RE: Leadership Planning Team (LPT) Meeting
Mayor Karen Weitkunat, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager
Jeff Mihelich, Assistant City Managers Wendy Williams and Kelly DiMartino, Deputy City Attorneys Carrie
Daggett and Paul Eckman, and City Clerk Wanda Nelson met on Monday, July 7, and the following
summarizes the discussions that began at 8:03 a.m.
July 8 Work Session
The Mayor is calling a Special Meeting for the consideration of an Executive Session and a resolution
appointing an interim City Attorney. Deputy City Attorney Daggett reported that Special Meetings are
conducted in the same manner as Regular Meetings and, as such, include the Pledge of Allegiance, City
Manager Agenda Review, and Citizen Participation. It was requested the resolution indicate that
compensation for the interim City Attorney be discussed at an Adjourned Meeting on July 15.
The City Council Work Session and URA Work Session will follow the Special Meeting.
July 15 Regular Meeting
Two staff reports will be given this evening:
1. High Park Fire Remediation, and
2. Nature in the City.
Over the weekend, Councilmember Campana sent an email suggesting a postponement of the second
reading of the disposable bag ordinance to allow time for more citizen outreach and data collection. If
Council is comfortable with this approach, then the postponement would be placed on the July 15 Consent
Agenda, with the Council considering second reading on August 19. Staff is asked to include the following
information in the AIS:
1. What is the cost to administer the disposable bag program as passed on first reading?
2. Is data available that indicates how many times disposable bags are reused?
Six Month Calendar
For the July 22 Work Session item Renewal of the ¼ cent Capital Improvement Program and ¼ cent Street
Maintenance Tax (“BOB 2.0”), staff will be presenting a proposed list of capital improvement and street
projects. The feedback received from the public outreach efforts will be presented at the September 30
Work Session, and Council will be asked to narrow the project list. Staff is asked to provide a map that
shows the projects that were a part of the original BOB tax. Staff is attempting to find an alternate date to
the November 25 Work Session on BOB 2.0 (as that is Thanksgiving week).

Other Discussion Items:
City Clerk Nelson reported that a memo was included in the Thursday packet regarding the board and
commission system. As noted in the memo, staff will be scheduling a “Super Issue” meeting with board and
commission members in August to discuss “Midtown in Motion.” A second meeting will be scheduled in
October for BOB 2.0.
Assistant City Manager DiMartino reported that staff will be collecting information from communities
involved in the AARP Age Friendly Communities Network to learn about the amount of time and resources
it takes to participate.
City Manager Atteberry reported on:
1. He has received many emails with expressions of condolences for Steve Roy’s passing.
2. As a follow-up to the discussion held during the City Attorney’s evaluation, Council and staff will be
meeting to discuss the SAR process.
3. Mayor Pro Tem sent a draft resolution regarding on-bill financing. Staff is reviewing the resolution
and will set up a meeting to discuss it further.
4. He received favorable comments regarding the 4th of July events. Information will be forthcoming
regarding the number of calls received for police intervention.
Staff was commended for scheduling a meeting on July 8 with the Fossil Creek Meadows HOA to discuss
their concerns regarding the Mail Creek. Staff is asked to provide a memo outlining the results of the
meeting and include a map of the area.
Staff was commended for the good information included in the June 30 memo regarding Wetland
Mitigation and Development Review Process from Lindsay Ex, Senior Environmental Planner.
The Fort Collins Housing Authority is requesting a return of $3,072 Payment in Lieu of Taxes (PILOT) money
from the City of Fort Collins. Staff is asked to provide information regarding the timing of this return.
The Poudre River Trail at Overland contains gravel and rocks from flooding. There are two bends in the trail
and it was requested that staff take a look at the possibility of installing mirrors.
Staff is asked to provide information on the 4th of July parade. How much was spent on the parade? What
are the results? It was suggested that the neighborhoods kids could be the first float in next year’s parade.
Staff is asked to describe the City’s involvement in the Urban Lab and University Connections efforts.
Mayor Weitkunat reported:
1. She will be participating in a CML retreat this weekend in Bennett, Colorado.
2. She will be traveling to D.C. next week to participate in the Climate Preparedness and Resiliency
Task Force meetings.
