HomeMy WebLinkAboutMinutes - Read Before Packet - 4/14/2015 - Memorandum From Wanda Nelson Re: Leadership Planning Team Meeting Minutes - April 13, 2015City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: April 13, 2015 TO: Mayor and Councilmembers FROM: Wanda Nelson, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Karen Weitkunat, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, City Attorney Carrie Daggett, and City Clerk Wanda Nelson met on Monday, April 13, and the following summarizes the discussions that began at 12:15 p.m. April 14 Special Meeting The Rules of Procedure adopted in February require that Special Council Meetings include the same business items as Regular Meetings; therefore, the April 14 Special Meeting agenda will be amended to reflect City Manager’s Agenda Review, Citizen Participation, etc. It was requested that City Clerk Nelson inquire who Lisa Poppaw, Wade Troxell, and Karen Weitkunat would like to read and present their respective resolutions of gratitude. April 21 Regular Meeting Staff will determine if several items relating to Traffic Code Amendments (requiring trucks carrying asphalt to be covered, allowing low-speed electric vehicles, and parking protected bike lanes) need additional outreach or if they are ready to be presented for Council’s consideration at the April 21 meeting. For the Consent Agenda item concerning the IGA with Larimer County for the construction and maintenance of the North Shields Street Trailhead Parking lot and trails, staff is asked to ensure the AIS outlines the cost sharing for this project and, specifically, what is Natural Area’s financial obligations? Council will consider an ordinance that waives the water plant investment fee for City projects that only require irrigation for the establishment of native vegetation during the first three years of growth. In the AIS, staff is asked to describe what events triggered this ordinance. Six Month Calendar To ensure enough time for public input on the Comcast Franchise Renewal, staff is asked to amend the schedule concerning this item as described below: 1. April 21 Regular Meeting: Extension of Comcast Agreement. 2. April 28 Work Session: Comcast Franchise Renewal Update. 3. May 19 Regular Meeting: Renewal moved from May 5 meeting to May 19. Since the Council Retreat is not being held on May 2, Council liaison assignments to boards and commissions will be discussed at the April 28 Work Session. A final date for the Retreat will be forthcoming. Leadership Planning Team Meeting April 13, 2015 Page 2 of 2 Staff is asked to review the list of Unscheduled Items and begin calendaring them. Other Discussion Items: City Clerk Nelson reported that staff is requesting a change to the Code-mandated date for Zoning Board of Appeals meetings because the meetings fall on the same day as P&Z meetings. It was suggested that an ordinance be brought forward that does not prescribe the specific day ZBA meetings occur. The City Clerk’s Department has launched a “soft opening” of online appointments for passports. Customers have expressed satisfaction with the predictability this new approach provides. Deputy City Manager Mihelich reported: 1. The English Ranch Garden has been removed and the new site for the garden will be ready in a couple weeks. 2. Interviews for the PDT Director occur this week. Council is invited to attend a breakfast on Thursday morning to meet the candidates. City Attorney Daggett noted: 1. Her office is conducting interviews of seven candidates this week for two vacant positions. 2. A review of the Municipal Code will be conducted to determine areas that may need to be updated. City Manager Atteberry stated: 1. He is working with Tom Gendron to schedule a Council tour of Woodward’s new site. 2. Staff continues to meet with representatives of CDOT regarding the new bus service “Bustang” that will provide transportation to/from Denver. Regarding the April 9 Thursday packet, staff is asked to note the following: 1. Open Streets: what outreach has been conducted to the stakeholders impacted by this event? 2. Grade Separated Rail Crossings: staff was commended for the information included in this memo. Mayor Weitkunat will be presenting the Climate Preparedness and Resiliency Report tomorrow to other government agencies. The discussion ended at 1:38 p.m.
