RE: Leadership Planning Team (LPT) Meeting
Mayor Karen Weitkunat, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager
Jeff Mihelich, Assistant City Manager Kelly DiMartino, City Attorney Steve Roy, and City Clerk Wanda Nelson
met on Tuesday, May 27, and the following summarizes the discussions that began at 7:35 a.m.
May 27 Work Session
The second item on the Work Session is the Housing Affordability Policy Study. In the presentation, staff is
asked to address the following:
1. What problem are we trying to solve?
2. What is the City’s role in affordable housing?
3. How do the proposed approaches attempt to resolve the issues presented?
4. How many units would be affected by the proposed solutions?
5. Please address the trends in housing (including senior housing and the “millenials”).
6. Please include maps that that show the extent of the issues.
For the third discussion item on Transit-Oriented Development (TOD) Parking Study, staff is asked to
include local examples of minimum parking requirements in their presentation.
Timnath Town Manager April Getchius will be present for the discussion regarding the amendment to the
IGA between Timnath and Fort Collins.
June 3 Regular Meeting
For Council’s consideration on the Consent Agenda will be a Code Amendment regarding the disposition of
real property. This amendment (which came about as a result of the lease to the FOCO Café) is seen as a
process improvement that would give the City Manager the authority to sign leases that are five years or
less in duration.
In addition to the item being on the Consent Agenda, a Staff Report will be given on the Water Supply
Shortage Response Plan that discusses water conservation and stresses the importance of the items
approved by Council.
A memorandum was distributed last week about the River Downtown Redevelopment Zone Design
Guidelines. Staff is asked to include that memo as an attachment to these minutes and inclusion in
Council’s “Read Before” packet.

Council will be considering an expenditure for art for the West Vine Basin Project. Staff is asked to include a
map of the area in the Thursday Packet.
Staff reports will be given on:
1. Xcel’s Project at Drake and Timberline;
2. College Construction and General “Cone Zone” Season Reminders;
3. Water Supply Shortage Response Plan.
A resolution will be considered by Council that amends the West Nile Virus Management Policy. Staff is
asked to describe the how including both human case thresholds and treatment zones as criteria for
spraying will mean that spraying almost never occurs in Fort Collins. Staff will also bring forward an option
that includes removal of human case thresholds yet maintains treatment zones. Additionally, LPT discussed
role of the West Nile Advisory Panel and whether there is a need to have the Panel as the Policy becomes
clearer. Mr. Atteberry will provide additional information in the Thursday packet.
At the May 20 meeting, Council considered the three appeals concerning the Summit on College Avenue
Parking Structure. For the June 3 meeting, the City Attorney’s office has prepared a resolution making
findings of fact and conclusions regarding the appeal. Last week, City Manager Atteberry received a
request from the developer of the Summit asking Council to reconsider the outcome of that appeal hearing.
At the request of the LPT, the June 3 agenda will include two options:
1. Resolution making findings of fact and conclusions; and
2. Amending May 20 motion concerning the hearing officer’s decision.
If Council elects to amend the motion (Option 2), the parties-in-interest will be given an opportunity to
speak to the motion at an adjourned meeting on June 24 at 6:00 p.m.
Six Month Calendar
The June 17 Regular Meeting is canceled due to the CML Conference. There will not be an LPT meeting on
Monday, June 16.
For the June 24 Work Session on the possible tax on Recreational Marijuana, staff is asked to provide a
comparison between what fees Fort Collins is charging vs. other municipalities. Prior to the Work Session,
staff is asked to provide an update (in a memo) outlining the State’s position on marijuana edibles.
During the June 24 discussion on the Snow Removal Program, staff is asked to discuss pedestrian
connections and the concerns raised this past winter by citizens about snow remaining on the sidewalks for
days at a time.
The Disposal Bag Ordinance will be considered at the July 1 Regular Meeting. In the AIS, staff is asked to be
more specific about the number of bags used in Fort Collins (rather than an estimate based on other
communities). Additionally, staff is asked to describe what other communities have done, the
outcomes/successes of those efforts, and additional options for Fort Collins (how would the proceeds be
spent if a charge per bag was imposed?).
The item, “Climate Action Plan” appears on the August 12 and October 28 Work Sessions, and “Nature in
the City” appears on July 22 and October 28. Staff is asked to describe the difference between these two
sessions and to consider whether one of the two sessions could be provided through a written update.

Originally listed as absent due to the NLC conference, Mayor Weitkunat and Mayor Pro Tem Horak will be
present for the November 18 meeting.
The December 23 Work Session has been canceled.
Other Discussion Items:
City Manager Atteberry reported on:
1. Front Range Village is on the market. He received assurances that the level and quality of the
development will continue to be high.
2. Mr. Atteberry has participated in conversations with the PFA about the river and the safety
concerns raised due to flows, snags, and debris in the river. There have been five rescue incidents
since Thursday. Discussion ensued about the possibility of banning single-chamber flotation
devices (such as inner tubes) from the river. It was suggested that criteria be developed that
triggers when such bans would be in effect.
3. Maintenance of street medians is a responsibility of the City. There is overgrown grass and weeds
in certain medians, and staff is working on improving these areas.
4. He is traveling to Kansas City this week to meet with railroad officials to discuss possible waivers for
train horn noise.
City Attorney Roy sent an email to Council about possible Code amendments related to ethics provisions.
Staff anticipates bringing this topic forward in July for Council’s consideration.
A BFO offer will be submitted for the Regional Air Quality Council for their ongoing air quality planning work
program in the Denver/North Front Range Region. The $10,000 request is comparable to the amount
contributed annually by similar-sized cities in the metro area. Their work includes: 1) performing technical
and strategy analysis and conducting outreach; 2) cooperative funding efforts to reduce harmful emissions;
and 3) assisting local governments with implementing air quality programs and practices.
Mayor Weitkunat attended a Memorial Day Service at Veteran’s Plaza. Staff is asked to research the
request that was submitted last fall for funding for shelters at Veteran’s Plana that protect the kiosks.
Mayor Weitkunat was contacted by a citizen who is planning to install a hydrogen car charging station. City
Manager Atteberry will ask staff to reach out to the citizen for more information.
