In a Read Before memo, staff is asked to address why this property is being annexed and why annexing the property is a good idea. Two options are being presented for Council’s consideration regarding public nudity code provisions. Included in the Thursday packet was a recommendation by the Human Relations Commission. Due to the number of emails received from citizens on this topic, it is expected that a large number of individuals may be present to address Council. Six Month Planning Calendar For the Work Session topic Vacation Rentals being discussed on October 27, staff is asked to include the email from citizen Lloyd Walker in the agenda materials. In the email, Mr. Walker presents suggested regulations for short term rentals. Since the Block 32/42 Master Plan Update is being delayed for additional staff work, the LPT added a discussion item to the October 27 Work Session regarding the Downtown Hotel Parking Structure Partnership. This will give Council the opportunity to discuss the project and provide more time for public review. The Downtown Parking Structure Partnership will be considered by Council at the November 17 Regular Council meeting. The Camping Ordinance will be discussed on November 17 in conjunction with the Lost, Abandoned and Unclaimed Property item. A Light and Power Operations Planning Studies discussion was added to the January 12 Work Session. The ELT will discuss this topic on Wednesday, October 21 to learn more about the proposed outcome and determine if the topic will remain on the Calendar or if it is more of an administrative/operations plan. Discussion ensued about the Council Retreat Priorities that are listed at the end of the Six Month Calendar. The ELT will discuss how the list can be improved to include the status of the initiative (or the removal of the item if the initiative has been achieved). Leadership Planning Team Meeting October 19, 2015 Page 2 of 3 Other Discussion Items: Deputy City Manager Mihelich reported: 1. The Clinton Climate Initiative will be held in Fort Collins November 2 – 3. Representatives hope to meet with members of the business community, City Council, Chamber of Commerce, etc. to discuss additional on-bill financing options. 2. A memo was included in the October 15 Thursday Packet about the oil and gas rulemaking process. Staff will determine if a resolution needs to be presented to capture Council’s direction regarding the City’s participation in the process, including securing party status. 3. As noted earlier, coming forward on November 17 is the Lost, Abandoned and Unclaimed Property and Camping Ordinance. The Camping Ordinance has been updated to remove references to sleeping, define what is considered camping, and outline the affirmative defense argument that can be used by campers if homeless shelters are full. City Attorney Daggett reported she had a discussion with the Windsor Town Attorney about the process for the joint meeting being held on November 2. She also noted the request from the NLC for the voting member‘s name at NLC’s conference in November in Nashville. This may need to be memorialized in the form of a resolution (if so, the resolution will be presented at the November 3 meeting). City Manager Atteberry: 1. Noted the topics for Thursday’s Larimer County Regional Elected Officials meeting will be: a. Community Separators (Fort Collins will lead the discussion); b. Road and Bridge Mill Levy Revenue Proposal; and c. Solid Waste Summit Briefing. 2. Received a request from Councilmember Overbeck to provide an update to certain boards and commissions regarding the recent diesel fuel spill. Staff will discuss the best way to address this request. It was suggested this could be addressed at the next board and commission Super Issue meeting. 3. Reported he drove by the Mall and walked through it this weekend. It is looking incredible. Deputy City Manager Mihelich noted the Foothills Activity Center (FAC) is facing several challenges with the roof, windows, and gym floor. The FAC will be open for the walk through and available for use several weeks after. Staff continues to work with CDOT on the underpass. 4. Stated that the first Stadium Advisory Group (SAG) meeting is tonight. 5. Will be meeting with Gary Wockner regarding the Instream Flow Collaboration memo included in the Thursday Packet. 6. Is participating in the City Manager’s Design Academy. The Program Coordinator meets with selected City Managers, who identify several community projects the Academy could resource and come up with a plan for that project. Suggested projects include Mulberry Corridor, Hughes Stadium, and a South College Land Bank. Mayor Pro Tem Horak commented on the following items from the October 15 Thursday packet: 1. Corridor Activity Center: Materials were included for the meeting with Windsor on the 392 Interchange; are there additional minutes from Council meetings where the 392 Interchange was discussed? Is so, please provide them in the October 22 Thursday packet. Leadership Planning Team Meeting October 19, 2015 Page 3 of 3 2. E-bikes: it is requested that staff provide a memo that addresses the process, timeline, and costs for implementing e-bikes by seniors on paved trails. What is the potential impact to other items on the work plan (what would not get done if this was brought forward)? 3. Kudos for the memo on the intersection at Remington and Mountain and the quarterly site visit to Martin Marietta. Staff is asked to ensure that members of CAAT receive this report. 4. U+2 Follow-up: The chart at the bottom of the memo was difficult to read. Mayor Pro Tem Horak requested that the City Manager obtain copies of The Purple Book: A Colorado Compendium of Useful Fiscal Facts 2015 for all Councilmembers. One noted measure included in this book is the income equality for workers in Colorado vs. the U.S. Mayor Troxell reported: 1. He attended a meeting with representatives from the City and County of Boulder regarding policy advocacy for our CAP. This topic will be scoped by staff and presented to the LRC for further evaluation. 2. The Northern Colorado Airport Commission is developing bylaws that will be presented to City Council on November 3. 3. U.S. Senator Michael Bennet convened a meeting on October 12 in Fort Collins to discuss community challenges related to railroad operations. Mayor Troxell will be sending a thank you letter to Senator Bennet. 4. Staff is asked to provide an update on the recruitment process for boards and commissions. Are enough applications being received to fill openings? 5. He is participating in the group Building a Better Colorado, whose one area of focus is on the financial health of the state. 6. He sent a letter to State-elected officials regarding the efforts in Utah around the USTAR program, which focuses on technology and innovation. 7. He received an invitation from the Mayor of Paris, France to attend the Conference of Parties (COP 21) summit in December. Meeting concluded at 8:34 a.m.
