HomeMy WebLinkAboutMinutes - Read Before Packet - 10/6/2015 - Memorandum From Wanda Winkelmann Re: Leadership Planning Team Meeting - October 5, 2015City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: October 5, 2015 TO: Mayor and Councilmembers FROM: Wanda Winkelmann, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, Assistant City Manager Kelly DiMartino, City Attorney Carrie Daggett, and City Clerk Wanda Winkelmann met on Monday, October 5, and the following summarizes the discussions that began at 7:02 a.m. October 6 Regular Meeting/Work Session Consent Agenda Item #5 concerns four ordinances related to marijuana code amendments. In a memo for the Read-Before packet, staff is asked to address the reason certain marijuana businesses are permitted to operate within blocks from CSU (it was suggested that marijuana businesses have to be located outside a certain distance from a school – staff is asked to confirm this information in the memo). The first Discussion Item is the Affordable Housing Strategic Plan. In a Read-Before memo, staff is asked to highlight what changes were made in the Plan (since a red-line version of the Plan was not provided with the agenda materials). In the memo, staff is asked to respond to the comments provided by the Fort Collins Board of Realtors. Additionally, staff is asked to operationalize a process to always include red-line versions of plans to clearly notate changes that are made between Work Sessions and formal consideration. In the presentation for the Work Session Item Timing of Community Improvement Program Projects, staff is asked to: 1. Highlight the differences between Scenarios A, B, and C. 2. Address the results of the online poll. 3. Discuss the questions raised in citizen Devin Hirning’s email about the City partnering with Poudre School District to fund the SE Community Center. Six Month Planning Calendar The order of items for the following meetings will be: A. October 27 Work Session 1. 6-Month Update on CSU IGA 2. Vacation Rentals 3. Block 32/42 Master Plan Update 4. Long Term Financial Plan Leadership Planning Team Meeting October 5, 2015 Page 2 of 3 B. November 3 Regular Meeting 1. Police Services Training Facility 2. Annual Appropriations C. December 8 Work Session 1. Annual Update by Dr. Tony Frank, CSU President 2. Broadband Strategic Plan 3. Airport Work Plan and Financial Plan An Executive Session for the discussion of executive officer (City Manager, City Attorney, and Municipal Judge) salaries will occur on November 17. A February 9 Work Session is being held on the Rental Licensing Program. This will be presented as just one method in the broader context of quality neighborhoods/neighborhood livability. A discussion of Regulation of Special Events is also being held on February 9. Deputy City Manager Mihelich stated staff is researching equipment that monitors noise at concerts. It was requested that monitoring be in place in time for next summer’s concerts and the City could consider piloting a monitoring program before a permanent solution is put in place. It was suggested that contracting this service (monitoring noise during concerts) may be a viable option. In preparing for the February 23 Work Session, staff is asked to address: 1. Vine/Lemay/BNSF Project – how does this project tie into Riverside and Lemay? 2. Additionally, the City Manager will clarify and bring information back to LPT regarding from where the topic of Utilities Low Income Assistance Program originated. The Climate Action Plan (CAP) Implementation has been added to the March 8 Work Session. In a Thursday packet memo, staff is asked to address how renewables (electric and hydro) would impact our rates. Other Discussion Items: City Clerk Winkelmann reported staff is working on ten Code amendments in preparation for the January Work Session Election Procedural Issues. Additionally, as a result of HB15-1130 regarding overseas voters, an additional seven Code amendments and two Charter amendments will be necessary to comply with the bill. Due to the number of possible amendments, it was suggested that an ad hoc Council subcommittee could be formed to address these issues and provide a recommendation to Council at the January Work Session. Mayor Pro Tem Horak will discuss this subcommittee under “Other Business” at tomorrow night’s Council meeting. Deputy City Manager Mihelich noted: 1. The grand opening of the Foothills Mall will be November 12, with a walk-through of the Foothills Activity Center planned for November 19. 2. Emails have been received about the ownership and maintenance of a fence in the Clarendon Hills neighborhood. The issues have since been resolved. 3. Staff is working with the owners of New Belgium regarding on-street parking around the brewery. 4. Staff will plan a meeting with Fred Kirsch to discuss his proposed ordinance regarding energy scores for rentals. Leadership Planning Team Meeting October 5, 2015 Page 3 of 3 City Attorney Daggett attended a CML Conference last week and will update Council on the topics discussed. City Manager Atteberry stated: 1. Councilmember Martinez inquired into the process for reporting gifts and honoraria. It would be helpful if this form could be filed electronically. City Clerk Winkelmann reported that the form is a requirement of the Secretary of State’s office; however, staff will explore if other options are available, such as creating a PDF fillable form that can be signed and filed electronically. 2. The CML District 2 Meeting is being held this evening. 3. He did a ride-along with Code Enforcement Officer Robin McDonald last week in Districts One and Six to look at the alleyways and landscaping in those areas of town. 4. The FRA reviewed Fort Collins’ petition for a train horn noise waiver in August and a decision on the petition is forthcoming. 5. Issues around occupancy and noise in the Fairview neighborhood are being reviewed. 6. The City/CSU Liaison Committee Meeting was held recently and the summary notes from that discussion will be forthcoming. Work will continue around the transit issues identified at the Foothills campus and the future use of Hughes stadium. Mayor Pro Tem Horak commented on the following items from the October 1 Thursday packet: 1. Fort Collins Housing Authority (FCHA) representation on the Affordable Housing Board. A Code amendment would be required if Council wished to make this change. 2. Halligan Water Supply Outreach Plan. In a memo for the Thursday packet, staff is asked to explain the “Public Engagement Spectrum” that is footnoted on page one of the Plan. 3. Kudos for the update on the Dust Prevention and Control Project. 4. Outdoor Fire Pits. In a memo for the Thursday packet, staff is asked to explain the reason for the restrictions outlined in the brochure on Fire Pits. Were the restrictions put in place due to fire danger or air quality? Mayor Pro Tem Horak met with Julie Brewen with FCHA last week. Ms. Brewen reported on a land-bank project on Horsetooth Road. Mayor Troxell: 1. Discussed the benefits of participating in a Compact of Mayors webinar. 2. Reviewed an article in the Sunday NY Times about recycling. Meeting concluded at 8:34 a.m.
