HomeMy WebLinkAboutMinutes - Read Before Packet - 10/28/2014 - Memorandum From Wanda Nelson Re: Leadership Planning Team Meeting October 27, 2014City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: October 27, 2014 TO: Mayor and Councilmembers FROM: Wanda Nelson, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Karen Weitkunat, Mayor Pro Tem Gerry Horak (participated via telephone), Deputy City Manager Jeff Mihelich, Assistant City Manager Kelly DiMartino, Interim City Attorney Carrie Daggett, and City Clerk Wanda Nelson met on Monday, October 27, and the following summarizes the discussions that began at 8:00 a.m. October 28 Adjourned Meeting/Work Session The meeting will begin with Council considering a motion to adjourn into Executive Session. Following the possible Executive Session will be a discussion on municipal street lighting, and then four Work Session items: On-Bill Financing, Climate Action Plan, Nature in the City, and Economic Health Strategic Plan Update. Under “Other Business” during the Adjourned Meeting, Councilmembers Cunniff and Overbeck will discuss proposed changes to Campaign Finance Provisions. City Clerk Nelson reported that Board and Commission members have been invited to the second “Super Issue” meeting to hear a presentation tonight on Nature in the City. November 4 Regular Meeting Assistant City Attorney Jenny Lopez Filkins was present to answer questions regarding the position profile for the City Attorney position. The profile was created with the Council Committee and the executive recruiter. Items relating to the Transit-Oriented Development (TOD) Parking Study will be discussed on November 4. If Council elects not to adopt the new TOD requirements, staff will bring an extending ordinance on November 18. Staff is asked to reach out to Clint Skutchan to solicit feedback from the realtor community. Six Month Calendar Staff is recommending the name “Pinion” for the new Vine Street. This will be discussed on December 16. Staff should bring the RMI Business Update to the URA Finance Committee or the Council Finance Committee prior to the January 13 Work Session discussion. A West Nile Virus (WNV) discussion will be added to the January 27 Work Session. Leadership Planning Team Meeting October 27, 2014 Page 2 of 2 A Road to Zero Waste Update has been added to the Unscheduled Items – Work Session. When this discussion occurs, staff is also asked to provide information on the Larimer County Landfill. A memo was included in the Thursday packet regarding APU’s. It was requested that staff schedule a Work Session to discuss APU’s and their impact on VRBO’s and Airbnb’s. Other Discussion Items: Recruitment efforts are underway for Board and Commission openings. Advertising has occurred via Facebook, Twitter, newspaper ads, City’s website, and flyers. Assistant City Manager DiMartino noted that, at the Work Session on October 11, Council suggested that staff reconsider the name of the Capital Improvement Program tax extension (instead of BOB 2.0). She reported that staff believes it will be a challenge to rebrand at this point in the process, anticipating that a campaign committee may want to rebrand again in January, and was seeking feedback on how to proceed. It was suggested that year 2025 (when the extension would expire) could be incorporated into the name during this interim period. Deputy City Manager Mihelich reported on: 1. A SAR will be forthcoming about a concern expressed over police officers having shotguns in police vehicles. 2. Power outages were reported yesterday. Once it is complete, an after-action report will be provided. 3. Beth Sowder has been named the Interim Social Sustainability Director. 4. Chief Sustainability Officer Bruce Hendee and Deputy Police Chief Jerry Schiager will be traveling with Mr. Mihelich to Eugene, Oregon to learn about that city’s efforts to address homelessness. Their findings will be presented at the November 25 Work Session. A number of questions were raised during the October 21 discussion on the 2015-16 budget. These items will be addressed in a follow-up memo from staff. A letter was included in the Thursday packet from the Clydesdale Park HOA commending the work of Darin Atteberry, Karen Cumbo, Laurie Kadrich, and Jason Holland on the Clydesdale Park annexation. Mayor Weitkunat and Mayor Pro Tem Horak asked that their thanks and appreciation be provided to staff in acknowledgement of this good work. Earlier this spring, the Mayor received a letter from the Housing and Urban Development about their “Mayor’s Challenge” to end veteran’s homelessness. Staff is asked to verify if the City has participated in the challenge, and summarize the efforts the City has undertaken to address the issue of homelessness, including the Red Tail Ponds project.
