RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Jeff
Mihelich, Assistant City Manager Kelly DiMartino, City Attorney Carrie Daggett, and City Clerk Wanda
Winkelmann met on Monday, October 12, and the following summarizes the discussions that began at 7:08 a.m.
October 13 Work Session
Regarding the second item on the Work Session Ditch and Reservoir Companies, staff is asked to include the
following information in the presentation:
1. The history of this item and a brief explanation of why it is coming before Council. What issue needs to
be addressed?
2. How many members are on each ditch company’s board?
3. What is the purpose of each ditch (what is the water used for)?
4. What is staff’s recommendation?
The third Work Session topic is the Water Efficiency Plan. In the presentation, staff is asked to address the
following:
1. How effective are each of the programs? Which ones work well? Which ones don’t work well? Is there
a process for evaluating this?
2. Who are the City’s major users of water?
3. How does this Plan relate to the State’s Water Plan?
Discussion ensued regarding the Community Recycling Ordinance and the Community Recycling Center (Work
Session topics four and five). It was noted that glass is not recycled unless it comes in a single-stream (vs. being
mixed in with other recyclables) to a recycling drop-off location. Food scraps have been identified as a “waste to
energy” source; staff is asked to address the energy content of waste plastics. Staff is also asked to summarize
the current state of the recycling industry and the fact that now haulers must pay to dump their recyclables.
Staff will request that a representative from Larimer County be available to answer questions related to the
landfill.
The last topic of the Work Session is Community Policing. Regarding the proposed substation in Campus West,
staff is asked to address the following in the presentation:
1. What difference would it make to have the substation? Are “bricks and mortar” needed to accomplish
the goals?
2. Where does the substation rank in Police Services priorities?

Six Month Planning Calendar
For the October 20 discussion on Public Nudity, two options will be presented for Council’s consideration. City
Attorney Daggett stated a third option is possible that would eliminate any reference to public nudity in our
Code and rely on the provisions listed in state statute.
A Work Session topic being discussed on October 27 is Vacation Rentals. In the presentation, staff is asked to
address how we ensure that these short-term rentals meet Code requirements by having smoke alarms,
adequate parking, etc.
The Council Finance Committee (CFC) will discuss the Downtown Hotel Parking Structure Partnership prior to the
November 17 Regular Meeting (where this item will be considered by Council). If possible, staff is asked to send
the CFC agenda materials earlier so that Council has time to review them.
The February 9 Work Session item Rental Licensing Program will be presented in the larger context of
Neighborhood Livability (as rental licensing is just one tool used to enhance neighborhood livability). In the
presentation, staff is asked to discuss:
1. What is the problem that we are trying to fix?
2. Can rental licensing be done in just certain parts of town?
3. What other enforcement tools could be used to address the issues? Would amendments to the Code be
helpful? If so, what would those amendments be?
In the agenda materials, staff is asked to include a map that shows multi-family nuisance violations vs. single-
family nuisance violations.
Other Discussion Items:
Deputy City Manager Mihelich noted emails have been received from Council about the Colorado Oil and Gas
Commission’s (COGCC) draft regulations and upcoming public hearings on November 15 – 16. Staff will have a
memo for the October 15 Thursday Packet that will address the next steps in the process, including a discussion
being held with the LRC and entire Council. Staff will be asking Council if they wish to secure party status for the
rule-making process and what type of public engagement is requested. It was suggested that the Mayor, Mayor
Pro Tem, or City Manager should testify at the public hearings.
Assistant City Manager DiMartino will be sending a memo to Council that outlines the dates and activities
involved in the evaluations of the City Manager, City Attorney, and Municipal Judge. The Mayor and Mayor Pro
Tem are to identify any changes (if needed) in the form being used in the evaluation for the Municipal Judge.
Completed evaluation materials and salary information will be available to Council on November 5. A copy of
the employment contracts for the executive officers will be included.
City Manager Atteberry:
1. Encouraged Councilmembers to attend the shooting range tour that will occur later this week.
2. Attended a board meeting in Milwaukee last week for the Alliance for Innovation. He also participated
in an invitation-only meeting to discuss emerging ideas. The Assistant City Manager of Ferguson,
Missouri led a discussion about the recent incidents in their community.

Mayor Pro Tem Horak commented on the following items from the October 8 Thursday packet:
1. In the City Manager’s Report, it was requested that a different color of ink be used to identify new
project updates.
2. The memo from the Energy Board regarding the implementation of the CAP. It was suggested that the
funding of the CAP be discussed at a Council Finance Committee meeting (prior to the Work Session in
March). Suggestions for financing the implementation of the CAP include increasing the PILOT by a
percentage point, exploring public-private partnerships, etc.
3. Kudos for the Foothills Mall Pedestrian Underpass Update.
4. Staff is asked to send the memo about the Martin Marietta follow-up to the citizens who have expressed
recent concern about the plant’s activities.
Mayor Troxell reported that there is a Futures Committee meeting this afternoon. He suggested a topic of
sharing economy (what it is, how can Fort Collins participate in this effort?) for the Future Committee’s
consideration.
Mayor Troxell noted that The Coloradoan is hosting a train forum today to discuss train horn noise, blocked
intersections, and the transport of hazardous materials. Senator Bennet will be in attendance, in addition to
mayors and city managers from the region.
