Reimbursement Staff Reports: Downtown Plan Update, Senior Center LEED Platinum Certification & Symposium on Aging May 26 Work Session Poudre Fire Authority Performance Update Provide an annual report regarding the activities and accomplishments of PFA, reviewing annual performance measurements, goals, actual spending to budget, benefits to the community related to strategic outcome goals, operational efficiency, productivity improvements, and issues of concern to the Board, the District and the City, with such report to be submitted annually in the second quarter of each year. EMS/Ambulance Contract Report to Council on the selection of the ambulance contract and provisions of the contract. Police Services Training Facility Provide an updated proposal to build a Police Training facility in partnership with the City of Loveland June 2 Regular Meeting Economic Health Strategic Plan Council will consider approval of a revised Economic Health Strategic Plan (EHSP). The EHSP provides guidance to City staff and the community regarding Economic Health activities. Annual Land Use Code Revisions (First Reading-consent) Consideration of a variety of changes, additions and clarifications to the Land Use Code that have been identified since the last update in December 2014. Lincoln Avenue Street Improvements – Final Funding Appropriate the remaining funding for design, right of way acquisition and construction of the Lincoln Avenue Improvements from 1st Street to Lemay Avenue. The scope of the proposed improvements is based on the concepts approved in the Lincoln Corridor Plan with a reduced level of enhancement consistent with the proposed budget. June 9 Work Session (Troxell absent) Mountain Vista Subarea Plan Analysis Discuss the findings of a strategic analysis of the Mountain Vista Subarea Plan (MVSP). The analysis provides alternative land use scenarios for the area, including the impact of new oil and gas regulations. The analysis also reviews the implications for the long-term provision of transportation infrastructure in the area. Affordable Housing Strategic Plan Provide City Council with an overview of the Housing Affordability Policy Study and the resulting strategic plan. Staff will frame and preview key issues and policy questions that will be addressed through the plan and present the public engagement plan to obtain public input on the plan. Vacation Rental by Owner/Air Bed and Breakfast Policy Discussion Update Council on possible options to define and regulate Vacation Rental by Owner (VRBO) and Air Bed and Breakfast (Airbnb) uses. HUD Required 5-Year Strategic (Consolidated) Plan 2015- 2019 (consent) Consideration of a resolution adopting this plan that is federally required since the City is a recipient of HUD funds. Amending Section 23-130 of City Code relating to the Disposition of Lost, Abandoned or Other Unclaimed Property Allow for more cost efficient means of disposing of abandoned property on City property that is soiled, deteriorated, and of little or no marketable value by eliminating the costs and workload associated with the transportation, storing, inventorying, and advertising the abandoned property. Proposed pronghorn antelope hunting program at Soapstone Prairie NA (discussion) Amend the City Code to allow the carry and discharge of firearms for the purpose of hunting, in particular a pronghorn hunting program proposed for Soapstone Prairie Natural Area. Soapstone Prairie Grazing Lease Amendment (consent) Amend the Soapstone Grazing Lease to allow members of Folsom Grazing Association to use City owned equipment for projects that occur within Soapstone Prairie Natural Area and are authorized by the Natural Areas Department. Possible Executive Session July 28 Work Session Broadband Strategic Plan Provide a Broadband Strategic Plan update, including feedback from the Community Engagement to date and draft results from the Benchmark and Market Analysis research. Long Term Financial Plan Review the first draft of the Long Term Financial Planning baseline project and macro-level scenarios. Ditch Company Boards Provide Council with an overview of ditch companies that operate in and around Fort Collins and to discuss key issues where ditch company operations and City interests intersect. Railroad Study Discuss and receive Council feedback on the draft report from the 2015 Railroad Crossing Study for the Riverside Corridor (UP & GWR) which identifies potential solutions to vehicular traffic congestion due to train switching activities. August 18 Regular Meeting Affordable Housing Strategic Plan Consideration of a resolution adopting the plan as well as a resolution prioritizing certain uses for Private Activity Bonds. August 25 Work Session Water Efficiency Plan Provide City Council with a draft of the Water Efficiency Plan and receive input from Council on the key issues addressed in the plan and the direction of the project. Homelessness-Action Plan for 2015 Provide City Council with a summary of outcomes from the Community Summit on Homelessness, and offer some recommended options for Council consideration. Also to receive direction from Council regarding action items in which the City can be involved or lead. Street Oversizing Fund Present a draft study that assesses and updates the City’s Street Oversizing Capital Expansion Fee Program and receive input from Council on policy issues necessary to update the Transportation Capital Expansion Fee. September 1 Regular Meeting September 8 Work Session Water Development Fees Review the Utilities Raw Water Requirements and Plant Investment Fees for new development and requirements in surrounding water districts and consider potential changes to Utilities’ requirements. October 13 Work Session Universal Recycling Ordinance Provide information about a potential update to the 1995 Pay-As-You- Throw ordinance, which requires trash haulers to provide recycling and charge variable rates to residents of single-family homes, so the ordinance continues to help Fort Collins achieve progress in meeting adopted Zero Waste goals. Natural Areas Land Conservation Review and Potential Transactions Review and to seek Council guidance regarding the land conservation activities of the Natural Areas Department as well as several specific potential transactions. One of the potential transactions would involve several City departments. REGULAR MEETING Purpose of Item Comcast Franchise Renewal Consideration of the renewal of the non-exclusive Cable Franchise Agreement between the City of Fort Collins and Comcast Of California/Colorado, LLC – either June 2 or July 7.
