HomeMy WebLinkAboutMemo - Mail Packet - 9/8/2015 - Memorandum From Jon Haukaas, Ken Sampley, Marsha Hilmes Robinson Fort Collins Floodplain Management Public Information Committee - Annual ReportFort Collins Floodplain Management Public Information Committee Annual Evaluation Report April 2015 McMurry Natural Area - 2014 Spring Runoff In Support of FEMA’s Community Rating System History of the City of Fort Collins Floodplain Management Public Information Committee The City of Fort Collins, Colorado is a community of approximately 150,000 people along the Colorado Front Range. Fort Collins is subject to both flash flooding and river flooding. The City has a comprehensive floodplain management program that includes public information and preparedness as a main focus. Fort Collins participates in the Federal Emergency Management Agency’s Community Rating System (CRS). The CRS is a voluntary incentive program that provides flood insurance discounts to communities that go above and beyond the minimum standards for floodplain management. One of the activities credited under the CRS is public outreach. In 2014, the City initiated a review of the existing outreach efforts related to flooding. As part of this review, the City of Fort Collins Floodplain Management Public Information Committee was formed. This committee is composed of internal and external stakeholders with the goal of developing a “Program for Public Information” that will guide the City of Fort Collins in the coming years. This Program for Public Information follows the guidance provided as part of CRS outreach activities. 2015 Annual Committee Meeting A requirement of the CRS is that the Committee meets at least annually to review progress, evaluate the messages and projects and make recommendations for future changes. The 2015 annual meeting of the Committee was held on March 9, 2015. Appendix A includes the meeting agenda and sign-in sheet. Figure 1. Committee work session during 2014. Review of Target Audiences, Messages, Desired Outcomes and Projects The committee reviewed the target areas and audiences, message topics, desired outcomes and specific projects that were implemented in 2014. Appendix B includes Tables 1, 2, 3 and a Power Point presentation that were used to facilitate this review. Each individual stakeholder provided a summary of their actions related to specific projects and their opinion on the effectiveness of the project. When analyzing the outcomes for specific topics (Table 1), some interesting observations were made. 1. Floodplain map page views that are an outcome of the topic “Know Your Flood Risk” are not driven by the activities such as Flood Awareness Week, but are very clearly tied to when there is high flow occurs on the Poudre River. Graphs of web page hits are shown in Figure 2. 2. Flood Insurance policies are at all-time high in March 2015, even though there are fewer properties in the floodplain. More than 2/3 of the flood policies are Preferred Risk Policies. 3. Stream dumping citations are highly variable from year-to-year and may be influenced by other weather issues – wind storms, spring snow storms, etc. It should be noted that, unfortunately, data from several sources (Flood Warning web page, LETA 911 sign-ups ) were lost and therefore, unable to be used in this analysis. Furthermore, some outcomes are difficult to quantify. Due to the ambitious nature of the original plan, some projects listed were not completed, primarily due to lack of staff time. The Fort Collins Committee included future target audiences and projects as part of the initial plan in 2014. These future projects were also reviewed and additional future projects were added to the list. The Flood Response Projects were not utilized in 2014 and no changes are proposed for 2015. Any committee member not at the meeting was provided a draft copy of this report and asked to provide any additional feedback. Figure 2. Proposed Changes for 2015 In reviewing the proposed projects and messages, the Committee did not feel the need to revise any of the messages. A few enhancements to the projects were proposed: • The flood brochure sent to owners and residents in the floodplain will be updated with the revised map for the Canal Importation Basin. Some photos will also be updated. • The flood videos for 2015 will include the NOAA Climate.gov videos that were prepared discussing floodplain management in Fort Collins. • Building on the success of the collaboration between the City and CSU, it was suggested that The Flood Awareness Week displays be expanded to include locations on the CSU campus. For 2015, three new display locations will be added: CSU Library, Student Center, and the Recreation Center. • Explore adding the Drive Safely messages on bus billboards. The cost for this upgrade will be explored. • Sean Dougherty agreed to help facilitate with the Board of Realtors for getting the mailer to Realtors via the Fort Collins Board of Realtor website, newsletter, etc. in 2015. • Explore getting tri-fold size flood brochures for the trail kiosks. The material in the larger flood brochure would need to be condensed. • Additional Community Booth options are being considered, but are highly dependent on staffing availability – New West Fest, Neighborhood Night Out, Open Streets • Red Cross will promote safety messages when doing school presentations. • The City’s Social Sustainability Department will investigate ways to relay safety messages to the homeless who may be living along the Poudre River. Overall Assessment and Stakeholder Commitments Committee members were highly supportive of the outreach efforts and all stakeholders were committed to continuing their contributions and support in 2015. The documentation of projects provided by stakeholders was submitted as part of the CRS 3-year cycle visit in October 2014 and documentation will be required for the annual CRS recertification in October 2015. The Committee will plan to meet again during the first quarter of 2016. Approval of Annual Evaluation Report The Community Rating System requires formal approval of this evaluation report by the Utilities Executive Director (Appendix C). In addition, a copy of this report will be provided to the City’s Water Board and to City Council after approval.
