HomeMy WebLinkAboutMinutes - Read Before Packet - 5/5/2015 - Memorandum From Wanda Nelson Re: Leadership Planning Team Meeting Minutes - May 4, 2015City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: May 4, 2015 TO: Mayor and Councilmembers FROM: Wanda Nelson, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, Assistant City Manager Kelly DiMartino, City Attorney Carrie Daggett, and City Clerk Wanda Nelson met on Monday, May 4, and the following summarizes the discussions that began at 11:10 a.m. May 5 Regular Meeting Mayor Pro Tem Horak was unable to attend this morning’s LPT meeting; however, he submitted comments via email to City Council and the LPT. For the May 5 meeting, Mayor Pro Tem Horak suggested that the Comcast Extension Agreement (Consent Agenda Item #7) be extended further than the proposed date in the ordinance. Therefore, this item will be moved from the Consent Agenda to the Discussion Agenda to give Council the opportunity to postpone this item to the May 19 Regular Meeting, where an extension beyond July 31 may be discussed. In honor of Public Service Recognition Week, the Mayor and Council will be recognizing nine individuals and three staff teams who were selected as award winners of the 2015 City Employee Awards. Due to the length of time this item will take, the other two scheduled Staff Reports will be postponed to May 19 (Downtown Plan Update and Senior Center LEED Platinum Certification and Symposium on Aging). Six Month Calendar The order of items for the May 12 Work Session is: 1. Social Host Ordinance. 2. Water Supply Reliability and Storage Update. 3. Overview of Northern Colorado Integrated Supply Project (NISP). City Manager Atteberry reported that this Work Session is just the beginning of discussions regarding water issues, with other discussions occurring at the Council Retreat (May 17) and a yet-to-be-scheduled Saturday Work Session in June or July. Regarding the May 19 Regular Meeting: 1. The Comcast Franchise Renewal will move to either June 2 or July 7. 2. A possible Executive Session will be scheduled. Leadership Planning Team Meeting May 4, 2015 Page 2 of 2 Councilmember Campana is unable to attend the June 23 Adjourned Meeting for the mid-year reviews of the City Manager, City Attorney, and Municipal Judge. Staff is asked to determine if the reviews can be held on June 30 (will all members of Council be present?), and move the June 30 URA Work Session Items to June 23. A Work Session was requested for the July 21 Regular Meeting Item Amending the City’s Naming Policy. It was suggested this Work Session could be held after the URA Work Session on June 23. As part of the August 11 Work Session on the Railroad Study, it was requested that a presentation be included that outlines the railroad’s plan to move the switching yards to Weld County. Staff has been asked to find a specific date (rather than 4th Quarter 2015) for the Unscheduled Item Block 32/42 Master Plan Update. Deputy City Manager Mihelich will be meeting with staff this week to discuss the implementation of the Climate Action Plan (CAP) and the suggestion of an ad hoc committee addressing the implementation of the Plan. For the June 9 Work Session on Affordable Housing Strategic Plan, staff is asked to describe the community goals and objectives for the Plan, and report what other communities are doing regarding condos. City Manager Atteberry noted a SAR regarding the Condo Bill will be completed by staff this week. Other Discussion Items: For the Thursday Packet, Deputy City Manager Mihelich will have staff provide a memo on the Laurel Street Pilot Project that describes the project and the expected outcomes. Staff is asked to provide a copy of the follow-up memo on Pit Bulls to the citizens who spoke about the item and Kevin Duggan with The Coloradoan. Mayor Troxell noted: 1. Council received an email from Councilmember Ray Martinez regarding the upcoming Council Retreat. Mayor Troxell will follow-up with Councilmember Martinez for further discussion. 2. He will be attending the May 6 meeting for the stakeholder agencies of the Boxelder Stormwater Authority (the agenda was included in the April 30 Thursday Packet). 3. A letter was received from the Fort Collins Church Network, reporting their attendance at Council meetings and offering their support. Mayor Troxell plans to attend their next meeting. Meeting concluded at 12:51 p.m.
