HomeMy WebLinkAboutMemo - Read Before Packet - 10/7/2014 - Memorandum From Wanda Nelson Re: Leadership Planning Team Meeting October 6, 2014City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: October 6, 2014 TO: Mayor and Councilmembers FROM: Wanda Nelson, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, Assistant City Managers Wendy Williams and Kelly DiMartino, Interim City Attorney Carrie Daggett, and City Clerk Wanda Nelson met on Monday, October 6, and the following summarizes the discussions that began at 8:00 a.m. October 7 Regular Meeting Consent Agenda Item #7 concerns the Clydesdale Park Annexations. Upon annexation, $80,000 will be transferred to the City from the Public Improvement District (PID). In a “Read Before” memo, staff is asked to address how these funds will be spent. Feedback was received that there was a lot of information in Natural Areas Master Plan (Consent Agenda Item #11) about what has been done in the past and it was suggested that perhaps more information is needed about future efforts. Staff was commended for the quality of the Poudre River Downtown Master Plan (Discussion Item #17). Although not shown on the public outreach summary, a presentation was given to the Commission on Disability and received their full support. Six Month Calendar Staff is asked to schedule Work Session time for CDOT Regional Director Johnny Olson to provide an update on the I-25 corridor and plans for funding needed improvements. Attached to the minutes is a handout (I- 25 North Construction Options) from last Thursday’s MPO meeting attended by Mayor Pro Tem Horak. At the Work Session on Saturday (October 11, 8 a.m. – Noon, Senior Center), a discussion will be held about the Vine and Lemay intersection and the possibility of adding a tax for funding the needed improvements to this intersection. The November 4 Executive Session is no longer needed. The Charter Amendments discussed at Work Session earlier this year will be added to the January 6 Regular Meeting. Additionally, staff is discussing the possibility of another Charter Amendment related to the recent organization with the Deputy City Manager and more information will be provided in a memo for the Thursday packet. Leadership Planning Team Meeting October 6, 2014 Page 2 of 3 City Clerk Nelson reported that the appellant’s attorney was unavailable on November 4 for the Summit Appeal; therefore, staff is determining if both parties are available December 2. The deadline to hear this appeal is December 6. Other Discussion Items: Deputy City Manager Mihelich reported on: 1. The “Butterfly Building” noted in last week’s LPT minutes will go before the LPC on Wednesday. 2. An email was sent on Friday that provides a summary of the public outreach for English Ranch Park Community Garden. 3. The Governor has created an Oil and Gas Task Force to explore state initiatives relative to oil and gas activities. Where appropriate, the LRC will be asked to weigh in on the recommendations of the Task Force. Assistant City Manager DiMartino reported an open house was held last week to discuss marijuana growing in commercial settings. Four people attended the meeting, and a summary will included in the Thursday packet. City Manager Atteberry reported on: 1. CSU President Dr. Tony Frank will be meeting with Council at the October 14 Work Session. In addition to an update on the stadium, Dr. Frank will be asked to address the possibility of pedestrian over/under passes for students, housing, and off-campus parties. 2. Staff was asked to provide a memo that gives context regarding the proposed changes to the Gardens (about which Council has been receiving feedback). 3. Two events occurring this weekend that involved Police Services: an off-campus party and an officer-involved shooting. 4. At the request of Team Fort Collins, he will be meeting with Councilmembers to discuss a social host ordinance, which would hold party hosts responsible for underage drinking. Staff is asked to: 1. In light of the emails received about a pool at the SE Recreation Center, provide a memo for the Thursday packet that gives a recap of the three swimming pools in town, how they came about, etc. 2. Provide an update on the August incident in Avery Park where a man was beaten. 3. Provide a memo addressing whether staff feels the current standards are adequate and what could be different relative to the Encompass Project. 4. Provide the current status of the utilities on-bill financing program for the Thursday packet. 5. Describe the measurable objectives as they relate to the Housing Study and how we know when the objectives have been obtained. Staff was commended for the information included in the October 2 Thursday packet on revenue diversification and railroad operations. A petition was received for the installation of a crosswalk across West Elizabeth Street in front of the Woodbridge Apartment building (attached).
