RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell, Mayor Pro Tem Gerry Horak (via phone), City Manager Darin Atteberry, Assistant City
Manager Kelly DiMartino, City Attorney Carrie Daggett, and City Clerk Wanda Winkelmann met on Monday,
December 7, and the following summarizes the discussions that began at 7:04 a.m.
December 8 Work Session
Regarding the first topic on the CSU construction update by Dr. Tony Frank, staff is asked to provide a map for
the “Read Before” packet that shows the density of the student population around campus.
During the staff presentation, staff is asked to clearly state the three proposed strategies for the broadband as
the AIS was somewhat unclear.
December 15 Regular Meeting
In the agenda materials, staff is asked to state if the Maverik First Annexation at 4333 East Mulberry closes the
enclave.
At this meeting, Council will consider a resolution that makes appointments to boards, commissions, and
authorities. This resolution will not fill all vacancies, and staff is asked to report when additional appointments
will be made.
Six Month Planning Calendar
The December 22 and December 29 Work Sessions have been canceled.
Members of Council will be attending the National League of Cities conference in March 5 ‐ 8. The LPT
expressed the importance of keeping the Work Session on March 8 with the topics of:
1. Climate Action Plan Implementation;
2. Old Town Planning Projects; and
3. West Elizabeth Enhanced Travel Corridor Plan.
Staff is asked to assist with scheduling meetings and travel plans (related to the NLC conference trip) to ensure
Councilmembers can fly back in time for the Work Session.

1. City Clerk staff met with the League of Women Voters last week. The League inquired into the status of
their proposal to move municipal elections from April to November. Ms. Winkelmann stated that staff
was not directed to provide additional work on this topic, and the League may wish to contact Council if
they are still interested in pursuing November municipal elections.
2. The first Council committee to discuss election code changes was held on November 30. Staff reviewed
the proposed changes that would be necessary if Council chose to implement HB15‐1130 (Uniformed
and Overseas Citizens Absentee Voting Act) and the staff recommended changes. The League was
provided the link to the materials regarding the Committee’s work and informed of the next two
Committee meeting dates (December 16 and December 23).
3. At the December 1 Regular Council meeting, staff was directed to inquire about the possibility of retail
marijuana businesses remaining open until 8:00 p.m. to match the County’s closing time of their two
retail establishments. Ms. Winkelmann stated staff had no objection to this change. Because the issue
is aligning closing times, staff is asked to inquire if the County would consider changing their closing time
to 7:00 p.m. (to match the City’s code). City Manager Atteberry will contact County Manager Hoffman
to discuss this further.
4. The Town of Castle Rock is switching from April elections to November elections. Should Fort Collins be
required to provide signature verification on return envelopes, options include purchasing election
equipment (which can run six figures) or coordinating our municipal election with the County.
Assistant City Manager DiMartino stated that a staff team has been working on the Council Retreat Priority –
Social Sustainability as a potential eighth Outcome Area. The team’s recommendation will be forwarded to City
Manager Atteberry for his review, and a memo to Council will be presented later this month.
City Attorney Daggett noted:
1. COGA rule‐making hearings continue today (which makes this the third day of hearings).
2. Oral arguments in the City’s COGA case will be presented on Wednesday, December 9.
City Manager Atteberry stated:
1. Bruce Hendee is facilitating a four‐hour charrette today for the Woodward silos.
2. He will be attending a National Fire Board meeting this week.
Mayor Pro Tem Horak commented on this memo from the December 3 Thursday packet about prairie dog
management. When the Wildlife Management Guidelines are reviewed in 2016, staff is asked to ensure that
community members have a chance to weigh in and that best practices (such as those used in Boulder)
regarding prairie dogs are explored.
Mayor Troxell discussed the following:
1. Police Training Facility. In light of Loveland’s recent decision to not go forward with funding their
portion of the facility, what are the next steps? City Manager Atteberry has asked Terri Runyan
(Performance Excellence Program Manager) to conduct a Plan‐Do‐Check‐Act (PDCA) analysis of this
project to review what happened and identify where process improvements can be made. This may
inform the next steps to meet ongoing police training needs.
2. He attended the Urban Lab Open House, Lighting Ceremony at Spring Creek Gardens, and opening of
Morning Star Assisted Living.
3. The Futures Committee agenda notes the topic of “SUAS.” Staff is asked to amend the agenda to reflect
the full title of Small Unmanned Aircraft System. It was suggested that staff from Economic Health
participate in this discussion.

4. Staff was commended for the memo in the Thursday packet on the use of reserves.
