HomeMy WebLinkAboutMinutes - Read Before Packet - 7/21/2015 - Memorandum From Rita Knoll Re: Leadership Planning Team Meeting - July 20, 2015City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: July 20, 2015 TO: Mayor and Councilmembers FROM: Rita Knoll, Chief Deputy City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Horak, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, Assistant City Manager Kelly DiMartino, City Attorney Carrie Daggett, and Chief Deputy City Clerk Rita Knoll met on Monday, July 20, and the following summarizes the discussions that began at 7:37 a.m. July 21 Regular Meeting With regard to Consent Agenda Item #1, staff was asked to provide additional information to City Manager Atteberry regarding the map attached as Exhibit A to the agreement (i.e. who created the map, and where the University Center for the Arts fits into storm water modeling). A memo related to Agenda Item #6 (Bus Stop Design Standards and Guidelines) will be included in the Read Before Packet. City Manager Atteberry was asked to mention it under City Manager Agenda Review. The level of Fort Fund disbursement (#16) to Foothills Gateway (50% of request) was questioned. Discussion Item #20 – City Attorney Daggett will provide all of Council (not just the Mayor) with the document outlining the process for the appeal. She will also provide additional information based on questions asked at this meeting. City Manager Atteberry was asked to be prepared to possible Code violations at the subject property. Councilmember Cunniff raised a question regarding the naming of natural areas based on natural features. Staff will reexamine the ordinance. Since this is first reading of the ordinance, changes can be made during the meeting if desired. July 28 Adjourned Meeting/Work Session An Adjourned Meeting is scheduled at 6 p.m. for the purpose on considering a Resolution setting out findings of fact and conclusions relating to the appeal on July 21. Following the Adjourned Meeting, the work session will focus on: 1. the Broadband Strategic Plan; and 2. the Northern Integrated Supply Project (NISP). Six Month Planning Calendar It was noted that changes to the smoking ordinance relating to retail tobacco establishments and smoking in vehicles on City property will be scheduled on consent for August 18, as outlined in the memorandum that Council received in last Thursday’s packet. Leadership Planning Team Meeting July 20, 2015 Page 2 of 3 A Resolution appointing Ray Martinez to the CML Policy Committee will also be scheduled for August 18. Other Discussion Items: Chief Deputy City Clerk Knoll mentioned that if the City participates in the November Coordinated Election, the Clerk’s Office does not intend to do any specific marketing for that election. She also noted that Larimer County has made some changes to precinct boundaries that created the need for the City to adopt an amended District‐ Precinct map to reflect those changes, which would be advisable before the November election. Additionally, there is a need to discuss changes to the District boundaries due to population shifts. That discussion will be held along with other election‐related items in December. Deputy City Manager Mihelich updated the LPT on a meeting with representatives from Gallegos regarding fees for recycling services, as well as brief conversations with the other haulers. A memo outlining a possible temporary ordinance change will be forthcoming, and City Manager Atteberry will be checking with individual Council members to gauge support for the proposed solution. City Manager Atteberry: 1. spoke of efforts by mid‐town business owners to form a Business Improvement District and place an assessment question on the November ballot. He indicated the business owners would be asking for help with set up costs, making medians a priority, etc. City Manager Atteberry will be discussing this issue individually with Councilmembers; 2. noted the agenda for the Regional Meeting on Thursday; and 3. mentioned staff work to develop options for the timing of projects funded by the Capital Improvement Program quarter cent, including an option to fund replacement of the Lincoln Avenue bridge at the beginning of the project cycle. Mayor Pro Tem Horak: 1. indicated citizens may appear at tomorrow night’s meeting to comment on the officer‐involved shooting over the weekend, and asked staff to be prepared to respond as requested; 2. mentioned meetings he (and Mayor Troxell as well) have scheduled to discuss Boxelder; 3. commended Carolyn Mitchell for her memo on the community’s diversion rate; and 4. suggested that the list of broadband stakeholders be expanded to include average citizens. (City Manager Atteberry would be interested if Councilmembers would like to suggest additional names.) Mayor Troxell addressed the following: 1. He requested additional information about improvements to the Prospect/College intersection, and funding for those improvements. Deputy City Manager Mihelich noted that staff has submitted a mid‐ cycle budget request which may be coming forward to Council for the City’s share of the improvements. 2. He stated he will be participating in a Front Range Synergy Kick‐off event next week at CH2M Hill in Englewood launching a new material reuse program for businesses, organizations, and communities in the Front Range. Jackie Kozak‐Thiel will be attending with Mayor Troxell. 3. He will be working with Sam Mamet as CML gets more involved with water innovation. 4. Councilmember Overbeck and he participated last week in a Preserve America Youth Summit in a town hall format in Council Chambers focused on landmark preservation. He asked City Manager Atteberry to reach out to Councilmember Overbeck to determine if he intends to play a short video about the event under Councilmember Reports. Deputy City Manager Mihelich indicated the presentation will focus on the science. Meeting concluded at 9:18 a.m.
