RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell, Mayor Pro Tem Horak, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich,
Assistant City Manager Kelly DiMartino, City Attorney Carrie Daggett, Graduate Management Assistant Tyler Marr
and City Clerk Wanda Winkelmann met on Monday, August 24, and the following summarizes the discussions that
began at 7:34 a.m.
August 25 Work Session
The first item on the Work Session agenda is the timing of community improvement program projects.
Concerning the proposed work on the Poudre River, Mayor Pro Tem Horak asked if application has been made for
the necessary permits from the Corp of Engineers. Deputy City Manager Mihelich replied in the affirmative, and
noted that the project will be complete within 12-18 months after it is funded (for example, if Council elects to
fund the project in 2016, the work would be completed in 2017).
In the presentation for the Homelessness Action Items, staff is asked to state how many individuals/families have
been placed in permanent housing. If the goal is to achieve zero percent homelessness, how can this be
accomplished and what resources would be required?
September 1 Regular Meeting
City Clerk Winkelmann reported that staff will be requesting a postponement of the Kechter Farm Annexation and
Zoning to allow time for Larimer County to complete its review process of the project. This will need to be a
discussion item.
Council will consider an ordinance to add two new uses to the zone districts to permit seasonal overflow shelters
and homeless shelters. In the AIS, staff is asked to clearly outline the notification process to the neighborhood
that will be involved and the requirements/qualifications of the provider proposing to offer this type of shelter.
City Attorney Daggett stated that a Code amendment will be proposed that expressly permits board and
commission members to participate in the “Super Issue” meetings that are being held. Currently the Code
outlines the specific duties of each board and commission; the proposed amendment would expand member
duties to allow participation in the “Super Issue” meetings.
The first discussion item is the Northern Integrated Supply Project (NISP). Emails have been sent to Council on the
draft environmental impact statement (DEIS), and it is expected that many citizens will attend the meeting on
September 1 to provide comments.

City Attorney Daggett reported that two options for Addition of Permitted Use (APU) will be presented for
Council’s consideration. The first option states that the APU would come before Council after P&Z has acted on
the Project Development Plan (PDP) and APU; the second option would make Council the decision maker on the
PDP. During the APU discussion, the applicant presents his or her project, citizens can comment on the project,
then the applicant has the right to rebut those citizen comments. Staff is asked to consider amending this
procedure so that citizens have rebuttal rights (after applicant rebuttal).
Six Month Planning Calendar
A Work Session on Safe Routes to Everywhere Prioritization will be held September 8. As noted at last week’s LPT
meeting, staff is asked to explore how the City can interact work with the school districts (PSD and Thompson) to
consider infrastructure needs (such as sidewalks and bike lanes) around schools when they are being built or
improved. Staff is asked to add this as an agenda item for the next joint meeting with PSD, Larimer County, etc.
Mayor Troxell, Mayor Pro Tem Horak, City Attorney Daggett, and City Manager Atteberry met with their
counterparts from Windsor last week to discuss a possible amendment to the Fort Collins-Windsor 392 IGA to
consider permitting auto dealerships. City Manager Atteberry stated that Fort Collins dealerships have grown out
of their current locations because they have no room to expand and there are no viable alternative locations. The
proposed amendment will be discussed at the September 22 Work Session. Mayor Pro Tem Horak stated the
importance of keeping the standards in place for this corridor that were established in the original agreement.
A Work Session about water topics will be held on October 13 from 3:00 – 5:00 p.m. to discuss:
1. Water Development Fees;
2. Ditch and Reservoir Company Boards; and
3. Water Efficiency Plan.
After a dinner break from 5:00 – 6:00 p.m., the Work Session will resume with discussions concerning:
1. Community Recycling Ordinance;
2. Community Recycling Center: Alternative Proposals; and
3. Community Policing. During this discussion, Chief Hutto will describe the philosophy of community
policing, the current efforts involved, and inquire into Council’s expectations.
Staff is working to reschedule the Legislative Affairs Committee meeting currently scheduled for 4 p.m. that day.
Other Discussion Items:
City Clerk Winkelmann reported she and Assistant City Manager DiMartino had a conference call with the What
Works Cities coordinator. It is unclear whether this program would add value in the area of public engagement as
desired, or be duplicative with other existing City initiatives. Staff will work with the City Manager to determine
whether or not to proceed.
Assistant City Manager DiMartino stated:
1. The Pro Cycling Challenge race was this weekend. Overall feedback was positive. A SAR has been
requested to address citizen concerns regarding the race (specifically about traffic patterns) and the lack
of coordination with the Peach Festival that was also held Saturday.
2. Response has been high for the upcoming “For the Love of Cities” community workshops.
3. City Council will be invited to attend the Grand Forks Tour reception on September 16.

Deputy City Manager Mihelich reported:
1. COGA is working on rule-making regarding oil and gas activities. An update will be provided to the LRC in
September.
2. A dedication ceremony for the lights at the skate park will held this evening.
3. To address a concern raised last week regarding non-swimmers at City Park pool having to pay the full
admission price of $7 (and senior citizens only receiving a dollar discount), a new procedure has been put
into place whereby non-swimmers will pay $2 and receive a wrist band.
City Manager Atteberry noted:
1. The Community Welcome for incoming CSU students and their families will be held on Wednesday.
2. He was pleased with a recent article in The Coloradoan about Fort Collins’ strong business climate,
friendliness, and east of starting a business.
3. Chief Sustainability Officer Jackie Kozak-Thiel shared a blog from the White House giving Fort Collins
accolades for its work with resiliency and climate preparedness. It will be forwarded to Council.
4. He has had initial conversations with representatives from King Soopers and they would like to meet with
Mayor Troxell, Mayor Pro Tem Horak, and Councilmember Stephens to discuss legislative and economic
issues.
5. He has been invited to participate on a panel hosted by CSU to discuss the impact of CSU’s master plan on
the community.
6. He was contacted by ICMA to participate in a panel discussion on the Council-Manager form of
government (in response to Cheyenne’s consideration of a Charter amendment that would change their
form of government).
Mayor Pro Tem Horak provided the following comments on information included in the Thursday August 20
Packet:
1. He appreciated the additional information provided in the memo about the Halligan Water Supply memo.
In the form of a SAR, staff is asked to provide additional information about the $4.5M reimbursement that
is not available to the project.
2. Regarding the Vacation Rentals Update – is a formal tracking method going to be established to identify
those properties that are being rented out on a short term basis? It was suggested that the lack of
monitoring of these and long-term rentals (that could be provided by a licensing system, for example) is
having a negative impact on neighborhood livability.
3. A memo was provided by Larimer County regarding a Solid Waste/Resource Recovery Focus Group. What
is the context for this group and how is it related to other City efforts?
4. A summary of the Land Bank Property Disposition Study was included; however, staff is asked to provide
additional information because the relationship between the table on page two (that lists the properties,
their purchase price, restricted fair market value, and full fair market value) and the sentence above the
table isn’t clear.
Mayor Troxell:
1. Suggested that a broader discussion be held about the standards in place for U+2 and how it impacts
housing affordability.
2. Described a bike share model being used in Europe that includes electric bikes. Will the City’s bike share
program include e-bikes? How will we ensure appropriate balancing of pick-up and drop-off locations?
3. Reported that the Pro Cycling Challenge was a great event.
4. He had a good conversation with utilities staff about DC power.

5. Inquired into the status of water rights on the Michigan Ditch. City Manager Atteberry stated that staff
will provide a short memo with additional information.
