History of APF:
• Established in 1997 to ensure facilities necessary
to support development are available concurrently
with its impacts
• Operates in conjunction with other specific land
use requirements
• Broad “Concurrency Management” basis
• Some states regulate (Florida, Washington, New
Hampshire) but not Colorado

How it works in Fort Collins:
• In conjunction with Street Oversizing Program
• Land use requirements
• Traffic Impact Measured Qualitatively using
intersection delay, i.e. “Level of Service”

Challenges:
• Funding
• Proportionality
• Existing Deficiencies

Next Steps:
• Street Oversizing Program study
– Underway in spring, work session in Q3,
complete by end of 2015
• Evaluate infill/redevelopment issue
• Connection with CIP work
• Connection with funding issues
• Evaluate alternative compliance methods
