Planning Projects in Downtown (2 hours) Provide an update on the progress of three long-range planning projects
that are taking place simultaneously in the city’s historic core. Updates
will be provided for the 1989 Downtown Plan, Old Town
Neighborhoods, and the Old Town Neighborhood Design Guidelines.
Railroad Study (1 hour) Discuss and receive Council feedback on the draft report from the 2015
Railroad Crossing Study for the Riverside Corridor (UP & GWR) which
identifies potential solutions to vehicular traffic congestion due to train
switching activities, and includes information about the railroad
improvements in Greeley and Windsor that may affect switching
activities in Fort Collins.

Downtown Development Authority 2010 Bond Interest
Adjustment
Seek Council approval of amending the interest rate on DDA 2010
bonds with a term of 10 years that have an automatic interest rate reset
in year 5. Staff is working to improve the interest rate.
Call of Special Election for November 3, 2015 (Second
Reading -consent)
Calling a Special Municipal Election to be held in conjunction with the
November 3, 2015 Larimer County Coordinated Election. This
Ordinance does not place a specific measure on the ballot but preserves
the opportunity for Council to place initiated or referred issues on the
November ballot.
Broadband - Referring Ballot Language for Opting out of SB
152.
Refer ballot language to reestablish the City’s right to provide services
restricted by SB-152, described as telecommunication services which
includes broadband service. Reestablishing this right does not require or
guarantee that the City will be a telecommunications provider but instead
allows the City to consider direct or indirect means of increasing
broadband service to the community.

Proposed Amendments to the Smoking Ordinance (consent) Proposed revisions to the current smoking ordinance, including
exemptions for retail tobacco establishments within the Downtown
Smoke Free Zone and for City facility users who smoke on City
premises in a fully enclosed, privately-owned vehicles, as well as
clarification on the City-owned or maintained sidewalks that are
intended to be covered by the provisions in the ordinance.
Facility Naming Policy Review the City’s naming policy for properties and facilities for the
purpose of considering amendments to the Municipal Code.
Amending Section 23-130 of City Code relating to the
Disposition of Lost, Abandoned or Other Unclaimed Property
(discussion)
Allow for more cost efficient means of disposing of abandoned property
on City property that is soiled, deteriorated, and of little or no marketable
value by eliminating the costs and workload associated with the
transportation, storing, inventorying, and advertising the abandoned
property.

Homelessness-Action Plan for 2015 ( 1hour) Provide City Council with a summary of outcomes from the Community
Summit on Homelessness, and offer some recommended options for
Council consideration. Also to receive direction from Council regarding
action items in which the City can be involved or lead.
Street Oversizing Fund Present a draft study that assesses and updates the City’s Street
Oversizing Capital Expansion Fee Program and receive input from
Council on policy issues necessary to update the Transportation Capital
Expansion Fee.

Seasonal Overflow Shelter Amend the Land Use Code to allow a permitted use of Seasonal
Overflow Shelter for persons experiencing homelessness annually during
the months of November through April.
Northern Integrated Supply Project (NISP): Impacts to Fort
Collins (90 minutes)
Review staff comments on the Supplemental Draft Environmental
Impact Statement for the Northern Integrated Supply Project. Staff will
provide an overview of the potential impacts; whether or not the impacts
are adequately described; and, advise Council as the magnitude and
implications of the impacts. Council will be asked to adopt comments
by resolution that will be submitted to the Army Corps of Engineers.

Amend the Land Use Code to require City Council review of Addition
of Permitted Use (APU) applications in eight residential zone districts.

Water Development Fees Review the Utilities Raw Water Requirements and Plant Investment Fees
for new development and requirements in surrounding water districts and
consider potential changes to Utilities’ requirements.
Climate Action Plan (CAP) Implementation Update Present progress since March 2015 in identifying next steps/strategic
initiatives for CAP Framework planning and implementation and recive
Council feedback on the direction of the initiatives.
Land Bank Program Update and Recommendations Staff will provide an overview of the Land Bank Program including
results from a consultant market analysis of the properties and policy
recommendations on program utilization for Council consideration.
Safe Routes to Everywhere Prioritization Staff will present methods of collaboration and prioritization that
maximize the effective use of BOB 2 capital funds identified for
Safe Routes to Everywhere. This includes accessibility
improvements to bus stops and sidewalks as well as improvements
to bicycle infrastructure.

guidance on the Revision Offers being recommended by City Manager
Energy Policy Update (60-90 min) Present the draft revised Energy Policy, as recommended by the Energy
Board and in alignment with the Climate Action and other City Plans. It
is anticipated that the Energy Policy would then be brought back to
Council for adoption by resolution.

Discuss alternatives to construction of an entire Community Recycling

GMA served by the Water Districts. In addition, the Council is interested in
exploring long-term options for water supply planning within the GMA.
Policy for Use of Excess Use Tax at Year

Waste to Energy – landfill, increase
recycling.
Explore Waste-to-Energy concepts via a regional roundtable discussion
about options for food scraps, small scale biomass, and expansion of
anaerobic digester at Drake Waste Reclamation Facility.

Police substation in Campus West. The purpose of this initiative is to increase police presence in the campus
west area through the deployment of a police substation. The substation will
eventually increase services to the citizen offered by the police as well as
form a decentralized location for police response to the public safety needs
of the citizens in this area.
Community Policing Approach – increase
bike patrol as duty.

The purpose of this initiative is to increase community engagement through
the increased use of bicycle patrols in the patrol division.
Discuss the option of Social Sustainability
as a Key Outcome Area.
To discuss whether or not the creation of Social Sustainability as an eighth
outcome area will provide greater focus and emphasis on the issues of social
sustainability.

Innovation community. The innovation ecosystem is undergoing change in Fort Collins with the
introduction of Galvanize & ongoing success of CSU and the Innosphere.
The EHO team will complete an assessment of the current innovation
ecosystem in Fort Collins. The assessment will identify strengths & gaps and
in turn may provide the basis for new programs, partnerships, or investment.

Housing Affordability – middle income
issues and affordable housing for low
income/homeless.
Consideration of 2015-2019 Affordable Housing Strategic Plan is scheduled
for October 6. The purpose is to implement the Strategic Plan to achieve
identified outcomes of increasing affordable housing units, preserving
existing affordable housing, and providing additional options across the
housing continuum.
Air quality enforcement. Fugitive Dust Ordinance is scheduled October 6, 2015.
