MEMORANDUM
NATURAL RESOURCES ADVISORY BOARD
DATE: February 19, 2015
TO: Mayor and City Council Members
FROM: John Bartholow, on behalf of the Natural Resources Advisory Board (NRAB)
SUBJECT: Fugitive Dust Control – Time for Council Review?
At our last regularly scheduled meeting, the NRAB reviewed draft guidelines for controlling
fugitive dust in Fort Collins prepared by the Environmental Services Department. We were
swayed by the need for, and the benefits of, dust control, both for the health of our citizens, the
health of our many wetlands and waterways, and continued efforts to positively affect our
nighttime skies. The guidelines seemed appropriate, not overly costly or invasive, and very
much in line with similar dust control guidelines in other areas of the arid west.
We understand that this item had been scheduled for Council a work session, but was
subsequently taken off the planning calendar. We urge Council to reconsider the merits of this
draft proposal.
Respectfully submitted,
John Bartholow
Chair, Natural Resources Advisory Board
