HomeMy WebLinkAboutMinutes - Read Before Packet - 9/15/2015 - Memorandum From Wanda Winkelmann Re: Leadership Planning Team Meeting - September 14, 2015City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: September 14, 2015 TO: Mayor and Councilmembers FROM: Wanda Winkelmann, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, Assistant City Manager Kelly DiMartino, City Attorney Carrie Daggett, Deputy City Attorney John Duval, and City Clerk Wanda Winkelmann met on Monday, September 14, and the following summarizes the discussions that began at 1:06 p.m. September 15 Regular Meeting/Work Session Mayor Troxell noted Councilmember Cunniff sent an email on Thursday reporting he will be pulling Consent Agenda Item #9 regarding the rebate to Woodward, Inc. Because additional dialogue is needed on the rebate, the Mayor requested that this item be postponed until the regular meeting on October 6 (and put on the Discussion Agenda) when all members of Council are present. Consent Agenda Item #12 concerns proposed “housekeeping” amendments to the marijuana code. Due to the nature of these changes, public engagement has been limited. Between first and second readings staff will contact marijuana business licensees to inform them of the proposed amendments. Six Month Planning Calendar A URA Work Session to provide an update on the URA Reform Bill (HB 15-1348) was originally scheduled for September 29; after a brief discussion, the LPT determined this Work Session is no longer needed and instead, staff will provide the update in memo format and include a timeline when activities related to the formation of a new URA Board will occur. Regarding the discussion on the September 29 Work Session regarding the Street Oversizing Fund, staff is asked to answer the following questions in a Thursday Packet memo: 1. Why is this item being brought forward to Work Session? 2. What problem are we trying to solve? 3. Is this an update or a change to the program and/or fees? The October 20 Regular Meeting includes a discussion on the Public Indecency Code provision. City Attorney Daggett noted she was directed by Council to bring forward options and a memo will be forthcoming. A discussion on updating the Council’s Rules of Procedures will occur on November 3 Regular Meeting. Procedures regarding the APU process and the Order of Items for Special Meetings will be included in the discussion. Leadership Planning Team Meeting September 14, 2015 Page 2 of 2 Other Discussion Items: Assistant City Manager DiMartino reported: 1. The listing of collaborative efforts between the City and-CSU can be found online. 2. Community representatives from Grand Forks will be arriving on Tuesday to learn about best practices from Fort Collins related to community planning, sustainability and university community relations. Deputy City Manager Mihelich: 1. Stated that conversations with CSU regarding the on-campus stadium continue. Of recent focus is the pedestrian grade separated crossing at Elizabeth. 2. Informed that the next Open Streets event is Sunday on Remington Street. City Attorney Daggett noted that AARP recently published an article about open street programs. City Manager Atteberry noted: 1. Staff will find a Work Session for Dr. Tony Frank to provide updates to Council. 2. Investigations continue regarding the recent shootings near the hospital. 3. Author Peter Kageyama visited with Council, ELT and City staff this morning. Mr. Kageyama will attend the Futures Committee meeting this afternoon and will hold several community programs over the next two days. Mayor Troxell: 1. Discussed an article in today’s Coloradoan about affordable housing. In a memo for the Thursday packet, staff is asked to address how this article relates to last week’s discussion about the City’s Land Bank Program. 2. Received an email from Fred Kirsch regarding an ordinance to build an energy score. Deputy City Manager Mihelich will have a member of the Climate Action Plan team contact Mr. Kirsch to discuss this further (and a response will be forthcoming in the form of a SAR). 3. Has been invited to participate in the University of Kentucky – Lafayette family seminar series related to town/gown efforts. 4. Inquired into the status of the concerns noted by residents of Clarendon Hills regarding a fence. City Manager Atteberry reported staff is setting up a meeting with the citizens and the HOA. 5. Noted the following topics for the upcoming City-CSU Committee meeting: housing, annexations, CSU Stadium IGA, College-Prospect intersection, and the disposition of Hughes Stadium. 6. Reported several emails have been received from citizens regarding train horn noise. 7. Recently attended: a. Parade of Homes Kickoff on September 10. Staff was complimented on the permitting process. b. Comic Con at the Northside Aztlan Center on Saturday and presented a proclamation. c. Tapping of the keg at Anheuser-Busch’s Oktoberfest. 8. Stated that today’s Collegian contained an article about the City’s U+2 ordinance. Meeting concluded at 2:44 p.m.
