QUARTER 2015 UPDATE
Highlights
Bonds Issued (October 9, 2014) with the first two tranches ($33.0 million) available for
reimbursement based on verified leased square footage (no change since last quarter). As of
March 31, the developer has leased sufficient space to be eligible for the third tranche ($10.0
million); staff is till certifying the leases and sales per square feet values.
The Main Mall Entrance is shut down and the temporary entrance has been open since the
beginning of summer 2014. West expansion demolition has commenced, and the new west entry
is anticipated to open in June/July 2015.
The Communications and Public Involvement Office (CPIO) will prepare a series of videos
related to the Redevelopment of Foothills Mall. These are available at:

Site, Building, & Sustainability Updates
East Green pads foundation work is under way - Block 1J (restaurant – east green), and 1H
(restaurant – east green).
Parking Garage caissons and foundations are complete and precast panels are being erected.
Theater foundation and tilt up walls are complete and steel erection has started internally.
The North West Corner, Blocks 13A (Ancillary) & B (Chico’s), Block 12 (Nordstrom Rack) and
19 (Ross) are under construction. College Avenue, Block 15 foundations are underway and
Block 14B pad is being prepared.
The Sears new construction (Block 16) is complete and has been turned over to tenant.
The overall waste diversion rate as reported by the Institute for the Built Environment is 73%
(through February 2015). (Redevelopment Agreement requires a minimum overall diversion of
70% rate.) – See attached report for additional information
o To date, 46,587 tons have been diverted from the landfill
o 2,570 tons of contaminated waste are not included in diversion calculations - consisted of
asbestos-contaminated materials

Base year sales tax established May 2012 – April 2013 of $1.8 million and $1.3 million for Core
and Dedicated taxes respectively.
In the first full year after the Base Year, sales taxes declined approximately 23% for a total of
$1.4 million and $1.0 million Core and Dedicated respectively.
Sales tax collections for the year beginning in May 2014 are down over 24 percent from the year
ending April 2014 indicating that sales continue to contract at the mall during demolition and
construction.

The project has paid approximately $1,681,778 in use tax and fees to date.
Bond Proceeds Utilization
Eight draw requests were approved through the end of March 2015 for a total of $28.2 million.
This leaves a balance of $24.8 million of available bond proceeds. Details are available in the
attached documents. Draw request #9 is currently under review.
Foothills Leasing Update

Foothills Lease Status Summary, April 2015
As of April 13, 2015 the project has leased 256,255 square feet with 136,254 of that amount in
tenants new to Fort Collins (as per the Redevelopment Agreement definition).

Foothills Historic Lease-Up
Figure 2 shows the historic lease-up pattern for the Foothills redevelopment project. As of the
end of the first quarter, the property has leased 50 percent of the total target and 91 percent of the
new to Fort Collins target (as per the Redevelopment Agreement definition).
Foothills Activity Center Update
Final design is complete. Construction bids have been reviewed and finalized.
Construction has begun on the foundation.
A third amendment to the Redevelopment Agreement is proposed to modify the delivery date of
the FAC, update Exhibit F to reflect changes made during design, define a process for payment
of the $400,000 in anticipated additional costs, spell out a change order process, and designate
$4,000 for Art in Public Places.

I. Development Summary
Construction Update
Construction continues in earnest and remains on schedule for completion in Fall 2015. Significant progress has
been made on the mall north/south concourse renovation, with completion above 12 feet and scaffold removal
on the north and south concourse. Parking Garage Caissons and Foundations are complete. Precast panels are
being erected. Theater foundation and Tilt walls are complete. Steel erection has started. East Green pads
foundation work is under way. The North West Corner, Blocks 13A & B, Block 12 and 19 are under construction.
College Avenue, Block 15 foundations are underway and Block 14B pad is being prepared.
New guest restrooms were opened to the public mid March 2015.
The Sears new construction (Block 16) is turned over to tenant.
The Foothills Activity Center’s final design is complete and waiting for City sign off. The General Contractor
and the City Staff are working together to buy the project out within budget. Construction is underway with
completion in Fall of 2015.
The City of Fort Collins, CDOT, and Walton Foothills Holdings have been meeting to solve to a 7’4” design for
the Pedestrian Underpass. Walton Foothills Holdings has submitted drawings to CDOT and the City for approval.
Once approval is received from CDOT, construction will be scheduled. The redevelopment agreement will need
to be modified to reflect the revised schedule.
The Phase I Storm water outfall is currently under construction.
The Phase II site work scope includes the theater and garage site work underground, which will occur between
July 2014 and October 2015. Final planting will be happening in the spring of 2016.
The Larimer County Irrigation Canal No. 2 has been relocated and water is flowing. The landscaping is
complete.

