RE: Leadership Planning Team (LPT) Meeting
Mayor Karen Weitkunat, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager
Jeff Mihelich, Assistant City Managers Wendy Williams and Kelly DiMartino, Interim City Attorney Carrie
Daggett, and City Clerk Wanda Nelson met on Monday, August 25, and the following summarizes the
discussions that began at 8:01 a.m.
August 26 Skyview GID/Work Session
The Skyview GID Meeting will be held in the Council Information Center (CIC) as a Work Session will be held
immediately thereafter.
The Work Session items include:
1. Status Report on 2015-2016 Budget. City Manager Atteberry has been discussing the
recommended budget in his 1:1’s with Councilmembers. The Finance Committee received an
update on financial conditions, and a community meeting is being held September 4.
2. 2014 Bicycle Master Plan Update.
3. Midtown in Motion: College Avenue Transportation Study. Staff will be presenting alternatives for
Council’s feedback.
4. West Central Area Plan. As with #3 above, Council will be asked to provide feedback on the
presented alternatives.
September 2
The team who developed the “Special Agency Session” (for citizens who receive illegal camping tickets and
other violations) will present a Staff Report on September 2 to provide information about the program.
Once they are received, staff is asked to send the Air Quality Advisory Board’s recommendations regarding
the Martin Marietta Materials draft construction permit. Council will be considering the adoption of these
recommendations in a resolution.
Council will be considering an easement to the City of Greeley for the Greeley Bellvue Pipeline. Interim City
Attorney Daggett will be providing a memo to Council regarding this item.
In order to fit the County’s timeline with CDOT and federal requirements, the North Shields Street Bridge
Improvement Project has been added to the September 2 agenda. The County is requesting permanent
right-of-way and temporary easements on five City properties.

The September 2 meeting will be adjourned to September 9 for a possible Executive Session.
Six Month Calendar
The Larimer Humane Society has requested that their item - a resolution supporting the Larimer Humane
Society’s November tax initiative - be moved to October 7 to accommodate their schedule. This item will
be placed on the Consent Agenda.
Phase II of the Smoking Ordinance Expansion is scheduled for Council’s consideration on October 21. Staff
will be meeting to discuss the challenges with enforcing Phase I, especially as it concerns the enforcement
of smoking on outdoor patios.
The Electric Capacity Fee Clarification Ordinance has been added as a Discussion Item to the October 7
Regular Meeting.
Staff is asked to look at possible dates for the State of the City Address typically held in January-February.
Due to health and safety concerns raised by Police Services and PFA, Assistant City Manager DiMartino
reported that staff is prepared to present an ordinance for Council’s consideration that would prohibit two
or more persons from joining together to cultivate marijuana in a non-residential structure. Staff is asked to
prepare a memo for the Thursday packet that outlines the concerns.
Other Discussion Items:
City Manager Atteberry reported on:
1. Panhandling Campaign: The non-profit providers (who work with individuals who are homeless)
were included in initial conversations regarding the panhandling campaign, and staff will be
checking with them to determine if they have concerns about the materials created. City Manager
Atteberry has been discussing the campaign with Councilmembers and is pondering what the next
steps will be.
2. He will be sending a letter to Dr. Tony Frank about the possibility of creating a new leadership
group that address concerns mutual to the City of Fort Collins and CSU.
3. A meeting will be held with The Coloradoan editorial board on September 24 to discuss
panhandling and the budget.
4. The City Manager’s Office is working on an administrative policy that will provide guidance to staff
when working with Councilmembers who conduct business with the City as part of their “day” jobs.
5. A dedication plaque for the expansion of the Senior Center has been created that lists the
currently-seated Councilmembers. For new buildings, it has been the City’s practice to list the
Councilmembers who made the decision to build the facility and list the Councilmembers who are
seated at the time the building opens. For renovations, only the seated Councilmembers are
included on the plaque. Leadership confirmed that staff should be working on an administrative
policy that formalizes this practice.
City Clerk Nelson reported on:
1. There is a meeting this evening scheduled with members of Boards and Commissions to discuss
“BOB 2.0.”
2. At the direction of the City Manager, she sent an email to Councilmembers last week asking for
their feedback (by August 29) regarding improvements to the elections process.

Deputy City Manager Mihelich noted that staff met with a group of citizens interested in a kayak park. A
permit has been applied for through the Army Corp of Engineers.
Assistant City Manager Williams reported on that staff is working on ways to implement the direction given
in the disposable bag ordinance concerning the City’s use of disposable bags. Staff is asked to look at other
cities who have implemented a similar program to learn the methods they used to reduce disposable bag
usage.
Assistant City Manager DiMartino reported the RFP for the selection of the recruiter (to facilitate the City
Attorney hiring process) was sent out on Friday.
Interim City Attorney Daggett was pleased to report that a Water Attorney has been hired and more
information will be forthcoming.
In the form of a SAR, staff is asked to address an email sent to City Leaders on Saturday regarding the width
of sidewalks on College Avenue (north of Horsetooth). There is a concern that the sidewalks being
constructed are less that twelve foot wide.
Mayor Weitkunat met with the Planning and Zoning Board regarding the topics of Transit Overlay
Development (TOD) and Additional Permitted Use (APU). Additional conversation will be held with Council
at the October 21 Regular Meeting to discuss minimum parking standards.
Mayor Weitkunat attended the opening of the exhibit celebrating Fort Collins’ 150 Anniversary and stated it
was wonderful.
