HomeMy WebLinkAboutMinutes - Read Before Packet - 10/27/2015 - Memorandum From Wanda Winkelmann Re: Leadership Planning Team Meeting - October 26, 2015City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: October 26, 2015 TO: Mayor and Councilmembers FROM: Wanda Winkelmann, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, City Attorney Carrie Daggett, and City Clerk Wanda Winkelmann met on Monday, October 26, and the following summarizes the discussions that began at 7:02 a.m. October 27 Work Session The first item for the Work Session is the CSU Stadium IGA Update. In the presentation, staff is asked to report if there has been any modeling to explore traffic or parking needs. Mayor Pro Tem Horak noted neighbors in the Sheeley edition would like to know how the wastewater line installation on Whitcomb will impact them; Deputy City Manager Mihelich stated that staff will reach out to this neighborhood to provide a response. Mayor Pro Tem Horak also informed the LPT that tickets to CSU games will have a printed parking location on the ticket so that each ticket holder is guaranteed a parking spot. Short Term Rental Activity is the second Work Session Item. It was noted that the AIS just refers to lodging tax collection; staff is asked to address the sales tax that should also be collected on these rentals. Regarding the Downtown Hotel Parking Structure Partnership, City Manager Atteberry stated that encroachment permits have been requested for the parking structure, which he is authorized to approve administratively. In a Read Before memo, staff will list the requested encroachments and will be prepared to answer Council questions during the Work Session. November 3 Regular Meeting As part of the Plan-Do-Check-Act model, staff will be providing a memo in the Thursday packet about the lessons learned during the grant application process for rapid transit buses. The funding of two such buses will be considered by Council on second reading at the November 3 meeting. City Attorney Daggett reported clarifying language will be provided for the second reading of the ordinance pertaining to public nudity. This item will be on the Consent Agenda. It was requested that the funding for the design of the Police Regional Training Facility be considered prior to the discussion of the 2016 amended budget. Council will consider a motion to adjourn to November 10 to discuss the evaluations of the City Manager, City Attorney, and Municipal Judge. Leadership Planning Team Meeting October 26, 2015 Page 2 of 3 Six Month Planning Calendar City Manager Atteberry has confirmed that no presentations by the developer or citizens will occur, nor will there be a showing of a video presentation at the joint City Council meeting on November 2 with the Windsor Town Board. In a Thursday packet memo, staff is asked to include the link to a video that has been shown to the Board. The items related to Lost, Abandoned and Unclaimed Property and Camping Ordinance will be presented as two separate Discussion Items on November 17. Staff is asked to provide an update on the Unscheduled Item Gardens on Spring Creek. As noted last week, staff is asked to provide additional information regarding the Council Retreat Priorities that are listed at the end of the Six Month Calendar. A “Next Steps” box has been added that will describe the status of the item. Additionally, it was suggested that the status of Council Retreat Priorities could be listed in the monthly City Manager’s Report or via some other regular reporting mechanism. The ELT will discuss possible approaches on Wednesday. Other Discussion Items: Assistant City Manager DiMartino stated: 1. Discussions with the Fraternal Order of Police are nearing completion. The Collective Bargaining Agreement will be considered by Council on December 1. 2. Three finalists are being interviewed for the CPIO Director position. 3. Councilmember Campana requested that Council be informed anytime a survey or poll is posted on the City’s website. It was suggested that this information be included in the LPT minutes along with a link to the survey or poll. Ms. DiMartino will provide a memo that explains the reasons the City conducts online questionnaires/polls and the next steps for this process, including the possibility of creating a formal procedure for questionnaire development. Deputy City Manager Mihelich noted Councilmember Martinez’ request for a modification to the bicycle ordinance that would allow seniors to ride e-bikes on City trails. Staff is asked to determine the amount/type of resources it would take to make this change. What is the timeframe that this could be accomplished? If staff worked on this effort, what other priorities would need to be changed? City Manager Atteberry: 1. Attended the Old Town Square grand opening. 2. Reported the first meeting of the Stadium Advisory Group (SAG) that was held last week went well. 3. Noted staff will be asking Councilmembers to provide a date that works for them in March-April for the next Council Retreat. The retreat topics will include Council Priorities, Strategic Planning, and the next BFO process. Mayor Pro Tem Horak commented on the following items from the October 22 Thursday packet: 1. 2014 Air Quality Annual Report: How many days was the ozone level above the standard in 2014? What difference does this metric make? Regarding the Lawn and Garden Equipment Rebate Program, staff noted a reduction of 4,500 pounds of ozone forming pollutants; what is our goal for reducing ozone pollutants and how do we get there? Leadership Planning Team Meeting October 26, 2015 Page 3 of 3 2. Renewable Portfolio Summary and Rate Impacts: Appreciated this information. 3. Water Quality Report: How is this information provided to the public? Deputy City Manager Mihelich stated a press release will be sent out that includes information about the monitoring of the Poudre River. Mayor Pro Tem Horak attended a Coats and Boots program at Putman Elementary. At that event, he learned that one in four Putnam students have no permanent home. In a Thursday packet memo, staff is asked to address how the City works with PSD and the non-profit providers to address child/family homelessness. Mayor Troxell reported: 1. He also attended the Old Town Square Grand Opening. 2. Councilmember Overbeck has a Soapbox in The Coloradoan about rolling coal. It was suggested this issue should be reviewed by the LRC. Staff is asked to resend the SAR about rolling coal. 3. OmniTRAX (the company that manages the Great Western Railway) has requested a letter of support from the City regarding their efforts to move train traffic away from Fort Collins. 4. Councilmember Overbeck requested more information regarding vandalism that occurred in downtown this weekend. It was confirmed that the “Zombie Fest” event on Saturday did receive a special events permit. Additional information will be provided in a SAR response. City Manager Atteberry stated that this type of damage (broken planters, flowers pulled from planter boxes, etc.) unfortunately occurs even when events aren’t held and the parks crews come in early to clean up and repair. Meeting concluded at 8:23 a.m.
