RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Jeff
Mihelich, City Attorney Carrie Daggett, and City Clerk Wanda Winkelmann met on Monday, November 9, and
the following summarizes the discussions that began at 7:03 a.m.
November 10 Adjourned Meeting
The purpose of this Adjourned Meeting is for Council to conduct the yearly evaluations of the Municipal Judge,
City Attorney and City Manager.
November 17 Regular Meeting
Concerning Utility Rates, Fees and Charges for 2016, Option A was adopted on first reading regarding the
wastewater rates. At the November 3 Regular Meeting, interest was expressed by Council to have Option B
available for second reading. Option B will be included in the agenda materials.
The first item on discussion will be second reading of Ordinance No. 139 adopting the 2016 Budget. No staff
presentation will be given for this item.
Council will consider the Downtown Hotel Parking Structure Partnership. In the AIS, staff is asked to explain
what Certificates of Participation (COPs) are and why staff is recommending their use to fund this project.
Under Other Business, Council will consider a motion designating two Councilmembers to participate in
meetings regarding issues concerning ditch companies.
Six Month Planning Calendar
The Calendar will be updated to reflect that the November 24 Work Session is cancelled. The LPT meeting will
still occur on November 23.
The appointment process for the URA Board will be discussed at the December 1 Regular Meeting. Staff is asked
for an explanation why this process is listed on the Consent Agenda.
A Work Session on the Broadband Strategic Plan is scheduled for December 8. In a short memo for the Thursday
packet, staff is asked to outline the next steps for Broadband.

In a memo for the Thursday packet, staff is asked to explain why the Garden’s on Spring Creek item was
removed from the Calendar (it had been listed in the Unscheduled Items list for several months). What is the
status of this project?
Other Discussion Items:
Assistant City Manager DiMartino reported:
1. She attended the Holiday Lights celebration on Friday and reported that it was a good event and a very
large crowd.
2. The dates for the Council Retreat include the March 22 Work Session on the Strategic Plan Review,
followed by a Saturday morning session on April 1.
3. Dan Weinheimer is participating in Leadership ICMA, where a team works on city-identified issues. Staff
will explore topics of interest to Fort Collins and select one for this team’s work. One option is youth
engagement. LPT suggested proactive strategies to address diversity/race issues as another option.
Deputy City Manager Mihelich noted:
1. A meeting was held on Friday with the waste haulers to discuss the recycling ordinance. The December
15 Regular Meeting discussion on the Community Recycling Ordinance may need to be delayed a month
in order to give the haulers time to review and comment on the ordinance. Deputy City Manager
Mihelich will send an email to Council with additional information.
2. Fort Collins will join the Compact of Mayors, which is a group working on climate issues.
3. The Stadium Advisory Group will go to the traffic center on Saturday to see how traffic is moved before,
during, and after the CSU football game.
City Manager Atteberry stated:
1. He attended the NLC Conference and heard presentations on digital cities and sharing economy. He and
Councilmembers who attended the conference toured a center for homeless individuals. For future
conferences, City Manager Atteberry will be working with staff to develop “Best in Class” tours for
Council to participate in (for the city where the conference is being held).
2. The consultant for the Boxelder Basin Stormwater Authority would like to meet with representatives
from Fort Collins, Wellington, and Larimer County. The Mayor and Mayor Pro Tem will attend this
meeting with staff.
3. A recent article in The Coloradoan that describes a transition in the operations of the Murphy Center.
4. An email was received regarding the next ASCSU meeting on December 4. City Manager Atteberry will
contact the meeting organizer to explore a different date as Council has another event that evening.
5. An article appeared in the CML Newsletter that highlighted several downtown award winners. Fort
Collins won the Best Event for the Colorado Brewer’s Festival and Best New Addition for the River
District Block One.
Mayor Pro Tem Horak commented on the following items from the November 5 Thursday packet:
1. Municipality Sustainability Report. Staff was commended for the information contained in the report
and suggested that future reports on the CAP follow a similar model.
2. Rolling Coal. It was suggested this issue should be called diesel exhaust (since rolling coal seems to
suggest the transport of coal).

3. Child/Family Homelessness. Mayor Pro Tem Horak would like to participate in the meetings with PSD
and Homeward 2020, etc. to address childhood homelessness. He suggested the attendance of
Councilmember Overbeck in these meetings as well.
4. Car Barn. Staff is asked to provide a copy of the memo to the stakeholders interested in the future of
the Car Bar.
Mayor Pro Tem Horak:
1. Received an email from Sam Mamet with CML reporting NLC is offering discounts to those entities who
register early for the next NLC Conference.
2. Stated the City should establish a relationship with AirBnB (to assist when discussions are held on short
term rentals).
Mayor Troxell:
1. Suggested it would be helpful to clarify the process for the handling of letters and phone calls that are
directed to the Mayor and City Council.
2. The International Town and Gown Association (ITGA) Annual Conference will be held in June in Chicago.
The ITGA is working on a model to help universities and cities operationalize their agreements.
3. The University Community Council (UCC) is also working with ICMA to foster communication between
managers and elected officials.
