Observations A representative from Institute for the Built Environment visited the site once and walked with Beck’s Project Engineer in February 2015. Below are observations noted during this site walk. • Demolition has continued on schedule; building S¥ building has been completely abated and demolition has begun. Demolition should be complete by mid- March. • Construction of Building 13b has proceeded on schedule. Building 13b has been cladded and painted and interior finish work has commenced. Building 13a was being framed (see photos). • Substantial construction of the movie theater and parking garage has been performed. Site-cast concrete walls for the movie theater have been erected; placement of precast panels for the parking garage was ongoing at the time of this visit. • Concrete footings have been poured and insulated for Blocks 12 and 19. Associated sitework for blocks 12 and 19 was ongoing at the time of the visit. • Steel framing has been erected for the new addition to main mall building. Photos show exterior cladding, placement of k-joists and wide-flange steel beams, and steel framing components awaiting placement. • Substantial work has been performed in the mall interior. The Macy’s concourse has been completed and open to the public. Removal of floor tile was ongoing at the time of this visit; the brick beneath the tile will be resurfaced and new tile will be laid. The old tile is not recoverable for diversion or reclamation. • Due to site constraints and construction activities, roll- off dumpsters are no longer in a central location. Instead, the corresponding roll-off dumpsters are moved to the location of specific construction activity. • Construction on the south concourse is proceeding as scheduled. • Diverting reinforced concrete has proven to be a challenge for Beck due to the sheer volume and size because the concrete has to be pulverized on site to separate the reinforcement from the concrete. Still, certain markets will not accept the concrete unless it is completely free of metal. This process requires heavy machinery and equipment and is labor intensive. 41 Foothills Mall Waste Diversion Report Appendix Site Map & Building Identification Nomenclature Building Identifier Approximate Demolition Start Date Building Identifier Approximate Demolition Start Date M April-14 RA August-15 TM April-14 GY September-14 PL May-14 S March-15 Y May-14 CH April-15 TL June-14 X April-15 MV June-14 CM November-15 ES June-14 C Mar-16 CB July-14 Institute for the Built Environment 42 Foothills Mall Waste Diversion Report Appendix Site Walk Photo Log Construction of building 13b Institute for the Built Environment 43 Framing for building 13a Institute for the Built Environment 44 Concrete footings placed for Buildings 12 & 19 Institute for the Built Environment 45 Mall Construction Institute for the Built Environment 46 Institute for the Built Environment 47 Movie Theatre and Parking Garage Institute for the Built Environment 48 Institute for the Built Environment 49 Institute for the Built Environment 50 Institute for the Built Environment Tons Tons Recyclables 46,587.03 "All Other" 1,370.56 Asphalt 11,649.37 Cardboard 38.60 Cardboard 38.60 Drywall 43.08 Concrete 17,684.17 Wood 1,288.88 Dirt 13,865.45 Trash 17,416.09 Drywall 43.08 Trash 17,416.09 Metal 2,017.49 Grand Total 18,786.65 Wood 1,288.88 Trash 17,416.09 Trash 17,416.09 Grand Total 64,003.12 Overall Diversion Rate 73% Tons Tons Recyclables 2,638.93 "All Other" 41.09 Asphalt 1,009.77 Cardboard 7.20 Cardboard 7.20 Drywall 20.11 Concrete 1,233.09 Wood 13.78 Dirt 287.81 Trash 1,001.20 Drywall 20.11 Trash 1,001.20 Metal 67.17 Grand Total 1,042.29 Wood 13.78 Trash 1,001.20 Trash 1,001.20 Grand Total 3,640.13 Overall Diversion Rate 72% ¥ No late January entries were submitted Diversion of All Other Materials for Project to Date 3.94% Foothills Mall Waste Diversion Report Diversion of All Other Materials for Reporting Period - February 2015 Overall Diversion Rate for Project to Date ¥ Overall Diversion Rate for Reporting Period - February 2015 Diversion of All Other Materials for Project to Date Appendix Summary of Project Diversion Rates Diversion of All Other Materials for Project to Date 7% 51 Economic Health Office 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6505 970.224.6107 - fax fcgov.com MEMORANDUM DATE: May 5, 2015 TO: City Council Redevelopment Committee Members; Darin Atteberry, City Manager THRU: Jeff Mihelich, Deputy City Manager; and Mike Beckstead, Chief Financial Officer FROM: Josh Birks, Director, Economic Health Office RE: FOOTHILLS MALL REDEVELOPMENT: RESIDENTIAL UPDATE This memorandum provides a brief update on the residential development aspect of the Foothills Mall Redevelopment. Bottom-Line: McWhinney has agreed to purchase three of four planned residential blocks in the Foothills Mall redevelopment project. They plan to develop approximately 256 residential units. McWhinney has requested an amendment and transfer of a portion of the Redevelopment and Reimbursement Agreement governing the public finance assistance of the project. Staff is evaluating the request and will provide a recommendation when the analysis is complete. Background Discussion: The Foothills Mall Redevelopment project includes a residential component of up to 800 multi-family units distributed among four blocks. The Redevelopment and Reimbursement Agreement (“RRA”) calls for the construction of 446 residential units. These units are to be delivered in two phases: (a) 200 unit on or prior to December 31, 2016; and (b) 246 additional units on or prior to December 31, 2018. A penalty is imposed if these deadlines are not met, which begins effect in the 2020 fiscal year (due to the payment in arrears of property taxes). McWhinney, an area developer, has agreed to purchase three of four available residential blocks with plans to construct 256 units. These plans are currently working through the development review process as they require a major amendment to the previously approved Final Development Plan for the residential portion of the Foothills Redevelopment project. As a result of this acquisition, McWhinney has requested the city consider amending and transferring a portion of the RRA. The request hopes to clarify the responsibilities of McWhinney related to the RRA and those retained by Alberta related to the residential portion of the project. City staff has begun to evaluate and discuss an amendment and transfer. At this time, staff does not have a recommendation or draft language for the committee to review. The committee will be kept up-to-date on the progress of this discussion. 52 Trash 27.21% Wood 2.01% Cardboard 0.06% Drywall 0.07% Asphalt 18.20% Dirt 21.66% Waste Material by Weight 38
