HomeMy WebLinkAboutMinutes - Read Before Packet - 12/1/2015 - Memorandum From Wanda Winkelmann Re: Leadership Planning Team Meeting - November 30, 2015City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: November 30, 2015 TO: Mayor and Councilmembers FROM: Wanda Winkelmann, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, Assistant City Manager Kelly DiMartino, City Attorney Carrie Daggett, and City Clerk Wanda Winkelmann met on Monday, November 30, and the following summarizes the discussions that began at 7:03 a.m. December 1 Regular Meeting Regarding Discussion Agenda Items 16 – 18, the Mayor met with the Municipal Judge, City Attorney, and City Manager to discuss their compensation. The staff presentation will include the methodology and data used to arrive at the market comparisons for salary and other benefits. As noted last week, the General Improvement District (GID) Board meeting will follow the Council meeting. Six Month Planning Calendar The Coy Hoffman Silos at the Woodward site appeal has been changed from December 15, 2015 to January 19, 2016. Staff will continue to work out the details for this appeal, such as a date for the site visit, etc. A Work Session on Election Procedural Issues will be held January 12. Discussion ensued that, as a home rule municipality, the City has options regarding how municipal elections are conducted. A Council committee to address election issues meets today. The February 23 Work Session includes a discussion on the Vine and Lemay railroad crossing. The LPT inquired into the broader topic of railroad overpasses and underpasses throughout the city, and it was decided that this discussion will be added first to the Futures Committee agenda, then the Finance Committee agenda. During those discussions, staff is asked to address the public outreach and financial implications involved in this effort. The firm date of Saturday, April 2 from 8 a.m. – noon has been set for the Council Retreat to discuss the budget. Other Discussion Items: Deputy City Manager Mihelich reported: 1. A draft of the community recycling ordinance will be sent to the haulers and stakeholders at the end of this week. A follow-up meeting will be held to hear their feedback on the suggested provisions. 2. Chief Sustainability Officer Jacquie Kozak-Thiel returns this week. Leadership Planning Team Meeting November 30, 2015 Page 2 of 2 City Attorney Daggett noted: 1. Oral arguments in the COGA case will be presented on Wednesday, December 9. 2. Staff has been asked to review the code provision that requires Councilmembers to report a contact with staff by the next business day. It was suggested 48-72 hours would be a more realistic timeframe. City Manager Atteberry stated: 1. Staff is working on the public engagement plan for the I-25/392 interchange project. 2. He will be meeting with Councilmember Cunniff to discuss rate smoothing (as outlined in Ordinance No. 144, 2015 Wastewater Rates, Fees, and Charges). 3. Research is being conducted of best practices for construction defect legislation. It was suggested that staff could recommend an interim solution, with the long term fix coming from state action. Staff is asked to schedule a Work Session so that options and a timeline can be explored. Mayor Pro Tem Horak: 1. Read a Coloradoan article about a cell phone application (“app”) that allows users to view services and resources for homeless individuals, such as shelter addresses, etc. It was suggested that the Social Sustainability Department research this further to see if Fort Collins could have a similar app. 2. Read an article by the Coloradoan editorial board on U+2. Staff is asked to provide a written response about U+2 in an upcoming In the City column. 3. Suggested that staff review options for funding the climate action plan. Mayor Pro Tem Horak addressed the following items from the November 25 Packet: 1. He requested a response to the boards and commissions who sent in memos to Council this week (HRC on Camping on Public Property, NRAB regarding Water Efficiency Goal, and Transportation Board on Urban Street Standards Update). Copies of these memos will be included in the agenda materials when these topics come before Council. 2. He liked the format used by PRPA when listing their 2016 Position Requests, particularly the section that describes the business need for each position. 3. Staff was commended for the memo on Utility Disconnects and Dust Prevention and Control. 4. Pets Forever Program Information. It was suggested that the Social Sustainability Department review their request for funding and provide alternative grant opportunities. Mayor Troxell stated: 1. Starting December 14, LPT meetings will be held from 7:30 a.m. – 9:00 a.m. 2. An email was received from Ann Hutchison, Chamber of Commerce, regarding the procedure for development review applications. City Manager Atteberry explained that, due to the increased number of applications, staff recently implemented new procedure whereby only five applications would be reviewed per week. Staff is looking systematically at the development review process as many departments are involved; more to come on this issue. The meeting adjourned at 8:32a.m.
