HomeMy WebLinkAboutMinutes - Read Before Packet - 9/23/2014 - Memorandum From Aimee Jensen Re: Leadership Planning Team Meeting September 22, 2014City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: September 22, 2014 TO: Mayor and Councilmembers FROM: Aimee Jensen, Deputy City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Karen Weitkunat, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, Assistant City Manager Wendy Williams, Interim City Attorney Carrie Daggett, Assistant City Attorney Jenny Lopez Filkins and Deputy City Clerk Aimee Jensen met on Monday, September 22, and the following summarizes the discussions that began at 8:01 a.m. City Attorney Recruitment Assistant City Attorney Jenny Lopez Filkins stated City Attorney staff will prepare a resolution for Council to consider on October 7 selecting the recruiter. Mayor Pro Tem Horak requested that staff include reasons used in selecting a recruiter. (At this point, Assistant City Attorney Jenny Lopez Filkins excused herself and Interim City Attorney Carrie Daggett joined the meeting.) September 23 Regular Meeting Mayor Weitkunat suggested the order of the discussion items be rearranged as follows: 1. COGA Appeal 2. Greeley Pipeline 3. Budget Hearing City Manager Atteberry noted that Councilmember Overbeck and Cunniff will do a site visit of the Brinks property, as well as Real Estate Specialist Lindsay Kuntz. Interim City Attorney Daggett stated she will attend. Mayor Pro Tem Horak stated this site visit will highlight a different part of the property than the previous site visit. A brief staff presentation will explain that continuing this item from last Tuesday allowed staff more time to answer Council questions, provide a site visit, as well as continue to work towards resolution of the title issue. Although no staff presentation is planned for the COGA Appeal, Community Development and Neighborhood Services Director Laurie Kadrich will give a brief introduction. Mayor Weitkunat noted that the focus for the Budget Public Hearing is for public input. Atteberry stated this is also a venue for Council to receive information concerning the Budget. He stated that staff will Leadership Planning Team Meeting September 22, 2014 Page 2 of 3 provide follow-up to questions posed by the public at this hearing. The Mayor requested a memo providing context for the request to fund an Executive Director for FCPAN. September 23 Work Session Atteberry stated that the Loveland City Council will also be discussing the Regional Training Campus for Law Enforcement at its September 23 meeting. Staff has reviewed several options for financing this project. Horak requested that information be provided showing a cost vs. benefit analysis for a Regional Training Campus. Horak expressed concern over budget items that have a long history of being underfunded, (i.e., Street Oversizing). Deputy City Manager Mihelich stated he will provide information at the September 23 work session. Horak expressed frustration that the responses to his Budget questions were more justification than solutions; for example, working with the DDA to fund the Montezuma Alley offer. Deputy City Manager Mihelich stated he will provide Council with information regarding a Social Host ordinance. October 7 Regular Meeting Under Consent Calendar Follow-up, staff will be prepared to provide detour information related to the West Mulberry Bridge replacement project. Mayor Pro Tem Horak requested that a detailed map be included. Deputy City Manager Mihelich noted the Clydesdale Park Annexations are on the Consent Calendar. It was noted that the Housing Affordability Policy item has been rescheduled from October 7 to the November 25 meeting. Six Month Calendar A coordinated presentation with the Colorado Department of Transportation was tentatively added to the Oct. 14th work session agenda to discuss, in general, how road projects are handled. Interim City Attorney Daggett stated the Marijuana Cultivation item was postponed to October 21 to allow for more public input. Interim City Attorney Daggett noted that she will be bringing forward two ordinances for Council consideration regarding ethics code changes; one addressing the complaint process and the other for definitions. She noted this was in response to a follow-up with the Ethics Review Board. She hoped to have the ordinances ready for the October 21 meeting. Adequate Public Facilities Underfunding was added to the Six Month Calendar Unscheduled Items. Leadership Planning Team Meeting September 22, 2014 Page 3 of 3 Other Discussion Items: City Manager Atteberry reported on: 1. A joint meeting with the City of Loveland is being scheduled regarding the Airport. 2. Front Range Community College has requested he serve on an Advisory Committee. 3. Article entitled Good Governance Does Exist! (Attached for reference). In response to a question from Mayor Weitkunat regarding the naming of a natural area, Williams provided an update. Staff is currently reviewing the approximately 160 names suggested by the public. Three options will be presented to the Land Conservation and Stewardship Board, which will make a recommendation to the Council this fall. Weitkunat asked that the name convey that the site was once a homestead. Deputy City Manager Mihelich stated a considerable amount of time was spent gathering input from the English Ranch neighbors; however, there are still some people upset about the community garden. Deputy City Manager Mihelich reported on the time spent in the Old Town area Saturday evening to evaluate public smoking impacts, noting that Councilmembers Overbeck and Troxell were also in attendance. Staff will provide Council with options to consider in the near future. Horak suggested that the Colorado State University Welcoming Committee provide two different brochures to better reach the target audience. He noted the current brochure is useful for owner occupied residences; however, a different approach needs to be taken for student residents. Mayor Weitkunat expressed concern about the implementation process for the disposable bag ordinance. City Manager Atteberry confirmed that staff is moving forward with implementation and enforcement. Mayor Weitkunat suggested that when the City hosts events, such as the recent Downtown Colorado Inc., (DCI), annual conference, we evaluate the benefit to the City. Atteberry agreed this would be a good practice and requested that Deputy City Manager Mihelich operationalize this task. Mayor Pro Tem Horak requested an “after action review” of the Encompass project. Were any variances granted for the project? He expressed concern that the scale of the project may not be appropriate for the location and asked for clarification of what can be built on both sides of the Poudre River Bank. Interim City Attorney Daggett noted that the October issue of Better Homes and Garden edition has an article regarding Fort Collins. The discussion ended at 10:11 a.m.
