RE: Leadership Planning Team (LPT) Meeting
Mayor Karen Weitkunat, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager
Jeff Mihelich, Assistant City Manager Kelly DiMartino, City Attorney Carrie Daggett, and City Clerk Wanda
Nelson met on Monday, March 16, and the following summarizes the discussions that began at 8:03 a.m.
March 17 Regular Meeting
Senior Assistant City Attorney Ingrid Decker was present for the discussion relating to the employment of
the City Attorney (Discussion Item #10). The proposed Employment Agreement was included in the agenda
materials.
Consent Agenda Item #4 concerns the replacement of two damaged trucks. In a Read-Before memo, staff
is asked to outline how the trucks were damaged and the lessons learned from these incidents.
The LPT withdrew Consent Agenda Item #7 regarding the roundabout at Lincoln Avenue and International
Boulevard from the agenda and it will be considered in late spring – early summer. It was anticipated that
this item would be withdrawn from the Consent Agenda, thereby extending an already lengthy meeting.
In the Read-Before packet, staff is asked to include the application for the recommended appointment to
the Airport Commission (Consent Agenda Item #9).
Overflow seating will be made available to accommodate the anticipated high number of citizens who wish
to speak about the IGA with CSU for the on-campus stadium (Discussion Item #11). Before citizen
participation begins, the Mayor will review the Rules of Procedure for Council meetings regarding time
limits for speaking, expressions of support or opposition, and signs and props.
As noted previously, this meeting is expected to be lengthy. After the conclusion of Discussion Item #11,
Council will discuss which remaining items will go forward and which items will be continued to an
Adjourned Meeting on March 24.
Regarding the West Central Area Plan (Discussion Item #12), it was reported that the Board of Realtors may
express their opposition to the action item that authorizes a test study for landlord rental registration.

Six Month Calendar
The order of items for the March 24 Work Session:
1. Broadband Strategic Plan.
2. Advanced Metering.
3. Addition of Permitted Use.
4. Status of Council Work Plan.
If an Adjourned Meeting is necessary on March 24, it will be held prior to the Work Session.
A clarification was made to note that the July 14 Work Session is for a review of those Boards and
Commissions that align with the Community and Neighborhood Livability Outcome Area.
City Manager Atteberry had a conversation with Councilmember Cunniff about a date for the Dust
Prevention and Control Work Session. The LPT will set a date at next Monday’s meeting.
The LPT meetings on March 30 and April 6 will not be held because there is no Council meeting the
following day. The April 14 LPT meeting will be held at noon.
Other Discussion Items:
Assistant City Manager DiMartino stated that the first FOCO Future Forum will be held on April 8.
Additional information will be provided to Council on these biweekly forums.
Ms. DiMartino reported that staff has met with downtown business owners regarding the Pro Challenge to
provide information about the event and discuss how the Pro Challenge impacts their business.
Deputy City Manager Mihelich reported on:
1. He has met personally with the Executive Director of the Murphy Center regarding the lockers for
individuals who are homeless. Clients of the Murphy Center have expressed the desire to have
access to their locker 24/7, which is not supported by the Executive Director as it would require
additional staffing on the part of the Center.
2. The City has been approached by car dealers who would like to build an auto mall at the east side
of I-25/392. The IGA with Windsor does not permit this type of use. City Manager Atteberry will
discuss this further with Council in their 1:1 meetings.
3. Candidates for the Chief Sustainability Officer will be interviewed this week. Council is invited to
participate in the community forum being held Wednesday night and attend breakfast for Council
and the candidates on Thursday.
City Manager Atteberry noted:
1. CDOT will begin their Bustang service (a bus service from Fort Collins to Denver) in May. The
capacity of parking at the Harmony Transfer Center was discussed and CDOT is exploring parking
options with City staff.
2. Emails have been received from businesses impacted by the smoking ban. It was pointed out that
the new regulations are not in effect until January 1, 2016. Additional public processes will be
employed to inform businesses of the new regulations and discuss how other communities who
implemented a smoking ban have handled the transition.
3. The City of Fort Collins has been asked to host the CML Spring Outreach Meeting in May.

Mayor Pro Tem Horak inquired about:
1. A recent SAR regarding the food coop’s request to use the trolley barn for their activities. Staff will
revisit this request and provide an update.
2. Does the City have a policy that addresses cell phone towers? It was suggested that staff identify
locations City-wide that would be appropriate for the placement of cell phone towers.
Mayor Weitkunat attended the NLC conference and commended Dan Weinheimer for his work in setting up
meetings with representatives. Fort Collins was recognized by the Office of the President –
Intergovernmental Affairs for its contribution to the Climate Preparedness and Resiliency Task Force and
the Mayor received a personalized letter from President Obama thanking her for her work and wishing her
and her family well in their future endeavors.
