RE: Leadership Planning Team (LPT) Meeting
Mayor Karen Weitkunat, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager
Jeff Mihelich, Interim City Attorney Carrie Daggett, Assistant City Attorney Jenny Lopez Filkins, and City
Clerk Wanda Nelson met on Monday, September 29, and the following summarizes the discussions that
began at 8:03 a.m.
City Attorney Recruitment
Assistant City Attorney Jenny Lopez Filkins was present in case there were any questions regarding the City
Attorney recruitment process. A resolution will be considered by Council on October 7 to hire the search
firm. (At this point, Assistant City Attorney Jenny Lopez Filkins excused herself and Interim City Attorney
Carrie Daggett joined the meeting.)
September 30 URA Board Meeting/Work Session
The Finance Committee reviewed the two discussion items on the URA Board Meeting Agenda: Policies and
Procedures Relating to Financial Management for the URA; and a redevelopment agreement between the
URA and Northern Colorado Feeders Supply, Inc.
At the request of the LPT, a possible Executive Session will be added to the URA agenda.
For the second item on the Work Session (Commercial Water Allotments), staff is asked to prepare a “Read-
Before” memo that addresses the following questions:
1. Why is this item coming to Council?
2. What problem are we trying to fix?
3. Why do we think it’s a good idea to make this change?
Materials for the Work Session topic Utilities Administration Building item will be made available this
afternoon.
October 7 Regular Meeting
City Clerk Nelson reported that a citizen group plans to bring forward a petition under “Citizen
Participation” that outlines their desire to have an indoor leisure pool and lap pool included in the plans for
the Southeast Recreation and Arts Center.

County Manager Linda Hoffman requested that Council consider a resolution in support of the jail tax. At
the request of LPT, staff is asked to prepare a resolution for the October 7 meeting. Council is asked to
contact City Manager Atteberry with any questions or concerns regarding this resolution.
A Staff Report will be provided on the Mulberry bridge traffic detours.
Six Month Calendar
After the LPT meeting adjourned, City Clerk Nelson learned that CDOT is not ready to present their item
“Major Road Construction Process” at the October 14 Work Session. As soon as a future date has been
identified, staff will add this item to the Six Month Calendar.
The Summit Parking Garage Appeal has been scheduled for November 4, pending availability of the
applicants and appellants. This item will be heard first that evening.
Two separate Work Sessions have been identified to discuss homelessness (November 25 and February 24).
Staff is asked to provide wording for the Calendar that clearly identifies what will be discussed at these
Work Sessions.
A memorandum was included in the September 25 Thursday packet about Adequate Public Facilities and
this item is listed under “Unscheduled Items” on the Calendar. In a memo for the Thursday packet, staff is
asked to clearly define the issue and provide concrete examples.
Other Discussion Items:
City Clerk Nelson reported that petition representatives intend to deliver their disposable bag referendum
petition this afternoon. Should the referendum petition be found sufficient, staff will present two options
at the October 21 meeting for Council’s consideration:
1. Repeal the disposable bag ordinance; or
2. Refer the ordinance to a vote of the registered electors.
At the suggestion of LPT, staff is asked to have a resolution listed on the October 21 Agenda that furthers
the City’s efforts to achieve Road to Zero Waste goals.
Deputy City Manager Mihelich reported on:
1. The “butterfly building” located on the site where the new Utility Administration building is
planned. Interim City Attorney Daggett will send out a memo with additional information.
2. The Housing Affordability Policy Work Session scheduled for November 25. City Manager Atteberry
and Interim City Attorney Daggett will be calling Councilmembers as concern was expressed by
Councilmember Cunniff about the Mall Redevelopment Agreement and affordable housing.
3. He will be providing a memorandum for the Thursday packet on the English Ranch community
garden that addresses the status of the garden, lessons learned, and the proposed process for
addressing future community gardens.
Interim City Attorney Daggett noted her office will be providing memorandums for the Thursday Packet
that address:
1. A recent question regarding Natural Areas funding and the Downtown River Plan; and
2. A recent SAR regarding contaminant testing and retail sales of marijuana.

City Manager Atteberry reported on:
1. Consultant Julie Novak will be talking with Councilmembers regarding the City Manager’s
evaluation (scheduled for November 12). Interim City Attorney Daggett is requesting some form of
evaluation of her performance at that time and will be discussing this further with
Councilmembers.
2. In 1:1 meetings with Councilmembers, City Manager Atteberry will be following-up on the Energy
Capacity Fee ordinance.
3. A recent news article by The Coloradoan editorial board indicated that City Manager Atteberry is
“obviously frustrated” with the homelessness issue. He would like to clarify that this is a
challenging, complex issue with a lot of varying opinions; his frustration only comes from the fact
that this is a difficult issue that is not easily resolved.
Mayor Pro Tem Horak suggested that staff develop a process that gives enough time for review and public
comment after a study is conducted and a final report is issued.
Mayor Pro Tem attended an information session hosted by the Department of Justice (DOJ). The DOJ offers
mediation and a community relations service that helps citizens and neighborhoods work with municipal
providers on community issues. Deputy City Manager Mihelich will review the materials provided during
the session to determine how the City could use this service.
It was suggested that the “PRPA Stakeholder Report” be placed in the Thursday Packet.
Mayor Pro Tem recently met with citizens concerned about the asphalt plant, Senator Kefalas,
Representative Randy Fischer, and staff. In a memo for the Thursday packet, staff is asked to report if an
ingress/egress route to the asphalt plant has been established that would mitigate the impacts of the truck
traffic. Additionally, staff is asked to list what monitoring measures are in place.
Mayor Weitkunat noted that the CML Board is in the initial stages of discussing a URA bill and will provide
more information at tomorrow night’s URA Meeting under “Commissioner Reports.”
Mayor Weitkunat suggested that a summary of all railroad activity in Fort Collins (location of tracks,
switches, and spur lines; names of the railroads) would help direct discussion on how to address current
and future concerns regarding the railroads.
In a memo for the Thursday Packet, staff is asked to provide a timeline for the opening of the FOCO café.
