RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Jeff
Mihelich, City Attorney Carrie Daggett, and City Clerk Wanda Winkelmann met on Monday, November 2, and
the following summarizes the discussions that began at 7:05 a.m.
November 3 Regular Meeting
Consent Agenda Item #12 concerning the Updated Energy Policy will be withdrawn. Mayor Pro Tem Horak
reported that PRPA discussed the Policy at their board meeting on Thursday and reported PRPA no longer has
the goal of a 20% carbon reduction goal by 2020. It was suggested the Policy should include actions that the City
will take, rather than focusing on outside entities. Staff is asked to present the suggested changes to the Energy
Policy to the Energy Board and include that feedback in the agenda materials when this item returns for Council
consideration.
Regarding Consent Agenda Item #13 Bylaws of the Northern Colorado Regional Airport Commission, staff is
asked to replace the term “chairperson” with “chair.” City Manager Atteberry will contact Loveland City
Manager Cahill to ask them to make the same change. It was suggested this change also be made for boards
and commissions.
Discussion Agenda Item #16 concerns the Design of the Police Regional Training Facility. Councilmember Cunniff
sent an email with questions about costs that will be answered in a Read Before memo.
Two options are presented for the ordinance for wastewater rates, fees, and charges in Discussion Agenda Item
#18 Utility Rates, Fees, and Charges for 2016.
A General Improvement District (GID) Meeting and Skyview GID Meeting will follow the Regular meeting to set
the mill levy for each of the districts.
Six Month Planning Calendar
The November 17 item related to Lost, Abandoned and Unclaimed Property will be postponed due to proposed
changes in the ordinance and the need to conduct public outreach regarding the changes.
Also on November 17 will be a discussion about the conveyance of an easement to CSU on the Maxwell Natural
Area in a 99-year lease. Deputy City Manager Mihelich stated that the Natural Resources Advisory Board does

not support a 99-year lease and recommends a much shorter lease term. After consideration, staff remains
supportive of the 99-year lease.
The Work Session item regarding the Airport Work Plan and Financial Plan has been removed from the
December 8 Work Session so that the Airport Commission can review the plans prior to Council’s consideration.
Deputy City Manager Mihelich reported staff will be meeting to discuss the best way to update the Council
Retreat Priorities that are listed at the end of the Six Month Calendar. Staff is considering a dashboard format
for the Priorities (similar to what is in place for the Community Dashboard).
Other Discussion Items:
City Attorney Daggett noted her conversation with Councilmember Overbeck about the need to indicate those
items on the Six Month Calendar that are quasi-judicial in nature. She will work with the City Clerk’s office to
discuss possibilities, such as putting those items in a different font color.
City Manager Atteberry:
1. Noted emails from Councilmember Stephens about the program Creative City Making. Staff is
researching this program to learn more about it, grant opportunities, etc.
2. Will be responding to Abel Chavez with CenturyLink regarding Mr. Chavez’ request that the City
advocate on CenturyLink’s behalf for a waiver of crossing and legal fees imposed by several ditch
companies. The City will not attempt to persuade the ditch companies to waive these fees.
3. Reported that City staff is working with Larimer County staff to address the unpaved road leading to
Soapstone. Citizens have expressed concern about the amount of dust generated by vehicle traffic to
the natural area.
4. Has asked Kurt Ravenschlag to address the concerns noted by citizen Chuck Bailey about the residential
parking program near Laurel Street (just north of campus).
5. Noted Councilmember Martinez’ inquiry about Work Session summaries that just state “a
Councilmember commented on …” without including the Councilmember’s last name. The ELT will
discuss this at their Wednesday meeting.
6. As reported last week, staff is asking Councilmembers to provide a date that works for them in March-
April for the next Council Retreat. The retreat topics will include Council Priorities, Strategic Planning,
and the next BFO process.
7. Deputy Police Chief Christensen has accepted the position of Police Chief for Steamboat Springs. With
this vacancy, Police Chief Hutto made several changes to Police Services: Lt. Dave Haywood has been
selected as the next Deputy Chief for Fort Collins Police Services. Deputy Chief Haywood will oversee the
Investigations Division. Deputy Chief Schiager will assume the role of Assistant Chief and move to the
Administrative Division. Deputy Chief Trombley will be moving to the Patrol Division.
Mayor Pro Tem Horak commented on the following items from the October 29 Thursday packet:
1. Rolling Coal. As noted in the memo, please provide information about how other states are addressing
this issue. Staff is asked to discuss this issue with our state legislators to determine their interest in
sponsoring a bill on rolling coal in the next session. Staff is asked to include this information in a
Thursday packet memo.
2. Kudos for the Annual Air Quality memo and Water Supply memo.

3. Child/Family Homelessness. Additional clarity is needed around what the City specifically will do in
partnership with PSD, Homeward 2020, etc. to address childhood homelessness, particularly in targeted
problem areas. Please address the next steps in a memo for the Thursday packet.
4. West Elizabeth Travel Corridor Plan Update. Staff was commended for the report. In a follow-up memo
for the Thursday packet, staff is asked to report the difference an underpass would make for
pedestrians, bicyclists, etc.
Mayor Pro Tem Horak reported on two newspaper articles:
1. Article “With Yellow Lights, Timing is Everything” published in the Wall Street Journal. Staff is asked to
review the article that discusses the science behind the use of yellow stoplights and provide feedback.
2. Article in the Daily Camera regarding the City of Longmont’s water bill discount for low-income residents
(“Longmont to Try Out Water Bill Discount for Low-income Customers”). Is this similar to what is being
proposed by Fort Collins Utilities? If not, how could a similar program be implemented in Fort Collins?
Mayor Troxell:
1. Attended yesterday’s release of bison into Soapstone Natural Area.
2. Commended staff for the Board and Commission recognition dinner last week.
3. Noted the efforts by the group Building a Better Colorado to address items related to state constitution
issues, such as initiatives, elections, TABOR, etc.
4. Attended the PRPA meeting last week and:
a. Stated that PRPA has cell towers above their power poles, making it difficult when service
interruptions occur and repairs must be made. Staff is asked to contact PRPA to explore this
issue further – are there better locations for cell towers to be located?
b. Learned about a proposed community solar project that would partner PRPA with surrounding
municipalities to integrate more renewables as a part of the distribution system.
