Old Town Neighborhoods Plan (45 -60 min) Provide Council an update on the Old Town Neighborhoods Plan and receive input from Council on the updated vision, work done to-date and the direction of the plan. Old Town Neighborhoods Design Guidelines Project (45-60 min) Provide Council an update on the Old Town Neighborhoods Design Guidelines and receive input from Council on the work done to-date and the direction of the project. Railroad Study (1 hour) Discuss and receive Council feedback on the draft report from the 2015 Railroad Crossing Study for the Riverside Corridor (UP & GWR) which identifies potential solutions to vehicular traffic congestion due to train switching activities, and includes information about the railroad improvements in Greeley and Windsor that may affect switching activities in Fort Collins. August 18 Regular Meeting Affordable Housing Strategic Plan Consideration of a resolution adopting the plan as well as a resolution prioritizing certain uses for Private Activity Bonds. Natural Areas Potential Transactions Seek Council approval of one or more land acquisitions by the Natural Areas Department on its own, or in partnership with other City departments or local governments. Downtown Development Authority 2010 Bond Interest Adjustment Seek Council approval of amending the interest rate on DDA 2010 bonds with a term of 10 years that have an automatic interest rate reset in year 5. Staff is working to improve the interest rate. Call of Special Election for November 3, 2015 (Second Reading -consent) Broadband - Referring Ballot Language for Opting out of SB 152. Refer ballot language to reestablish the City’s right to provide services restricted by SB-152, described as telecommunication services which includes broadband service. Reestablishing this right does not require or guarantee that the City will be a telecommunications provider but instead allows the City to consider direct or indirect means of increasing broadband service to the community. August 25 Work Session Water Efficiency Plan (40 min) Provide City Council with a draft of the Water Efficiency Plan and receive input from Council on the key issues addressed in the plan and the direction of the project. Homelessness-Action Plan for 2015 ( 1hour) Provide City Council with a summary of outcomes from the Community Summit on Homelessness, and offer some recommended options for Council consideration. Also to receive direction from Council regarding action items in which the City can be involved or lead. Street Oversizing Fund Present a draft study that assesses and updates the City’s Street Oversizing Capital Expansion Fee Program and receive input from Council on policy issues necessary to update the Transportation Capital Expansion Fee. September 1 Regular Meeting Northern Integrated Supply Project (NISP): Impacts to Fort Collins Review staff comments on the Supplemental Draft Environmental Impact Statement for the Northern Integrated Supply Project. Staff will provide an overview of the potential impacts; whether or not the impacts are adequately described; and, advise Council as the magnitude and implications of the impacts. Council will be asked to adopt comments by resolution that will be submitted to the Army Corps of Engineers. Seasonal Overflow Shelter Amend the Land Use Code to allow a permitted use of Seasonal Overflow Shelter for persons experiencing homelessness annually during the months of November through April. September 8 Work Session Water Development Fees Review the Utilities Raw Water Requirements and Plant Investment Fees for new development and requirements in surrounding water districts and consider potential changes to Utilities’ requirements. Climate Action Plan (CAP) Implementation Update Present progress since March 2015 in identifying next steps/strategic initiatives for CAP Framework planning and implementation and recive Council feedback on the direction of the initiatives. September 15 Regular Meeting (Horak absent) Dust Prevention and Control Code Amendments and Dust Control Manual Adoption Consideration of code changes and dust control manual related to preventing health and environmental impacts from fugitive dust caused by construction and other activities. September 22 Work Session 2016 Budget Revisions (90 minutes) Propose revisions to the 2016 Annual Budget and obtain Council guidance on the Revision Offers being recommended by City Manager Energy Policy Update (60-90 min) Present the draft revised Energy Policy, as recommended by the Energy Board and in alignment with the Climate Action and other City Plans. It is anticipated that the Energy Policy would then be brought back to Council for adoption by resolution. Environmental Services Strategic Plan (1 hour) Provide City Council with a draft of the Environmental Services Department Strategic Plan and receive input from Council on the key issues addressed and the direction of the plan. September 29 URA POSSIBLE URBAN RENEWAL AUTHORITY MEETING October 6 Regular Annual Budget Adjustment Ordinance (consent-First Reading) Appropriation of expenses related to unanticipated revenue, grants and unforeseen costs that had not previously been budgeted. Dust Prevention and Control Code Amendments and Dust Control Manual Adoption Consideration of code changes and dust control manual related to preventing health and environmental impacts from fugitive dust caused by construction and other activities. October 13 Work Session Community Recycling Ordinance Provide information about a potential update to the 1995 Pay-As-You- Throw ordinance, which requires trash haulers to provide recycling and charge variable rates to residents of single-family homes, so the ordinance continues to help Fort Collins achieve progress in meeting adopted Zero Waste goals. Ditch and Reservoir Company Boards (1 hour) Provide Council with an overview of ditch companies that operate in and around Fort Collins and to discuss key issues where ditch company operations and City interests intersect. Long Term Financial Plan (45 min) Review a draft of the Long Term Financial Planning baseline project and macro-level scenarios. REGULAR MEETING Purpose of Item Amending Section 23-130 of City Code relating to the Disposition of Lost, Abandoned or Other Unclaimed Property Allow for more cost efficient means of disposing of abandoned property on City property that is soiled, deteriorated, and of little or no marketable value by eliminating the costs and workload associated with the transportation, storing, inventorying, and advertising the abandoned property.
