Waiver of Certain Requirements for a Temporary Connection
to the Water System as an Irrigation Source for the
Establishment of Native Vegetation on Certain City Projects
Allow the Utilities Executive Director the option to waive water plant
investment fee for City projects that only require irrigation for the
establishment of native vegetation during the first three years of growth.
Amending the Land Use Code with Regard to City
Development Projects.
Amend Land Use Code to require any development review project in
which the City is an applicant to be reviewed by the Planning and
Zoning Board (P & Z) and eliminates formal appeals to the City Council,
while allowing a Council override of a P & Z decision.
Extension of Comcast Franchise Renewal Deadline (consent)

BOB 2.0 and Street Maintenance Updates
Comcast Franchise Renewal Provide Council with an update on the status of the negotiations between
the City and Comcast for the renewal of the Cable Franchise
Agreement. The City has been engaged with Comcast since last fall in
negotiations. The proposed agreement is substantially complete and
ready for consideration by Council. This update will share some
background on the franchise renewal process and provide Council with
an overview of the primary items that were negotiated within the
proposed agreement.

Water Supply Reliability and Storage Update (1 hour) Provide an update on activities related to water storage and reliability,
including the permitting process for the Halligan Water Supply Project.
Overview of the Northern Colorado Integrated Supply Project Provide an overview of NISP to the incoming Council. In addition, staff
will describe its approach to responding to the publication of the NISP
Supplemental Draft Environmental Impact Statement which is scheduled
for June.
Social Host Ordinance
Provide information regarding Social Host Ordinances and to seek
guidance as to whether the Council wishes to direct staff to draft an
Ordinance for their consideration.

Poudre Fire Authority Performance Update Provide an annual report regarding the activities and accomplishments of
PFA, reviewing annual performance measurements, goals, actual
spending to budget, benefits to the community related to strategic
outcome goals, operational efficiency, productivity improvements, and
issues of concern to the Board, the District and the City, with such report
to be submitted annually in the second quarter of each year.

Mountain Vista Subarea Plan Analysis Discuss the findings of a strategic analysis of the Mountain Vista
Subarea Plan (MVSP). The analysis provides alternative land use
scenarios for the area, including the impact of new oil and gas
regulations. The analysis also reviews the implications for the long-term
provision of transportation infrastructure in the area.
Affordable Housing Strategic Plan Provide City Council with an overview of the Housing Affordability
Policy Study and the resulting strategic plan. Staff will frame and
preview key issues and policy questions that will be addressed through
the plan and present the public engagement plan to obtain public input
on the plan.

Homelessness-Action Plan for 2015 Provide City Council with a summary of outcomes from the Community
Summit on Homelessness, and offer some recommended options for Council