Waste Diversion Program
From January 2014 through February 2015, 46,587 tons of demolition waste has been diverted from the landfill.
The overall waste diversion rate for the project in February was 73%. According to a 2012 EPA study, Americans
generated approximately 4.38 pounds of trash per person per day. Therefore, the amount of demo waste
diverted to date is equivalent to what 21,272,603 people would throw away on a daily basis.
Design and Permitting Update
Blocks 1J, 1H, 13B, 12, 13A, 19 (foundation), Theater and Garage permits have been issued. Balance of Lot 1
(mall) has been permitted (excluding the south mall and 1B).
FDP 3 and DA 3 have been recorded with Larimer County.
Parking Garage construction is well under way with an anticipated completion of September/October 2015.
Block 13B (New Chico’s building) has received its TCO, and Chico’s is opened to the public.
Tenant Improvements and Relocations
There are also several Tenants who moved to temporary locations and Tenants who had storefront modification
work done in order to accommodate the Asbestos Abatement Program and continuing mall renovation.
• The Buckle: They opened in their new permanent location on 5/1/14.
• Victoria Secret: They are currently in a temporary location, which opened 5/9/14.
• Bath and Body Works: They opened in their temporary location 1/31/14.
• GNC: They opened in their temporary location 5/9/14.
• Hot Topic: They opened in their temporary location 4/25/14.
• Zale’s: They opened in their temporary location 6/2/14.
Costs
The Total Cost to Date for the project is $111,806,553.25. Draw 8 in the amount of $2,775,743 was submitted
and approved 3/17/15, bringing the Total Metro District Reimbursed Cost to Date to $28,205,385 (See Exhibit
5, included herein).

Observations
A representative from Institute for the Built Environment
visited the site once and walked with Beck’s Project
Engineer in February 2015. Below are observations noted
during this site walk.
• Demolition has continued on schedule; building S¥
building has been completely abated and demolition
has begun. Demolition should be complete by mid-
March.
• Construction of Building 13b has proceeded on
schedule. Building 13b has been cladded and painted
and interior finish work has commenced. Building 13a
was being framed (see photos).
• Substantial construction of the movie theater and
parking garage has been performed. Site-cast concrete
walls for the movie theater have been erected;
placement of precast panels for the parking garage was
ongoing at the time of this visit.
• Concrete footings have been poured and insulated for
Blocks 12 and 19. Associated sitework for blocks 12
and 19 was ongoing at the time of the visit.
• Steel framing has been erected for the new addition to
main mall building. Photos show exterior cladding,
placement of k-joists and wide-flange steel beams, and
steel framing components awaiting placement.
• Substantial work has been performed in the mall
interior. The Macy’s concourse has been completed
and open to the public. Removal of floor tile was
ongoing at the time of this visit; the brick beneath the
tile will be resurfaced and new tile will be laid. The
old tile is not recoverable for diversion or reclamation.
• Due to site constraints and construction activities, roll-
off dumpsters are no longer in a central location.
Instead, the corresponding roll-off dumpsters are
moved to the location of specific construction activity.
• Construction on the south concourse is proceeding as
scheduled.
• Diverting reinforced concrete has proven to be a
challenge for Beck due to the sheer volume and size
because the concrete has to be pulverized on site to
separate the reinforcement from the concrete. Still,
certain markets will not accept the concrete unless it
is completely free of metal. This process requires
heavy machinery and equipment and is labor
intensive.

RE: FOOTHILLS MALL REDEVELOPMENT: RESIDENTIAL UPDATE
This memorandum provides a brief update on the residential development aspect of the Foothills Mall
Redevelopment.
Bottom-Line:
McWhinney has agreed to purchase three of four planned residential blocks in the Foothills Mall
redevelopment project. They plan to develop approximately 256 residential units. McWhinney has
requested an amendment and transfer of a portion of the Redevelopment and Reimbursement Agreement
governing the public finance assistance of the project. Staff is evaluating the request and will provide a
recommendation when the analysis is complete.
Background Discussion:
The Foothills Mall Redevelopment project includes a residential component of up to 800 multi-family
units distributed among four blocks. The Redevelopment and Reimbursement Agreement (“RRA”) calls
for the construction of 446 residential units. These units are to be delivered in two phases: (a) 200 unit
on or prior to December 31, 2016; and (b) 246 additional units on or prior to December 31, 2018. A
penalty is imposed if these deadlines are not met, which begins effect in the 2020 fiscal year (due to the
payment in arrears of property taxes).
McWhinney, an area developer, has agreed to purchase three of four available residential blocks with
plans to construct 256 units. These plans are currently working through the development review process
as they require a major amendment to the previously approved Final Development Plan for the
residential portion of the Foothills Redevelopment project.
As a result of this acquisition, McWhinney has requested the city consider amending and transferring a
portion of the RRA. The request hopes to clarify the responsibilities of McWhinney related to the RRA
and those retained by Alberta related to the residential portion of the project. City staff has begun to
evaluate and discuss an amendment and transfer. At this time, staff does not have a recommendation or
draft language for the committee to review. The committee will be kept up-to-date on the progress of
this discussion.
