins Light and Power Reliability Update will be postponed to a later
Council meeting due to a family emergency on the part of a key staff member making the presentation.
In a Read Before memo concerning Consent Agenda Item #11 Release of Covenant on the Murphy
Center Property, staff is asked to provide background information on the property, such as who used to
own the property, who received the value of the property that was sold, what was the City’s and
Loveland’s interest in the property, is the land restricted, and what grants were used to fund the original
project.
Discussion Item #15 concerns the hours of operation for retail marijuana establishments. In the
presentation, staff is asked to describe the concern, if any, regarding the lack of a cap on the number the
Manufactured Infused Products (MIPs) and associated grows (Slide #3). Staff is also asked to provide an
update on where Fort Collins as at in terms of caregiver grows (for example, will a licensing structure be
forthcoming?).
After introducing Discussion Item #16 regarding Landmark Preservation, City Manager Atteberry will
note that the proposed amendments are seen as needed process improvements that were discovered
when a recent project was being reviewed.
Six Month Planning Calendar
The contract with the Humane Society will be forthcoming on January 19 Consent Agenda.
Deputy City Manager Mihelich reported that staff is receiving a lot of feedback from the haulers
regarding the Community Recycling Ordinance that will discussed at the January 26 Work Session.
Mayor Troxell provided Mr. Mihelich with a National Institute of Health (NIH) peer-reviewed article on a
life cycle analysis of organics. From a greenhouse gas perspective, the article concludes that the best

way to dispose of organics is at a land fill. It was suggested that staff look at waste through a life cycle
analysis.
City Clerk Winkelmann reported an appeal was received last week for the Capstone Cottages Planned
Development Project. The deadline to hear the appeal is Monday, March 14. The LPT suggested the
date of February 16 to hold the appeal. Staff will ask the appellants and applicants if February 16 works
for them.
Staff is asked to update the calendar with the following information:
1. Include a purpose statement for the April 2 Council Retreat and May 10 PFA Annual Review;
2. Schedule the Vine/Lemay/BNSF Project listed under Unscheduled Items;
3. Status of the Clydesdale Estate Annexation Initiation;
4. Amend the purpose statement for Mobile Food Vendors to clarify there will be proposed
separation requirements that outline a specific distance in which vendors can operate in relation
to brick-and-mortar restaurants.
City Clerk Winkelmann reported more information will be forthcoming about the site visit for the
January 19 Appeal of the Structural Evaluation of the Coy-Hoffman Silos. From a liability perspective,
Woodward’s insurance prevents large groups from being on-site.
Other Discussion Items:
City Clerk Winkelmann stated that an election complaint has been filed by citizen Ward Luthi against:
a) LEAP regarding campaign contributions, and
b) The Coloradoan for election activities.
As has been done in the past with election complaints, City Manager Atteberry will have it investigated
by an outside investigator.
Mr. Mihelich is meeting with Natural Areas staff regarding the Prairie Dog Relocation Group’s request to
relocate a prairie dog colony (as a result of an upcoming development on the property). Staff is
reviewing options and will be reaching out to the group making the request.
City Manager Atteberry noted:
1. The Board of County Commissioners (BOCC) will be reaching out to Fort Collins and Loveland at
the request of Commissioner Johnson to develop a solid waste policy group.
2. The BOCC is considering quarterly meetings with municipalities in the county. It was
emphasized that a purposeful agenda helps make these meetings effective.
3. The City will be installing a vault toilet at the Harmony Park N Ride.
4. Internal City staff met to discuss watershed issues, such as water supply, water quality,
recreation, education, and habitat. It was suggested this model of organizational learning could
be applied to other areas, such as energy, innovation, and transportation.
5. Staff continues to meet with Windsor staff regarding the I-25/392 interchange. The City Council
joint meeting with the Windsor Town Board is Monday, February 1.

6. Staff is working on the next steps regarding the FRA’s rejection of the City’s train horn noise
waiver, such as a letter outlining the City’s concerns and actively participating in the FRA’s
group.
Mayor Pro Tem Horak:
1. Asked about the possibility of applying for a GOCO grant to fund the Poudre River bridge
underpass at I-25 (which already has been designed). GOCO may review a grant request
favorably for this project because it involves multiple jurisdictions: Fort Collins, Timnath, and
Larimer County.
2. Stated there are large potholes at Highway 14/I-25. City Manager Atteberry will ask staff to
contact CDOT.
