RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, Assistant City Manager Kelly DiMartino, Deputy City Attorney
John Duval, and City Clerk Wanda Winkelmann met on Monday, September 28, and the following summarizes
the discussions that began at 7:03 a.m.
September 29 Special Meeting/Work Session
City Council will consider a motion to adjourn into Executive Session for FOP Collective Bargaining.
A Work Session to discuss the Environmental Services Department Strategic Plan follows the Special Meeting. It
was noted that many of the metrics are output or activity measures rather than outcome measures. In the
presentation, staff is asked to discuss the outcomes that are desired through the implementation of the Plan (for
example, how clean air is measured vs. the number of complaints received).
Six Month Planning Calendar
Discussion ensued about the scheduling of Work Session items and the need to have more of a balance in terms
of the number of items that appear on an agenda. For example, both last week’s and tomorrow night’s meeting
have two topics, while the Work Session on October 13 will start at 3:00 p.m. to accommodate six topics.
Assistant City Manager DiMartino stated that the ELT reviews the Six Month Calendar each week and attempts
are made to balance out the number of items on Work Sessions. Ongoing attention to this issue will be a priority
for LPT.
City Clerk Winkelmann reported staff is working on scheduling the joint meeting with the Windsor Town Council
to discuss the 392 interchange IGA. Mayor Pro Tem Horak reported that past meetings with Windsor have been
held at Council Tree and Poudre Valley REA.
On October 20, an ordinance will be presented that updates the public nudity code provision. Assistant City
Manager DiMartino stated the public outreach for this item will include a discussion with the Women’s
commission and an online questionnaire (that will be open for a week).
The Police Services Training Facility Appropriation has been moved from Unscheduled Items to the October 20
Regular Meeting.

Other Discussion Items:
Assistant City Manager DiMartino reported that, although there was limited attendance at the Open House to
discuss the prioritization of the ¼ cent capital improvement projects, there was good dialogue. The agenda
materials will include options for Council’s consideration.
Mayor Pro Tem Horak noted a letter was submitted in the September 24 Thursday packet about Senior Center
Accreditation. Assistant City Manager DiMartino stated that staff will respond to the letter.
Mayor Pro Tem Horak met with citizen Kevin Pass about concerns regarding the Martin Marietta asphalt plant.
In light of a recent incident involving the plant’s filtration system, and as an extension to the previous work
done, staff is asked to address the following (and determine where/if the agreement needs to be modified):
1. Does PFA have a plan to address emergencies at the plant?
2. Does the plant have an emergency plan and how would they provide emergency notification to the
community?
3. What is the level of risk to the community, as a consumer of this plant’s asphalt, that the City is willing to
tolerate?
Mayor Troxell:
1. Gave kudos for the memo on the timeline for the Mulberry Bridge construction project and the memo
on the background of the street oversizing program.
2. Noted a recent editorial in The Coloradoan on the community’s responsibility regarding homelessness.
3. Discussed the success in Grand Forks in obtaining the waiver for train horn noise. It was suggested that
staff reach out to Grand Forks to determine how they achieved this. Mayor Pro Tem Horak noted that
CDOT is holding a Transportation Summit and the Secretary of Transportation will be attending. He
suggested that staff work with our elected representatives to explore the possibility of a meeting with
the Secretary.
4. Stated an article was in the newspaper this morning regarding U+2. In a Thursday packet memo, staff is
asked to address the following:
a. The initial intent of U+2 was to address neighborhood livability – how is the effectiveness of this
ordinance measured over time?
b. Please include metrics of nuisance complaints (noise, parking, etc.) that were received prior to
implementation of U+2 and complaints received after.
c. As staff prepares for the rental licensing discussion on October 27, that discussion should focus
on the broader issue of neighborhood livability. Do we have the right tool(s) to address the
problem? Would a rental licensing program help address the problem?
5. Attended the City-CSU liaison committee meeting, where the topics of bus service to CSU’s Foothill
Campus and parking at Hughes Stadium were discussed.
