RE: Leadership Planning Team (LPT) Meeting
Mayor Karen Weitkunat, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager
Jeff Mihelich, Assistant City Managers Wendy Williams and Kelly DiMartino, Interim City Attorney Carrie
Daggett, and Deputy City Clerk Aimee Jensen met on Monday, September 8, and the following summarizes
the discussions that began at 8:00 a.m.
September 9
In response to a Council request, information was sent to Council regarding the drilling platforms used in
determining the City’s Budget.
Mayor Pro Tem Horak suggested the Budget presentation include the rigor that went into evaluating the
City’s base budget. He expressed concern that the format of the budget document encourages a
disproportionate amount of focus on the enhancements. Assistant City Manager DiMartino stated that the
dashboard is one of the metric used in evaluating the core budget.
City Manager Atteberry mentioned the budget open house that was held last Thursday.
September 16
Staff is responding to questions Councilmember Cunniff has regarding Item #6 (Shields Street Widening and
Cache la Poudre Bridge Replacement).
Mayor Pro Tem Horak inquired as to what the error is that is being corrected in the amendment to the Land
Use Code. (Several items pertaining to retail marijuana establishments were inadvertently left out after the
last customary annual changes to the Land Use Code were adopted).
City Manager Atteberry stated Executive Director Matt Robenalt will present a progress report regarding
the redevelopment of the downtown area. He indicated this presentation will be approximately 10 minutes
and presented under Staff Reports.
Deputy City Clerk Jensen noted that Item #11 (Greeley Pipeline) is on discussion due to the split vote and
that staff is not planning on making a presentation unless requested.

Deputy City Clerk Jensen stated that Item #12 (Two or More Persons Cultivating Marijuana) will have a brief
presentation.
Mayor Weitkunat requested that a motion to adjourn the September 16 meeting to September 23 be
prepared.
Six Month Calendar
Assistant City Manager Williams stated she has a short ‘good news’ item to add to the October 7 meeting.
She stated the Natural Areas Department has received two Blue Grama Awards: one for reintroduction of
the black footed ferret and the other for riparian restoration projects along the Poudre River. Assistant City
Manager Williams noted that Council will be adopting the Natural Areas Master Plan that evening as well.
Mayor Pro Tem Horak stated that consideration of the COGA Resolution will be held after the Executive
Session on September 23.
Other Discussion Items:
City Manager Atteberry reported on:
1. Update on Martin Marrietta Materials contract.
2. Thanked Mayor Pro Tem Horak for bringing the Energy Environment Natural Resources
Conference to Fort Collins.
3. ELT meeting at Hughes Stadium.
4. Denver Post news article regarding municipally owned broadband.
5. Status of the Downtown Business Association (DBA board will be meeting September 15th to
discuss).
6. Eugene Oregon visit regarding homeless issues (Staff will be travel there to discuss this issue).
7. Editorial in Greeley Tribune regarding police officer names reported in the media that have
been involved in a shooting.
City Manager Atteberry stated Neighborhood Services Manager Beth Sowder and her staff will be
downtown Fort Collins September 19 to evaluate smoking issues. He stated Neighborhood Services
Manager Sowder and her staff will be meeting at Police Station District 1 at 11:00 p.m. on September 19
and has invited Council to attend.
Assistant City Manager DiMartino stated CPIO is checking on available venues in which to hold the State of
the City event; either the last week of January or the first week of February. She stated they will have a date
set prior to next week’s LPT meeting. This event will be held on either a Wednesday or a Thursday.
Assistant City Manager DiMartino stated that attendance for the Downtown Colorado Inc., 2014 Annual
Conference, so far, is not what they were hoping for, however, the feedback she has heard from attendees
is that they are excited to come to Fort Collins. She stated PDT Director Karen Cumbo will lead a discussion
on downtown development and that other City staff will be presenting and leading tours. City Manager
Atteberry stated he will be doing two presentations, one on Continuous Search for Excellence and leading a
lunchtime panel about urban redevelopment.

Interim City Attorney Daggett stated the Ethics Review Board is meeting in 12 days and that based on this
meeting, will write an ordinance for Council’s consideration.
Mayor Pro Tem Horak stated Senior Environmental Planner Susie Gordon was very helpful with questions
he had regarding outreach efforts to retailers with respect to disposable bags. Deputy City Manager
Mihelich stated the internal working group will be meeting this week. He stated they will be researching
other municipalities and should have an update by the end of the month. Mayor Pro Tem Horak suggested
a work session be held once the team has completed their research.
Assistant City Manager DiMartino stated the board for the Fort Collins Convention and Visitor’s Bureau will
be meeting this Friday to finalize a timeline for recruiting a new director. She noted that they will likely
begin their search for a new director in January.
Mayor Weitkunat stated they have received five responses to their request for services for the City
Attorney search. She stated they will make a decision September 15 as to which company is selected to
conduct the recruitment process.
Mayor Weitkunat was VERY complimentary of the flower pots around the City and wished to have the staff
acknowledged.
Mayor Weitkunat reported on her meeting with the Colorado Springs Mayor and their key staff to discuss
what they could learn from us.
Mayor Weitkunat highlighted a memo she received from Platte River, regarding the quarterly lease
payment for dark fiber. She suggested that the information be shared with Council.
Assistant City Manager Williams stated that staff wished to convey their heartfelt thanks to Mayor
Weitkunat for her presentation at the Black Footed Ferret event. Mayor Weitkunat expressed her
enthusiasm for how well it was done.
Deputy City Clerk Jensen reported that Director of Social Sustainability Mary Atchison was available as early
as November 25 to discuss with Council activities related to homelessness. City Manager Atteberry will
discuss the timing with ELT.
Deputy City Clerk Jensen stated that the referendum petition forms were filed with the Clerk’s office on
Friday September 5 to review the form of the petition. Clerk staff will examine each page of every petition
section before approving them for circulation. She stated they anticipate the forms will be approved
Tuesday September 9 which will start the clock on the 20-day circulation period; making the deadline to
submit completed petitions Monday September 29.
