HomeMy WebLinkAboutMemo - Mail Packet - 1/6/2015 - Leadership Planning Minutes - December 29, 2014City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: December 29, 2014 TO: Mayor and Councilmembers FROM: Wanda Nelson, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Karen Weitkunat, Mayor Pro Tem Gerry Horak, Deputy City Manager Jeff Mihelich, Senior Assistant City Attorney Ingrid Decker, Assistant City Attorney Jenny Lopez Filkins, Chief Deputy City Clerk Rita Knoll, and City Clerk Wanda Nelson met on Monday, December 29, and the following summarizes the discussions that began at 12:04 p.m. January 6 Regular Meeting Charter Amendments will be the first item on the Discussion Agenda. Initially City Clerk staff proposed to change the amount of time to examine an initiative petition from five working days to fifteen calendar days; however, this additional time would negatively impact other election-related deadlines and is no longer being recommended. The City’s Structure Plan Map and East Mulberry Corridor Plan Map are being amended by the Capstone Cottages Plan. The Planning and Zoning Board voted on December 11 to support the amendment. Three neighborhood meetings were held for this item and most of the comments focused on traffic impacts. The summary of each neighborhood meeting will be included with the agenda materials. Six Month Calendar For the January 13 Adjourned Meeting, staff is asked to provide a memo outlining the process that will be followed for the City Attorney finalist list. The January 13 Work Session item Business Incubation Strategy will be replaced with a discussion on future population growth and land use. Staff is asked to find specific dates for the Unscheduled Items CSU Stadium IGA (Work Session and Regular Meeting) and proposed Police Training Facility (Work Session). City Clerk Nelson revealed a draft of the new Six Month Calendar that includes the purpose of the agenda item. Where applicable, the agenda item will include a link where additional information can be found. Other Discussion Items: Deputy City Manager Mihelich reported on: 1. Recent snow removal efforts. There were several problems with the equipment and challenges on the sidewalks at Horsetooth and Lemay. 2. Catholic Charities stated the homeless shelters are not at capacity. Mayor Pro Tem Horak and Councilmember Troxell participated in a discussion last week with representatives from Wellington and Larimer County regarding the Boxelder Stormwater Project and ongoing collections. 4. The Martin Marietta Asphalt Plant received their permit from the State. The deadline for the initiative petition regarding the asphalt plant is January 30. 5. A Lincoln Avenue stakeholders’ meeting will be held January 12. Staff is asked to explain the following: 1. An e-Lab report was included in the December 24 packet. Where are we headed and what are the next steps? 2. How will residents and Transfort users be notified of policy or procedural changes regarding Max and bicycles? 3. Now that most of the homes with restrictive covenants are in compliance in Provincetown, what mechanisms are in place to ensure continued compliance? 4. What are the next steps with the former Crossroads Safehouse facility? Deputy City Manager Mihelich reported that a review is taking place with the planning staff to determine if the facility should remain as one building or split into two structures, an RFP will be issued for non-profit providers to indicate their interest in using the facility, and additional neighborhood meetings will be held to provide information and solicit feedback.
