HomeMy WebLinkAboutMinutes - Read Before Packet - 11/17/2015 - Memorandum From Aimee Jensen Re: Leadership Planning Team Meeting - November 16, 2015City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: November 16, 2015 TO: Mayor and Councilmembers FROM: Aimee Jensen, Deputy City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, City Attorney Carrie Daggett, Assistant City Manager Kelly DiMartino, Deputy City Clerk Jensen, and Council Agenda Coordinator Sara Gonzales met on Monday, November 16, and the following summarizes the discussions that began at 7:05 a.m. November 17 Regular Meeting Amendments to the Camping Ordinance, along with Lost, Abandoned and Unclaimed Property will be postponed to Q1 2016. Deputy City Manager Mihelich stated this will provide time for follow-up meetings with stake holders. Information from these meetings will then be made available to Council. Consent Item #10, First Reading of Ordinance No. 149, 2015 regarding the conveyance of an easement on Maxwell Natural Area may be pulled from the Consent Calendar. Councilmember Cunniff expressed concern regarding the length of the lease. At the General Improvement District No. 1 meeting, Second Reading of Ordinance No. 067, Fixing the Mill Levy, needs to be postponed until December 1 due to a legal publication error. Mayor Troxell requested that Council be provided with the salary requests from the City Manager, City Attorney and Municipal Judge. Council will make a motion at the end of the meeting to adjourn the Council meeting until after the GID No. 1, Skyview GID No. 15, and Urban Renewal Authority Board Meetings. Council will then consider a motion to adjourn into executive session to continue the yearly evaluations of the City Manager, City Attorney and Municipal Judge regarding compensation. City Attorney Daggett will provide Mayor Troxell with a script to call for an Executive Session. Six Month Planning Calendar Dust Prevention and Control Code Amendments and Dust Control Manual Adoption has been postponed from December 1, 2015 to January 5, 2016 as the key staff had a family emergency. Council Agenda Coordinator Gonzales stated there are two appeals that need to be scheduled and that the latest they can be heard is January 26. The first appeal, for the Coy Hoffman Silos at the Woodward site, has Leadership Planning Team Meeting November 16, 2015 Page 2 of 2 been tentatively scheduled for December 15, 2015. City Attorney Daggett will confirm staff availability. The second appeal, for the Uncommon Project Development Plan, will be scheduled for January 12, 2016. As a follow-up to a question asked at the November 9, 2015 LPT meeting, the proposed resolution regarding the appointment process for the URA Board outlines the process for selection of an eleventh member to the Urban Renewal Authority Board, using the same selection process used to appoint members to boards and commissions. It does not make an appointment. Staff will update the Six Month Planning Calendar to include upcoming Council work sessions regarding the Broadband Strategic Plan. Other Discussion Items: Deputy City Manager Mihelich briefly shared information regarding parking issues for homeless individuals attending court. City Manager Atteberry stated: 1. Councilmember Bob Overbeck requested that Council observe a moment of silence at Tuesday’s Council meeting to honor the victims in Paris’ terrorist attacks. This will be held after roll call. 2. Transfort Manager Kurt Ravenschlag reported that a former Dial-A-Ride patron (Judy Hamilton) has made a donation of $8000 to allow free rides for Dial-A-Ride patrons between November 23 and December 31. 3. The Trolley Barn discussion has been postponed as it will require an environmental assessment, taking at least 90 days and require improvements of approximately $3,000,000. Deputy City Manage Mihelich noted that a memo was recently provided to Council regarding this topic. 4. Sam Houghteling has received a request from the Coloradoan to join its Editorial Board as a private citizen, not related to his position at the City. 5. For informational purposes, Service Area Directors will receive a copy of the application packet for Board & Commission appointments related to their areas. Mayor Troxell noted the successful event for the initial opening of the Foothills Mall and commented on the following items from the November 12 Thursday packet: 1. Association of Metropolitan Water Agencies 2015 Gold Award. Utilities Executive Director Gertig received the Award on behalf of Fort Collins Utilities in Savannah, Georgia. Mayor Troxell commended staff for a job well-done. 2. Follow-up meeting with Fort Collins Trash/Recycling Haulers. The haulers have requested and received a copy of the Lisa Skumatz study. A follow-up meeting is scheduled for November 17, 2015. The meeting adjourned at 8:28 a.m.
