Broadband Strategic Plan Provide City Council with an overview of the Broadband Strategic Plan
project. Staff will frame and preview key issues and policy questions
that will be addressed through the plan, and also present the
communications and public engagement strategies that will support the
Community Vision and Needs Assessment component of the project.
Advanced Metering Provide Council with an update on the Advanced Meter Fort Collins
Project. The installation of advanced metering technology has and will
provide a foundation that will enable Fort Collins Light & Power to
support, inform and empower our community by providing energy
choices while maintaining the same level of quality service and high
reliability provided to customers today. This update will share lessons
learned and how the some expected benefits of the project are already
being realized.

Provide information regarding Social Host Ordinances and to seek guidance as to
whether the Council wishes to direct staff to draft an Ordinance for their consideration.
Universal Recycling Ordinance
Provide information about a potential update to the 1995 Pay-As-You-Throw
ordinance, which requires trash haulers to provide recycling and charge
variable rates to residents of single-family homes, so the ordinance continues to
help Fort Collins achieve progress in meeting adopted Zero Waste goals.
Vacation Rental by Owner/Air Bed and Breakfast Policy Discussion Update Council on possible options to define and regulate Vacation Rental by
Owner (VRBO) and Air Bed and Breakfast (Airbnb) uses.
Mountain Vista Subarea Plan Analysis Discuss the findings of a strategic analysis of the Mountain Vista Subarea Plan
(MVSP). The analysis provides alternative land use scenarios for the area,
including the impact of new oil and gas regulations. The analysis also reviews
the implications for the long-term provision of transportation infrastructure in
the area.
Ditch Company Boards (2Q)
Homelessness-Action Plan for 2015 Provide City Council with a summary of outcomes from the Community
Summit on Homelessness, and offer some recommended options for Council
consideration. Also to receive direction from Council regarding action items in
which the City can be involved or lead.

Airport Work Plan and Financial Plan (October 27, 2015) Update City Council on the adopted Airport Strategic Plan including action
item timelines and financial forecasting considerations.
Utility Billing Transparency (45 min) Provide the results of the billing transparency project associated with
Resolution 2014-095, which includes streetlighting. Other details may include
PIF changes, a cost of service overview and conservation program results.
Plant Investment Fee Evaluation (45 min) Update on the research efforts of staff as to how general plant improvements
can be included in Plant Investment Fees for the Utility Enterprise Funds.
Long Term Financial Plan Review the first draft of the Long Term Financial Planning baseline project and
macro-level scenarios.
