RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell, Mayor Pro Tem Horak, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich,
Assistant City Manager Kelly DiMartino, City Attorney Carrie Daggett, and Chief Deputy City Clerk Rita Knoll met
on Monday, August 3, and the following summarizes the discussions that began at 7:40a.m.
August 11 Special Meeting/Work Session
The purpose of the special meeting is to meet in executive session to discuss collective bargaining.
The work session will consist of two items:
1. Railroad Crossing Study – this item will address the study, as well as Union Pacific’s project to move the
switching yard away from Fort Collins.
2. Old Town Planning Projects – this will provide an updates on the Downtown Plan, Old Town
Neighborhoods Plan, and Old Town Neighborhood Design Guidelines and Pattern Book.
Six Month Planning Calendar
Two ordinances have been added to the August 18 agenda:
1. Amending the City Code relating to the disposition of lost, abandoned or other unclaimed property; and
2. Amending the City Code to regulate sitting, lying and sleeping on sidewalks in the Old Town area.
The first ordinance would provide notice on site to remove abandoned property within 24 hours, making it more
likely that the property would be retrieved and improving the efficiency of the clean‐up process. The second
ordinance is intended to address aggressive behaviors in Old Town. It was suggested that the DDA/DBA host a
meeting before August 18 to provide additional information about this ordinance.
Currently the 6‐month Update on the CSU IGA is scheduled for November 24. Because that is Thanksgiving week,
LPT requested staff explore alternate dates. Staff is proposing to move the item to November 10 and reschedule
annual evaluations for Council‐appointed employees to November 24. Sarah Kane will be contacting Council to
determine availability.
Other Discussion Items:
Assistant City Manager DiMartino updated the group on efforts to publicize on the City’s web site City/CSU
partnerships. Approximately 150 examples have been identified. Staff is working to categorize the information
before posting on the website later this month. The challenge will be keeping the information fresh and current.
City Manager Atteberry suggested the City/CSU Liaison Committee could review the information periodically.

Ms. DiMartino noted that the City will be providing video for an upcoming PBS program on the Smithsonian
exhibit.
Deputy City Manager Mihelich updated the LPT on the latest meeting with representatives from Gallegos
Sanitation. He indicated that Gallegos will probably be raising its bin fees to make up for recycling losses. He
stated the issue of base fees will be incorporated into outreach efforts.
Mihelich addressed issues surrounding the Lincoln neighborhoods Neighborhood Advisory Committee. He
indicated it has been difficult to gather information on the German/Russian heritage and mentioned that the City
reached out to Cheryl Glanz, who is not a member of the Committee, for help. Members of the Committee have
expressed concerns about that to members of Council. Mayor Troxell suggested other individuals who may be
able to help with the German/Russian information.
City Manager Atteberry advised the group that Linda Hoffman has asked if participants in the regional joint
meetings would object to a one‐time only meeting with all of the municipalities in the County included. The
meeting is agreeable if it is held as a special meeting and not labeled as an extension of the current regional
meeting. Possible topics (transportation, community separators, water, energy, waste) were discussed.
Mayor Pro Tem Horak addressed the following items:
1. He asked staff to issue a news release prior to each listening session so that the Coloradoan gives it
appropriate attention.
2. He mentioned the fall “move‐out, move‐in” surrounding CSU, and the items (like couches) that get
dumped, and asked if there would be a way to facilitate appropriate disposal of unwanted items.
3. He requested a status report on the U+2 pilot program near Avery Park.
4. Staff was commended for the memo regarding choices for the Community Recycling Center, and he
indicated the format was good.
5. He mentioned a GASB accounting rule that doesn’t allow bonding for efficiency/conservation measures.
6. The volume of questions posted on the Coalition for Infrastructure (CFI) web site was noted and he asked
how/if the City responds to those questions, and encouraged staff to make sure people see those
responses.
Mayor Troxell mentioned the following:
1. He spoke of efforts surrounding the issue or urban water and a $12M project that involves municipalities
nationwide, as well as CML plans to address urban water.
2. He attended the 50th anniversary of Poudre High School and noted that the principal is interested in
innovation and the City’s efforts. Staff will put together a meeting to find out more about what she is
interested in.
3. He reported that he attended the Larimer County Fair Queen’s luncheon and will be judging livestock later
this week.
4. The PRPA Board voted last week to discontinue participation in Unit #1 at the Craig Plant.
5. He mentioned an article he forwarded to City Manager Atteberry regarding information technology and
land use. The article will be included in Thursday’s mail packet. City Manager Atteberry noted that the
City is working on an Open Cities initiative; this was identified as a Council priority during the retreat.
Deputy City Manager Mihelich is writing a column to provide high level overview of the initiative. The
column will appear in Monday’s paper and will be provided to Council prior to publication.
