HomeMy WebLinkAboutMinutes - Read Before Packet - 1/6/2015 - Memorandum From Wanda Nelson Re: Leadership Planning Team Meeting - January 5, 2015City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: January 5, 2015 TO: Mayor and Councilmembers FROM: Wanda Nelson, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Karen Weitkunat, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, Interim City Attorney Carrie Daggett, Assistant City Attorney Jenny Lopez Filkins, and City Clerk Wanda Nelson met on Monday, January 5, and the following summarizes the discussions that began at 8:04 a.m. January 6 Regular Meeting Regarding Agenda Item #9 concerning Charter Amendments, the City Attorney’s office has been asked to research if multiple questions related to term limits could appear on the ballot to provide voters with options. Additionally, if Council wishes to propose different terms than staff presented in Ordinance No. 003, 2015, this would occur in the motion adopting the ordinance. It was pointed out that the Fort Collins-Loveland Airport Strategic Plan (Agenda Item #10) is a framework and a future Strategic Plan will include a Work Plan and Financial Plan. For the Capstone Cottages Plan (Agenda Item #12), staff is asked to clarify if this is a typical amendment or if any unusual conditions are being considered for this project. The Agenda will be amended to include a motion to adjourn to January 13. January 13 Adjourned Meeting/Work Session At the request of the Futures Committee, the Work Session will include a Community Build Out Update. This informational item will provide context for future discussions, including the Climate Action Plan – Scenario Analysis and Impact Assessment. City Manager Atteberry proposed having a joint Council Work Session with Loveland City Council in February to discuss the proposed Police Training Facility. Since this item is more time sensitive than the Police Resource Allocation Study, the Study will be moved to the Unscheduled Items list and the proposed facility will be discussed at the January 13 Work Session. (NOTE: Subsequent to the meeting, it was determined that the Police Training Facility discussion will be held on January 27, and the West Nile Virus item will be moved to January 13). As noted previously, a discussion with Loveland City Council will be scheduled for February, with formal consideration occurring in March. Therefore, the order for January 13 will be: 1. Climate Action Plan – Scenario Analysis and Impact Assessment c. West Nile Virus Update Six Month Calendar A Charter Amendment will be added to the January 20 Regular Meeting that addresses the definition of a Service Area Director. Staff proposes this amendment to correct an inconsistency in the Charter and to place the definition of a Service Area in the Code (rather than Charter). Because members of the BAVA neighborhood will be attending the January 20 Regular Council Meeting, it was requested that Naming Streets in Northeast Fort Collins and the tax renewals be placed first and second, respectively, on the Discussion Agenda. Two items have been added to the March 24 Work Session: Broadband Strategic Plan Overview and Social Host Ordinance. The March 31 Work Session has been cancelled. As noted at last week’s meeting, staff is asked to find specific dates for the Unscheduled Items CSU Stadium IGA (Work Session and Regular Meeting). Other Discussion Items: Deputy City Manager Mihelich stated that the meeting with the Lincoln Avenue stakeholders will be held January 12. Prior to the meeting, staff is asked to provide the costs for this project (and who pays for it) and a map that shows the property owners. Interim City Attorney Daggett reported on: 1. She received a call from Councilmember Overbeck regarding the status of the COGA case. The City Attorney’s web page will be updated to include the latest information. 2. At LPT’s request, she has been working on amended rules of procedure and they will be available this week. City Manager Atteberry stated he received a notice of a neighborhood meeting for the development review proposal for Bay Farm Horticulture Center. CSU plans to relocate its Plant Environmental Research Center just north of Spring Creek. Councilmembers are asked to contact him with any questions. Mayor Pro Tem Horak requested that staff regularly monitor and respond to the posts on Fort Collins Coalition for Infrastructure’s (CFI) Facebook page. Mayor Pro Tem Horak met with citizens Betty Aragon and Cheryl Distaso and posed the following: 1. What methods (polling, door-to-door visits, etc.) will the City use to inform and engage the BAVA neighborhoods regarding proposed projects that have been budgeted for 2015-16? 2. When will the crosswalk at Buckingham and 9th Street/Lemay be installed? Will it be a flashing red light? Leadership Planning Team Meeting January 5, 2015 Page 3 of 3 3. What criteria are being used to determine which sidewalk improvements will be done? When will these improvements be completed? 4. How is information being conveyed that training is available through Front Range Community College for the skilled jobs needed to construct the Woodward project? How many jobs will be available as a result of the project? 5. They suggested that the Lincoln Avenue project wait until all neighborhood improvements are completed. 6. How can citizens get a tour of Woodward? Discussion was held regarding the possibility of Councilmembers serving on the Boxelder board and ditch company boards to provide clarity and increase Council awareness and involvement, similar to Councilmember involvement in PRPA. Staff will develop a framework for a Council discussion about the preferred approach going forward. The Mayor and Mayor Pro Tem wish to extend a hearty “Thank you” to the organizers of the City’s holiday party. It was a lot of fun and the organizers did a great job. Mayor Pro Tem Horak recently received a copy of the book, “Walkable City” and recommended that others read it. The discussion ended at 9:48 a.m.
