Road to Zero Waste Update/Larimer County Landfill Universal Recycling Ordinance Provide information about a potential update to the 1995 Pay-As-You-Throw ordinance, which requires trash haulers to provide recycling and charge variable rates to residents of single-family homes, so the ordinance continues to help Fort Collins achieve progress in meeting adopted Zero Waste goals. Addition of Permitted Use/Vacation Rental by Owner/Air Bed and Breakfast Policy Discussion Discuss Addition of Permitted Use (APU) policies and regulations and update Council on possible options to define and regulate Vacation Rental by Owner (VRBO) and Air Bed and Breakfast (Airbnb) uses. Mountain Vista Subarea Plan Analysis Discuss the findings of a strategic analysis of the Mountain Vista Subarea Plan (MVSP). The analysis provides alternative land use scenarios for the area, including the impact of new oil and gas regulations. The analysis also reviews the implications for the long-term provision of transportation infrastructure in the area. Ditch Company Boards (2Q) Homelessness-Action Plan for 2015 Provide City Council with a summary of outcomes from the Community Summit on Homelessness, and offer some recommended options for Council consideration. Also to receive direction from Council regarding action items in which the City can be involved or lead. Airport Work Plan and Financial Plan (October 27, 2015) Update City Council on the adopted Airport Strategic Plan including action item timelines and financial forecasting considerations.
