via Stadium Advisory Group • Engage community - during traffic plan development, construction, stadium event planning 5 New Parking • New surface lot on Center Avenue (approximately 900 spaces) • Construct new parking structure at Pitkin & College (approximately 400 spaces) • Constructed before opening of stadium 6 Total Parking Available For Stadium Events • Full stadium event 55% of attendees totaling 22,000 will drive. • 2.6 passengers per vehicle • Creates demand for 8,460 parking spaces Parking Available: Main Campus 5,700 South Campus 2,800 Total 8,500 7 8 Pedestrian/Bicycle Crossings: • Enhanced Pedestrian / Bicycle Crossings – Laurel/Washington – Laurel/Sherwood – Shields/Pitkin (Grant funded) – College/Pitkin (Grant funded) • Grade Separated Crossings: – Prospect/Center – Shields/Elizabeth Area • (Specific Location Needs Study/Input) 9 Pedestrian/Bicycle Crossings: Laurel Prospect Shields College 10 On Campus Bike/Pedestrian Improvements: Laurel Prospect Shields College Ped Bike 11 Turn Lanes/Intersection Improvements: • Shields / Elizabeth • Prospect / Center • Prospect / College • College / Lake 12 Intersection and Turn Lane Improvements: Laurel Prospect Shields College 13 Utilities • CSU has agreed to make all the following improvements: – water – waste water – storm water – electric – natural gas 14 Infrastructure – Areas Needing More Study • Prospect/College Intersection – turn lanes, deceleration lanes, signalization, pedestrian improvements – Intersection impacts beyond stadium • Prospect Corridor – significant project, medians, landscaping, sidewalks, bike path – Corridor improvements beyond stadium impact – Right of way acquisition – Need significant neighborhood input 15 Infrastructure – Areas Needing More Study • Lake/Center Intersection – need intersection control solution – Corridor improvements beyond stadium impact – Need to find balance between significant pedestrian (mainly students) and motor vehicle movement – Likely combination of infrastructure and operational solutions 16 Neighborhood Involvement • Stadium Advisory Group – Discuss impacts of Stadium on community – Meeting at least twice annually • Good Neighbor Fund – Purpose to support efforts to lessen undesirable of unanticipated impacts of stadium on neighborhood – Goal $750,000 endowment via fundraising – CSU to commit $37,000 annually during fundraising period 17 Litter Abatement • Litter abatement and removal practices – Provision of recycling and trash receptacles – Canvassing public rights of way after major stadium events 18 IGA Components • Traffic management plan • Stadium Event Management Plan • Campus parking plan • Enhanced Transfort Bus and MAX service • Enhanced law enforcement 19 Lighting and Noise • CSU agrees to use the best technology available to mitigate noise and lighting impacts 20 Stadium Construction Standard • CSU tries to reach U.S. Green Building Council for Gold-level certification • Seeks carbon neutral standard for entire campus 21 Funding • CSU solely responsible for funding of all: -Utility -Bike/Pedestrian -Turn lane -Transit -Intersection control/signalization -Enhanced law enforcement -Litter abatement -Signage improvements • Preliminary estimates up to $8 million • Does not include parking enhancements to be constructed and funded by CSU 22 Public Input Regarding Draft IGA • Planning and Zoning Board Work Session - Friday, March 6th • Draft IGA Public Input Open House - Wednesday, March 11th • Excellent Feedback • Led to a number of recommended IGA modifications 23 IGA Edits Based On P&Z/Public Input • Event Operations Plan – developed no later than one year in advance of first major event • Emergency Response Plan • Litter Abatement Plan – input from SAG • Tailgating – part of Game Day Events Plan, directed to campus (out of neighborhoods), input from SAG • Noise – non-football events to meet city noise standards 24 IGA Edits Based On P&Z/Public Input • Larger SAG: – Expanded to include at least two members of business community – SAG starts within 6 months • Future Infrastructure (College/Prospect, Prospect Corridor, Shields Overpass): – Commitment to move forward quickly – Mandatory progress report within 6 months – Project construction and funding based on generally accepted engineering standards 25 Periodic Review • IGA calls for mandatory review by both parties, collectively within 6 months after its adoption • Another mandatory review 1 month after completion of full football season 26 Recommendation Approval of IGA and Resolution
