RE: Leadership Planning Team (LPT) Meeting
Mayor Karen Weitkunat, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager
Jeff Mihelich, Assistant City Managers Wendy Williams and Kelly DiMartino, Interim City Attorney Carrie
Daggett, Assistant City Attorney Greg Tempel, Graduate Management Assistant Travis Machalek, and City
Clerk Wanda Nelson met on Monday, July 21, and the following summarizes the discussions that began at
8:00 a.m.
July 22 Adjourned Meeting/Work Session
Assistant City Attorney Tempel was present for the discussion on Item #3 concerning the process for the
appointment of a City Attorney. In the AIS, staff presented three options for Council’s consideration,
including the use of a recruiter. In a “Read Before” memo, staff is asked to address the following:
1. What are the benefits of using a recruiter?
2. Are there recruiting companies who specialize in hiring City Attorneys?
3. Please provide information from other municipalities on their choice to use a recruiter.
At the conclusion of this discussion, Interim City Attorney Daggett joined the meeting and reported that
Agenda Item #1 regarding The Summit on College clarifies Council’s actions on the appeal.
Council will be considering a resolution (Agenda Item #2) to certify the property tax distributions to the
DDA.
For the Work Session discussion on the Renewal of the ¼ cent Capital Improvement Program and ¼ cent
Street Maintenance Tax, staff is asked to include information about possible outside funding sources (such
as Larimer County, DOLA, etc.) that the City may partner with on certain projects.
Regarding the second Work Session item (Social Sustainability Department Strategy), staff is asked to
address the following:
1. The agenda materials report that there are approximately 250-300 individuals who are homeless in
Fort Collins at any given time; however on page 84 there is a statistic that states 1000 children are
homeless during the school year. Please provide an explanation.
2. Please explain the acronym “IDIS” used on page 85.
3. On page 99, it states that “58% of the residents in Fort Collins between the ages of 18-24 live in
poverty, because of the high student population.” How does this statistic compare with other US
cities? Is this rate typical for a college town?

4. The chart on page 100 on “Economic Diversity” is difficult to read due to the colors used and the
legend is unclear what is being described by color.
5. Rather than using the name of a specific non-profit provider, it was suggested that the type of
service being provided could be included instead. This was done on page 85 regarding partnering
with the Matthews House.
6. It was suggested that words such as “explore, focus, or partner” could be used to provide more
flexibility and remove the appearance that a certain effort would be funded. This was noted on
page 107 regarding funding for transit.
Six Month Calendar
There will not be a Work Session on July 29, and the August 5 Regular Meeting has been cancelled for
Neighborhood Night Out. The July 28 LPT meeting has been cancelled but LPT will be held on August 4.
Other Discussion Items:
City Clerk Nelson reported on:
1. CML sent a memo dated July 11 regarding the annual appointments to CML’s Policy Committee. It
was requested that a resolution be prepared listing the current members (Councilmember Troxell
and City Manager Atteberry) to fill these appointments.
2. Title VI Coordinator Emily Sander will be sending an email to board and commission members
requesting their participation in a voluntary and confidential “self-identification” survey asking for
their gender and ethnicity. This survey is being sent to help staff get a better understanding of
where outreach efforts may need to be extended and as part of federal grant reporting
requirements.
Assistant City Manager DiMartino reported on:
1. The staff presentation at the NLC Conference regarding energy, environment, and natural
resources.
2. As noted last week, the project to allow public access to Council email will “go live” this week.
In an effort to mitigate the extreme heat conditions in public schools that don’t have air conditioning,
Assistant City Manager Williams reported that the school district will be dismissing students early for the
first two weeks of school. The district will offer after-school options for the students, and employers are
asked to be sensitive to this change if employees need to adjust their schedules accordingly.
Deputy City Manager Mihelich reported on:
1. The community garden in English Ranch looks much different as a result of lowering the
surrounding fence. There will be another neighborhood meeting, at which two alternative
locations will be discussed.
2. The Open Streets community event held this past weekend. Staff was commended for their efforts
on this event. The Open Streets event initially planned for September will be held next summer at
the request of local businesses.
Staff is asked to create a process to address requests for Council emails (when emails are requested under
the Colorado Open Records Act).

Staff is asked to address the following items from the July 17 Thursday packet:
1. Utility staff was commended on their work regarding the July 15 memo, “Advancement of Top
Priority Stream Restoration Projects.” It was requested that this memo be provided to the Fossil
Creek Meadows HOA. City Manager Atteberry will be meeting with Utilities Executive Director
Kevin Gertig to discuss the next steps and explore the possibility of inter-fund loans to pay for the
projects.
2. A letter was received from the Senior Advisory Board concerning various projects (that serve senior
citizens) that are not along transit routes. Please address their concerns in a SAR.
3. Please provide a copy of the memo concerning the APU process to the citizens who have been
involved in this discussion.
Regarding the 4th of July parade, what could be done to make it better and encourage participation? It was
suggested that this parade is intended to be a smaller-scale community celebration (versus a larger parade,
such as the St. Patrick’s Day Parade). It was also suggested that the judging stand could be moved toward
the end of the route.
Mayor Weitkunat was in D.C. last week as a part of the President’s Task Force on Resiliency and Climate
Change. President Obama attended the meeting for about thirty minutes and Mayor Weitkunat got to
meet him. A report from the Task Force is being drafted. While in D.C., Mayor Weitkunat met with some of
Colorado’s elected officials about transportation, train horn noise, and the recovery efforts from the fires.
Mayor Pro Tem Horak and Councilmember Troxell will be traveling to Minneapolis to meet with others to
hear how the impacts of the recently-built university stadium were mitigated.
