HomeMy WebLinkAboutMinutes - Read Before Packet - 6/2/2015 - Memorandum From Wanda Nelson Re: Leadership Planning Team Meeting - June 1, 2015City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: June 1, 2015 TO: Mayor and Councilmembers FROM: Wanda Nelson, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, Assistant City Manager Kelly DiMartino, City Attorney Carrie Daggett, and City Clerk Wanda Nelson met on Monday, June 1, and the following summarizes the discussions that began at 7:35 a.m. June 2 Regular Meeting City Manager Atteberry will provide comments about Consent Agenda Item #5 concerning the donation from the estate of Paul W. Gwyn to the Senior Center and Library District. Mr. Atteberry will also introduce the Director of Sustainability Jacqueline Kozak Thiel after Staff Reports. Regarding Consent Agenda Item #9 for the Greeley Bellvue Pipeline Project, City Attorney Daggett reported that the neighboring property owner Rose Brinks has agreed contractually to the easements. The first discussion item is the Economic Health Plan update. The AIS includes a section on the additional public engagement that occurred, including staff’s attendance at the Board and Commission “Super Issue Meeting” on March 9. Six Month Calendar The first topic on the June 9 Work Session is Mountain Vista Subarea Plan Analysis. In addition to reviewing the Analysis, additional staff members will be on hand to answer possible queries about water pricing, Vine-Lemay intersection, community separators and open space, etc. The Affordable Housing Strategic Plan will be reviewed on June 9. Deputy City Manager Mihelich reminded the LPT about the “Gentrification Project Methodology” study that will be conducted this summer. A memorandum was included in the May 12 Packet that noted the central focus of the study is specifically the Tres Colonias Neighborhoods. Also included in the June 9 Work Session is a discussion on Vacation Rentals By Owner (VRBO). In order to provide more information to Council, staff is asked to conduct a short walk-through of the websites customers use to book these short-term rentals. Rather than hold a separate Saturday Work Session, the Work Session on July 14 will be extended to include additional topics. The tentative schedule for July 14 will be: 1. 3:00 p.m. Water Supply Planning Policy 2. 4:30 p.m. Natural Areas Land Conservation Review and Potential Transactions Leadership Planning Team Meeting June 1, 2015 Page 2 of 2 3. 5:30 p.m. Dinner Break 4. 6:00 p.m. Board and Commission Periodic Review Three appeals were received last week regarding the proposed Fraternity House on East Elizabeth. Staff is working on the date for the appeal to be heard by Council. The first proposed date of July 7 does not work; it was suggested that the appeal could be heard on July 28 after the Work Session on the Broadband Strategic Plan, with the other two items (Long Term Financial Plan and Ditch and Reservoir Company Boards) moving to another Work Session evening. Other Discussion Items: Assistant City Manager DiMartino noted that staff has been asked to explore how City-CSU partnerships can be highlighted on the City’s website. Staff will develop a plan on how this could be accomplished, including the resources required, etc. City Attorney Daggett noted that staff is researching the City’s ability to promote the reduced-fee program offered by Comcast for internet services. Deputy City Manager Mihelich stated that the Open Streets event is this weekend on Sunday, June 7. City Manager Atteberry noted: 1. The Governor signed the URA Bill. Mayor Troxell stated that the Governor has committed to quick solutions if the URA Bill becomes a barrier for projects. CML has scheduled a session on URA’s at its upcoming annual conference. Mayor Troxell reported: 1. He met with representatives from Greeley to discuss a possible Community Foundation for the City of Fort Collins. 2. He inquired into the status of meeting with Gallegos Sanitation regarding recycling (per the letter they submitted to City Council via email). City Manager Atteberry stated staff will be scheduling this meeting. 3. He attended the Midtown Spring Fest on Saturday, whose purpose was to create a neighborhood identity around midtown. There were food trucks and bands at the event. 4. The Business Appreciation breakfast was a great event and well attended (over 300 people attended). Meeting concluded at 9:27 a.m.
